A regular meeting of the City Council. of the City of Elsinore was held on.the
above date, The meeting was called to order at the hour oP 7:30 P,M,- with acting
mayor Samuel Farber in the chair..
Councilman; Fred Penrod, J.J. Tavis, T. R. Yarborough and acting Mayor Samuel
artier answer roll call, Mayor J. A. Tarpley absent.
Thereupon the clerk read the minutes of the Adjourned meeting of July 18, 1949
there being no errorros or omissions were approved as read,
Thereupon the Clerk read a letter from Mrs. Marie Rippey, she stating that in
driving her car from Corner of ?+lest Sumner to alley on Lewis Street, had driven into
hole left by City Construction crews and caused some damage to her car, wanted city
pay bill £or same. Clerk instructed to turn this over to insurance company.
Thereupon the Clerk read Resolution S1o. 574, a resolution acegpting certain
~perty in the plaza block from Ben Sapkin and Jack Y. Berman to be used as an alley,
City in turn losing this right if any part of property was rezoned in said portion
block owned by above parties.
Whereupon it was moved by Councilman Yarborough second by Councilman Tavis that the

Thereupon it was moved by Councilman Yarborough second by Councilman Tavis that the

Mrs, Sullivan again brought up the matter of having a trailer removed, which was
ated near her property on-West Graham Avenue, this trailer being there in violation
City Ordinance, question being was this trailer inside or just out of City Limits,
4+lhereupon it eras moved by Councilman Yarborough second by Councilman Penrod that
matter be tabled and City Attorney Best be asked to find out just where the City
line was located at that point, which motion upon vote was carried,
Whereupon it was moved by Councilman Penrod second by Councilman Yarborough that
police department be authorized to purchase a gas gun, also a come a long cuff,
ch motion upon vote was carried,
Councilman Yarborough Street Commissioner reported that Mr, Harmon and himself had
to a survey as to loading zones and recormnended the following locations as specified
next motion.
Whereupon it was moved by Councilman Yarborough second by Councilman Penrod that
following locations be designated as loading zones and the Traffic Ordinance be
ided to take care of same, A fourty foot loading zone in front of Elsinore theater
Elsinore Dept. Stored a fourty foot loading zone in front of Elsinore Shoe shop and
~ Ice Cream Store, a 18 foot loading zone just East of alley 150 feet west of Main
et and North side of Graham. Also 15 minute zone be changed to Thirty minute zone
i alley by Burchfiel Building to Main Street on North side, which motion upon vote
carried,
R1rs. Flowers asked regarding canvas awning on her property, which was referred to

Mr. Harmon, NTaintenance Supt,, reported that water was being run on Riley Street

from Ceramics plants-and as this could not be run into sewer systems suggested a pipe
line to the Temescal ditch Council thought this to be alright if they paid cost of
line, and asked that Mr. Harmon investigate further. I`fr. Harmon also reported that
some trouble had been had after more pressure was turned into water main in the Massey
Block, This to be investigated by Councilman Tavis~ TnTater Co~mnissioner~ ahd Mr. Harmon
Mr. Piscitello asked regarding the oiling of North Ellis Street and the filling of
bad holes in street at that locations was informed that the holes would be taken care
of but no fonds were available at this time for oiling.
Mr. Patton o£ South Spring Street asked that a grader be run over a short portion
of Spring Street just South of Lakeshore Drives S^1as informed that this would be taken
care of right away.
General discussion by those present and members of the City Council as to the
actions of the police departments some stating the traffic laws ~rere being inforced too
strict other stating that they should be inforced. No Action by Council. Also dis-
cussion on the different street that were improved and those that some thought should..
have been improved. Councilman Yarborough, Street Commissioner, informed those present
that more streets would be improved as funds were available during the coming fiscal

Whereupon it was moved by Councilman Penrod second by Councilman Tavis that the
