Regular Meeting City Council, City of Elsinore
MEETING HELD ON THE 22 nd.
DAY OF August, zs 49
A regular meeting of the City Council of the City oP Elsinore was held
on the above date. The meeting was called to order at the hour of x.30 P.M. with
.:Mayor Tarpley in the chair. .
Councilman Samuel Farber,. Fred Penrod, T.R.Yarborough, and I$ayor Tarpley
answer roll call, Councilman J.J.Tavis absent.
Thereupon the clerk read the minutes of the August S, 19y9, meeting and
there being no errors or omissions were approved as read.
Thereupon the Clerk read a letter from Attorney John Gabbert in regards
to a Fence across the unused part of Library Street. This fence to be erected by
Mrs. Henderson of the Lakeview Hotel to keep campers off her property.
4•Thereupon it was moved by Councilman Farber, second by Councilman Penrod
that the clerk be instructed to get an agreement memorandium from A4rs. Henderson
before any action was taken by the Council, which motion upon vote was carried.
Thereupon the Clerk read a letter from City Attorney Best, in regards
to the widening oP A4ain Street in front of the Plaza PropErty under lease to
Robert Heffner, owned by Jake & Lillian Sapkin. He advising the City Council to
mail notices to the interested parties to appear before the City Council and show
cause why their building should not be removed to widen said Main Street.
Whereupon it was ;moved by Councilman Yarborqughyosacond by Councilman
Farber that the City Clerk be instructed to mail said notices by registered mail,
which motion upon vote was carried.
Whereupon it was moved by Mayor Tarpley, second by Councilman Penrod
that Mr. Harman Maintenance Supt. be instructed to repair the fences around the
City reservoirs so as to keep people out. F7hich motion upon vote was carried.
Whereupon it was moved by Councilman Penrod, second by Councilman
Yarborough, that Deputy City Attorney, Gediman, be authorized to draw up an
ordinance to control trespassing, and bathing in the City reservoirs, which motion
upon vote was carried.
Thereupon the Clerk. read a second letter from City Attorney Best, in
regards to the Stewart Hotel and the condition of said hotel.
;Thereupon it ;as moved by Councilman Penrod, second by Councilman
Yarborough, that the Clerk write the State Building Inspector, to come to &lsinore
and again cl¢eck this building, which motion upon vote was carried.
Thereupon the Clerk read a letter From Fire Chief Brady, in regards to
the condition of the La France fire truck, stating that the truck was in bad shape
and a new one should purchased, this matter tabled by the chair.
`whereupon it was moved by Councilman Yarborough, second by Councilman
Farber, that the City pay the expenses for Mr. Harmon to attend a meeting of the
League of California Cities, to be held at Corona, which motion upon vote was carried.
Whereupon it was moved by Councilman Yarborough, second by Councilman
Penrod, that the Clerk be instructed to write the water resources board and protest
the instal]ing of .spreading grounds for the waters of the west fork of the San
Jacinto River, tiahich motion upon vote was carried.

.Thereupon the Clerk read Ordinance No. 321 Por its first reading, an
Ordinance to control the disturbing of the peace, intoxication, and other misd
emeanor violations, this Ordinance to take the place of the present Ordinance No.
50 which was adopted in 1891.
This Ordinance wras brought up for discussion, and Mr. Mann, Mr. Sapkin,
Mr. Goodwin, and others. talked against said Ordinance stating it was too stringent
for Elsinore. Councilman Farber and Councilman Yarborough reread said Ordinance
and made certain changes and the following motion was made.
GJhereupon it was moved by Councilman Penrod, second by Councilman Farber,
that Ordinance No. 321, be passed to its second reading, which motion was carried
by the following vote.

Gdhereupon it was moved by Councilman Penrod, second by Councilman Farber
that the Police Department be authorized to purchase four new tires for the Police
car, which motion upon vote was carried.
Thereupon the Clerk read Resolution r1o. 577, a resolution appointing
Floyd Thompson as a regular police officer and setting his salar~T.
Whereupon it was moved by Councilman Penrod, second by Councilman Yarbor
ough that resolution No. 577 be passed and adopted as read, which motion upon
vote was carried.
Thereupon the Clerk read the report of the i'lanning Commission to the
City Council
Whereupon it was moved by Councilman Penrod, second by Councilman Farber,
that the report be accepted and filed for future referance, which motion upon
vote was carried.
Matter of annexing more territory to City brought up and it was thought
best by the Council to find out if people living in those parts that wereunder
consideratio of annexing wanted to come into the City, Mrs. Jack Feinstein
having volintered to do this the following motion was made.
inlhereupon it was moved by Councilman Penrod, second by Councilman
Yarborough, that Mrs. Feinstein be authorized to make an unofficial census of
these people and. find out how many were in favor of comming into the City limits
which motion upon vote was carried.
Thereupon the Clerk read a letter from the Recreation Director of the
State, and the L'lerk was instructed to write him again for more information.
'p+Ihereupon it was moved by Councilman Penrod, second by Councilman
Farber, that the Clerk be authorized to purchase a red blinker for the inter-
section of Main Street. and Graham Ave., as authorized by the Divisoon of
Highways, from the W.S.Darley Company at a cost of fS 60.11+, plus freight which
motion apon~vote was carried.

' tdhereupon it was moved by Councilman Farber, second by Councilman Penrod
that the City pay the registeration fee of ~ 3C.00 to the Pacific Coast Building
Officials Conference, if building inspector Di Giacomo wanted to attend. He to
attend this convention during his vacation and pay all expenses-other than
registration fee. Which motion waarcaxhied=~byrther.£ollowing vote.

,dhereupon it was moved by Councilman Farber, second by Councilman
Yarborough, that the old curb in front of the Plaza be sold to Mr. Bapkin for the
sum of 3 5.U0 which motion upon vote was carried.
7Y~ereupon it was moved by Councilman Yarborough, second by Councilman
Penrod, that the bills be allowed as audited by the auditing committee and the
Clerk instructed to issue warrents for same, which motion upon vote was carried.

Yarborough, that the meeting adjourn to meet again on Monday August 29th. as an
adjourned meeting, which motion upon vote was carried.
