A regular meeting of the City Council of the City of Elsinore was held on the
above date.The meeting was called to order at the hour of 7:30 P.M. with Mayor
J.A.Tarpley in the Chair.
Councilman ;Farber,Penrod,Tavis,Yarborough and Nlayor Tarpley answer roll call.
Thereupon the clerk read the minutes o£ the June, 13,1949 meeting and the minutes
of the special meeting. held June,20,1949 and there being no errors or omissions were
approved as read,
Thereupon the clerk read a letter from Doctor King inviting the members of the Cit
Council to a dinner at his ranch on Sunday July 3rd.
Whereupon it was moved by Counciman Tavis second by Councilman Yarborough that the
clerk write Dr.King and accept the invitation,which motion upon vote was carried.
Thereupon the clerk read a letter from Mr Hanson of the Elsinore furniture Co.
asking that a yellow zone be painted infront of his store instead of the green.
Whereupon it was moved by Councilman Yarborough second by councilman Tavis that th
letter of PSr Hanson be tabled,which motion upon vote was carried.
Mrs Mona Leese Asked the City Council for more street lights on East Flint street
leading to her place.
Thereupon it was moved by Councilman Farber second by Councilman Tavis that
street Commissioner Yarborough investagate need of more lights on East Flint before
any action was taken,which motion upon vote was carried,
Thereupon the Clerk reported the following recomendations from the Planning
Commission to the City Council, That the sections lying on the Northeast of the City,
fiuoathwest o£ the City and Southeast of the City be annexed to the City.This squaring
up the City limit line also adding territory that would be of value to the City, And
that Ldest Heald Ave. be included for resurfacing during 1949-1950 fiscal year with
gasoline tax funds.
Whereupon it was moved by Counciaman Farber second by Councilman Tavis that a
telephone be installed at the City water and Maintenance yards, and clerk authorized
sign for same which motion upon vote was carried.
?rhereupon it bras moved by Councilman Yarborough second by Councilman Tavis that a
be initiated by the City Council to annex to the City the territory recomended by the
Planning Commission which motion upon vote was carried..
Mr Leder of the elsinore Culture club asked that a special police officer be appo
to police the dances and other programs at there club house and recomeneded William
Gamberg.
URiereupon it was moved by councilman Tavis second by Councilman Yarborough that
Mr William Gamberg be appointed a special police officer as requested by Mr Leder,
~ which motion upon vote ~,ra carried.
6dhereUpon it was moved by Councilman Yarborough second by Councilman Farber that
the clerk be allowed extra help for typing for the extra work of getting out sales
tax permits,whiuh motion upon vote was carried,
Thereupon the Clerk read ordinance No.317 an ordinance regulating the amount to be

Whereuon it was moved by Councilman Yarborough second by Councilman Tavis that
ordinance No.317 be passed and adopted as read and clerk instructed. to have same
pub],ished once in the Elsinore Leader Press which motion was carried by the following
vote.

Thereupon the clerk read ordinance No.318 for its First reading,an ordinance
regulating the loitering of minors on the strets after 10:00 P.M.
Whereupon it was moved by Councilman ~Farborough second by Councilnan Penrod that
ordinance No.318 be passed to its second reading which motion was carried by the
following vote.

Councilman Farber Park Commissioner reported that the flag pole on Hampton hill
was in bad shape. Councilman Farber and Maintenance Supt Mr Harmon appointed to see
how it could be repared and report back.
Maintenance Supt Harmon reported that he had located an Are Welder that could be
purchase for ~ 500.00 dollars,This matter tabled till a later date.
John Di Giacomo reported on the Plaza Block Street widening job stateing that
nothing more had been done in regards to the moving back of the Heffner li~our store,
and as a public hearing was coming up July 11th. it would be settled at that time.
Whereupon it was .moved by Councilman Tavis second by Councilman Yarborough that as~l
some of the City Employees wanted there pay twice a month the City Clerk be instructed i
to make up the payroll for the 15th and 1st. of each month for the Employees that ~
wanted there pay twice a month, others only once a month,which motion was carried by it

Mr Berman of °apkin and Berman reported to the City Council that they were willing
to give the City an easment for an alley 150 feet east of Main street from Peck street
to Heald Ave. if the City would zone there property for business that was just East of
the present business zone in the Ylaza block, Deputy Attorney Gediman instructed to
draw up papers for this and have then for July 11th meeting for action.
t+Jhereupon it was moved by Councilman Tavis second by Councilman Yarborough that the
bills be alloed as audited by the auditing committe and clerk instructed to issue
warrents for same which motion upon vote was carried.
Whereupon it was moved by Councilman Yarborough second by ouneilman Penrod that th
meeting adjourn to meet again on July 11,1949 at regular time and place,which motion up

A specialmeeting of the City Council o£ the City of ~'lsnore was held on the
above date.The meeting was called to order at the hour of 7%30 P,M. with hlayor'-'
Tarpleg in the chair.
Councilman, Farber,Penrod,Tavis,Yarborough and Mayor Tarpley answer roll a11,.
Mr Harmon Maintenance Supt reported that the ArC VTelder that had been mentioned
at the meeting of July 27th.1949 had been tried out by him and found in first class
shape and still could be bought for ;~ 500.00 but if it was not done right away>some
one else might buy it. .Mr Harmon also stated that as a new sewer force line would be
installed when the new sewer disposal plant was builtand that the City could lay'this
force line instead of leting it to bids. This job would probly save the City the cost
of this Arc welder.
Whereupon it was moved by vouncilman Tavis second by councilman Yarborough ghat ..;.
Mr Harmon Maintenance Supt be duthorized to purchase the Areelder and the City
Clerk instructed to issue a warrent of ~ 500.00 to Mr Phil Wagner in payment fns same,
and to charge it to the water Dept Fund,whieh motion was carried by the followi~ig
vote.
