Councilman ; reed Penrod, J.J.Tavis, T.R.Yarborough, and Acting 2layor Samuel Farber answer roll calk P~iayor J. A. Tarpley absent. Thereupon the clerk read the minutes of the regular meeting of June ?_7th 1949, and the specialmmeeting held July 1, 1949 and there being no errors or omissions were approved as read. Thereupon the clerk read a letter from Mr ?doodruff, regarding the payment for garbage, waste matter collection, he stating that he hauled his omm away. This matter having been settled at a past meeting no action was taken, as all that had water service must pay the garbage, waste matter fee. Thereupon the clerk read a letter from the Shier Hardware Co., they asking for a yellovr loading zone at their place o£ business. 'Pais matter turned over to Councilman Yarborough, StreetCommissioner. He to make a survey for a loading zone in each block, also to see about parking a longer time in front o£ the Self Service Laundry, on East Graham Ave., and to report back at the next meeting. I Thereupon the clerk read two letters,£rom the 12-20 club, they asking for the right to sell soft drinks at the ball park during the summer, they being willing to keep the place clean around the bleachers, They also asked the City Council for City property so as they could build a club house. Acting Mayor Farber, Park Commissioner, to take care of the soft drink stand and he to give themepe?^mission to operate stand i£ he thought it would work out allright. °dhereupon it vras moved by Councilman Penrod, seconded by Councilman Yarborough, that the matter of a club house site for the 12-20 club be tabled pending investigation by the Park Commissioner which motion upon vote was carried. Thereupon the clerk read Ordinance ido. 318 for its second reading, an Ordinance regulating the loitering of minors under the a_pe o£ 18 years on the streets after 10.00 P. M. ?dhereupon it was moved by Conncilman Yarborough, second by Councilman Tavis that Ordinance No. 318 be passed, and adopted as read and clerk instructed to pub- lish same once in the lsinore Leader Press, ~~rhich motion was carried bz= the follow ing vote Councilman Penrod Yes Tavis Yes Noes None " Yarborough Yes Acting iKayor Farber Yes Absent One Page # 2 MINUTE RECORD OF Regular MeetingCity Council Cityof Elsinore _ .MEETING HELD ON THE uuly. 11, 1949 DAX OF _ 29 This being the time and place for those protesting the Improvment of the widening of "4ain Street, between Peck Street and Graham Avenue, the chair called £or any one present to protest as had been advertised in the Elsinore Leader Press and Posted on the property as specified b~* lavr, there being :none the following motion was .made and passed. ~rlhereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod, that the City Attorne~r be contacted and the matter straightened. up so as City could continue 7riproving P~Iain Street, proceed as pe-r surve-r, avhich motion was carried by the following vote. Total price v~rith accessories as specified ?$ 1,409.Zj Cal George, Ford Agency ^lotal price, no accessories 1,313.25. ?~Ihereupon it was moved by Councilman Penrod, second by Councilman Yarborough that the accepting of a bid for the pickup truck be tabled until a later date, which motion. upon vote was carried. Thereupon the Clerk read the follo*.ving recomendations of the Planning Commission, to the City Cotmcil. That the Division of Highways, be asked to install a warning light at the intersection of Main St. and Graham Ave., That a program be started to cut to tirade West Graham Avenue, from Spring Street west to City Limits, High~•ray funds to be used, if available for the installation of curbs, propert~r owners to pay For cost of sidevralks. That a tree planting pro~ram be started and Carab trees, and evergreen Elms be used as the standard trees. No action by Council. Thereupon the Clerk read Resolution No. 57?_, a resolution authorizing the transfer of funds. 'whereupon it was moved b=* Councilman `rarhbvbugh, second by Councilman Tavis that resolution T1o. 572, be passed and adapted as read vrhich motion upon vote was carried. Thereupon the Asst. Street. Supt, read a proposed budget for the use of Gasoline tax monet*'s for the maintenance and improvement of City Streets during the fiscal gear 19,9-1950. MINUTE RECORD OF MEETING HELD ON THE Page # 3 Regular A4eeting City Council City of Elsinore July 11, 1949 DAY OF Z9 Thereupon the Clerk-read Resolution no. 573, a resolution specifying certain streets as major streets of the City of.~'lsinore. thereupon it was moved by Councilman Yarborough, secdnd by Corncilman Penrod, that Resolution Ido. 573, be passed and adopted as read. Which motion was carx•ied by the following vote. Councilman Penrod Yes " Tavis Yes Noes None " Yarborough Yes Acting I~ta~ror Farber Yes Absent One t~Sr. Aueraback asked the City Council regarding a permit to install a sink in a service porch on his place on jdest Graham Ave., Inspector Di Giacomo, was caLed on by the Council as to why a permit had not been issued, i$r Di Giacomo stated that the Plumbing Code, of~the City would not allow any more apartments on this certain property therefor no permit could be issued if the code was inforced and that was ~•ihat he was doing. @Thereupon it was moved by Councilman Penrod., second by Councilman Tavi_s that the request of :Mr. Aueraback be tabled, which motion upon vote was carried. llr. Kolkey at this time took the floor and made a complaint that he ha.d put up a small archway r~.th lights and that the BuildiCg Inspector had ordered it taken down and i•ranted to know why. ?~Ias informed that no perrnmt had been issued for this certain job and that it was not up to code, Others present spoke on building matters and stated that they thought that the Building, Plumbing, and Electrical Code was to strict for a City the size of Elsinore. ~Ir. Di Giacomo stated that he also thought that the codes might be modi:Pied in certain places but as they= now were he was forced to inforce them as they were adopted by the City*. Thereupon it was moved by Councilman Penrod, second by Councilman Yarborough that the complaint of Mr. Kolke=r be tabled, which motion upon vote was carried. T~1r. John Di Giacomo asked the Council that he be sent to Seatle in September to a Building Conferance convention, as he thought he could learn matters there that would be of~help to him as City Building Inspector. ~.=thereupon ?.t raas moved by Councilman Tavis, second by Councilman Yarborough that this matter be tabled, which mot=ion upon vote was carried. Councilman Yarborough, Street Commissioner, reported. that he had made a survey for more street lights, one at Hill and Flint, °one at Sumner and Scrivner, and one at the bridge on Heald between Spring and Riley, was not through with the survey and vrould report more next meeting. He also reported that Dr. Kin n, had req_tiested the closing of certain dead end streets on his property in the North West section of the City=. Farther report on this next meeting. ^l hereupon the Clerk read a letter from T.•ir. ?°1:_lliams, High School Coach, in retards to recreation and youth authority which asked the Council to write the Youth Authorit.~, and ask them to make a surve~• on this here at Elsinore. Mr. '1iLiams being present spoke on +.his matter and suggested the Council call a meeting. The Council informed f.r. '•^?illiarns that some other organization should call this meeting and assured them that the members of the Council would Give there support. The Clerk instructed to ~~mite the State Recreation Commission and ask that a survey be :Wade in t~lsinore on recreation and youth programs. Tlhereupon it was moved by Councilman Tavis second by Co~arci7man Yarborough that the bills be allowed as audited by the auditing Committee and Clerk instructed to issue warrents for same, which motion upon vote was carried. Thereupon it was moved by Councilman Tavis, second bar Councilman Yarborough that the meeting adjourn to meet again on P•londay July 18,191;.8, as an adjourned meeting, which motion upon vote was carried.
