Councilman ; Fred Penrod, J.J.Tavis, T.R.Yarborough, and acting Mayor Samuel Farber answer roll call. Ma;,*or J.A. Tarpley absent. Thereupon the Clerk read the minutes of the July 25, 1949 meeting and there being no errors or omissions were approved as read. Thereupon the Clerk read a letter from the Division of Highways stating that they were recommending a permit for a warning blinker at corner of I~?ain & Graham Ave. Letter from City Attorney Best requesting more information on right of way on Heffner Corner to widen street. Also letter from F,ngineer Bulot informing the City Council that he was preparing specifications for Seirer Disposal plant as the Dept. o£ Public Health would issue the permit within 10 days.Letter from Recreation Commission at Sacramento, acknowledging letter in regards to a survey in Elsinore this to be taken care of when Commissioner Winans returned from vacation. Counci>rnan Penrod, Police Commissioner, read letter complementing Police llepartment, on their courtisy tickets that were being given out. Acting P4aror Farber, Park Commmissioner, read letter from Joe Madrigal, asking for a permit for ball games, and the right to sell soft drinks at the ball park during their games. '.~Ir Gamberg in charge of local ball team stated that they had games coming up and these out side team games might conflict, and that the Council had allready promised the 12-20 club the right to sell soft drinks, Councilman Tavis reported that he thought i.t should be so worked out that the Madrigal team could play. This matter turned over to Acting Mayor Farber, Park Com-aissioner, Thereupon the Clerk read Ordinance Afo. 319, an ordinance to make it a misdemeanor to drink or offer to give a drink o£ and- alcoholic beverages in any public street, alley, or public park. "thereupon it was moved by Councilman Yarborough, second by Couhcilman Penrod, that Ordinance Ago. 319, be passed to its second reading, which motion was carried b,r the following vote. Burch be promoted to the rank of Captain and his salary increased to ~ 210.00 per month, vrhich motion upon vote was carried. ;lhereupon it was moved b;,• Councilman Penrod, second b, Councilman Tavis that the Clerk be instructed to drae~r up a resolution approving the employing of Sdilliam P3eyer as a regular Police officer of the City of Elsinore, which motion upon vote was carried. Acting Mayor Farber, at this time stated that the meeting had been adjour- ned £or the purpose of setting up a tax budget and if any one present wanted to speak they could do so, but make it short. No one wanting to speak City Treasurer H.C. Scott, outlined the Budget to the Council, explaining that it was being cut to a very low figure so as to keep the property taxes as low as possible. The increase being the added new bond issue for Sewer Disposal Plant. Thereupon the Clerk read resolution No. 574, a resolution designating the number of cents on each assessed ~$ 100.00 valuation for the tax rate 1949- 1950, as follows. General Fund -.70, Library Fund -,10, Park Fund -.14, 1912 Sewer Bond Fund -.03, 1924 Sewer Bond Fund -.05, 1930 Sewer~Bond Fund -.05, 1933 City Hall Bond Fund -1one, 1949 Sewer Disposal Bond Fund -.35 Planning Commission -.01. Total tax rate of ~$ 1.43. i~lhereupon it was moved by Councilman Yarborough, second by Councilman Penrod, that Resolution No. 574, be passed and adopted as read, which motion was carried by the following vote. Councilman Penrod Yes " Tavis Yes Noes None " Yarborough Yes Acting Mayor Farber Yes Absent One Thereupon the Clerk read Ordinance No. 320, an ordinance fixing the amount of monej necessary to be raised by taxation for the fiscal year 1949- 1950, as follows ; General Fund ~ 20,245,26 - Library Fund ~ 2,892.18 --Park rand ~ 4,049.05 -- 1912 Sewer Bond Fund ~~ 867.65 --1924 Sewer Bond Fund 1:446.09- 1930 Sewer Bond Fund v~ 1,41+6.09 -- 1933 City Hall Bond rand (None) -- 1949 Sewer Disposal Bond Fund ~` 10,122.63 -- Planning Commission ~ 289.22, Total amount of ~ 41,35g•17 tidliereupon it was moved by Councilman .Penrod, second by Councilman Tavis that Ordinance No, 320, be passed to its second reading, which motion was carried by the following vote. Councilman Penrod Yes " Tavis Yes Noes None " Yarborough Yes Acting Mayor Farber Yes Absent One Thereupon the Clerk read Resolution No. 575, a resolution authorizing the Clerk,-and Mayor to sign an agreement between the City of r~lsinore, and the Department of Public 'vlorks.
