DRY.OF AUgUSt, 19 49 A regular meeting of the City Council, of the City of Elsinore., was held on the above date. The meeting was called to order ait the hour of 7.30 P.M. with Acting Mayor Samuel Farber in the chair. Councilman Fred Penrod, T.R.Yarborough, and Acting Mayor Farber answer roll call, Councilman Tavis, and Mayor Tarpley absent. Thereupon the Clerk read the tlinutes of the adjourned meeting held on August 1, 1949, and there being no errors or ommissions were approved as read. Thereupon the Clerk read a letter from the Elsinore Grammer School, they asking that the City do some street work on Sumner Ave., between Langstaff and Lindsay Street. Stating that this section of `~mner Street washes out badly in wet weather. This matter turned over to Councilman Yarborough, Street Comm- issioner to investigate and report back at the next meeting. Thereupon the Clerk read a letter from the County Health Department, they asking that as the City had no other expenses towards the upkeep of the local health center, that the City furnish a janitor to clean the health center office. Councilman Yarborough to find out just how much expense .this mould be and report back. Thereupon the Clerk read the resignation of Police 0£ficer R.G.Copeland, effective August 19, 1949. Thereupon it was moved by Councilman Penrod, second by Councilman Yarborough, that the resignation of Officer Copeland, be accepted. Which motion upon vote was carried. Thereupon the Clerk read Ordinance No. 319, an ordinance prohibitg the drinking of any alcoholic beverages in any public Stbeet,Alley, Park, in or out of an automobile. A general discussion on this matter by Mr. Mann, of the Property Owners Association, and other's that protested this ordinance very strongly. Stating that it would hurt business which was not any too good at this time. Thereupon it was moved by Councilman Yarborough, second by Councilman Penrod, that the passing of Ordinance No. 319 be tabled till next meeting, which motion upon vote was carried. Thereupon the Clerk read Ordinance No. 320, for its second reading, an ordinance fixing the amount of money that had to be raised by taxation for the fiscal year 1949-1950, General Fund ~ 20,245.26 - Library Fund $ 2,892;.18 -- Park Fund ~ 4,049.05 -- 1912 Sewer Bond Fund $~ 867.65 -- 1924 Sewer Bond Fund ~ 1,446.09 - 1930 Sewer Bond Fund ~ 1,446.09 -1933 City Ha11 Bond Fund - None, 1949 Sewer Disposal Sewer Bond Fund ~ 10,122.63-- Planning Commission $ 289.22, Total amount ~ 41,358.17 F4hereupon it was moved by Councilnan Yarborough, second by Councilman Penrod, that Ordinance No. 320, be passed and adopted, and the Clerk instructed to have same published once in the Elsinore LeadeE-Press a weekly news paper designated for that purpose. Which motion was carried by the following vote; Councilman Penrod Yes Yarborough Yes Noes None Acting Mayor Farber Yes Absent. Thereupon the Clerk read Resolution No. 576, a resolution authorizing the transfer of ~ 25.00, from the Tdater Fund to the _1930 Sewer Bond Fund. ';~Ihereupon it was moved by Councilman Penrod, second by Counci]man Yarborough, that Resolution No. 576 be passed, and adopted as read, which motion upon vote was carried. [~ihereupon it was moved by Councilman Yarborough, second by Councilman Penrod, that the clerk be authorized to have Attorney Best, get a certified copy of a resolution from the records of San Diego County, which establish the west boundry o£ the City limits, which ~7otion upon vote was carried. Whereupon it was moved by Councilman Penrod, second by Councilman Yarborough, that the Clerk be authorized to purchase medical examination Forms, and desk baskets, for the Police Department, which motion upon vote was carried. P4rs. Rippey and her son were present and protested regarding the water at their property on Main Street, (Massey Block). The Council informed them that this matter would be taken up with attorney Best, and they would have an answer by lO.CC A.M. Tuesday. Building Inspector, Di Giacomo, reported that Mrs. Uan Dame could build or rebuild on her property if she would have a blue print made and approved by , said building inspector. Mrs. Sullivan again asked the Council regarding the old trailer near her home on jdest Graham Avenue, was informed that this matter was being taken care of. Thereupon it was moved by Councilman Yarborough, second by Councilman Penrod, that the bills be allowed as audited by the auditing Co~vnittie and Clerk instructed to issue warrents•for same, which motion upon vote was carried. ?Thereupon it was moved by Councilman Yarborough, second by Councilman Penrod, that the report of the City Clerk, and City Treasurer, be accepted as audited by the Committie and ordered filed, which motion upon vote was carried. Glhereupon it was moved by Councilman Penrod, second by ActnglMayor Farber, that the report of the City Water and License Clerk, be accepted as read and ordered filed, which motion upon vote was carried. ~rlhereupon it was moved by Councilman Penrod, second by Acting P4ayor Farber, that the meeting adjourn to meet again on Monday August 22, 1949, which motion upon vote was carried.
