A regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting was called. to order at the hour of 7:30 P.M. with Mayor
~ Tarpley in the chair.
.Councilmen: Samuel Farber, Fred Penrod, J. J. Tavis, T, R. Yarborough, and
III Mayor Tarpley answered roll call.
Thereupon the Clerk read the minutes of the April 25th, 1949 meeting and
there being no errors or omissions were approved as read.
Thereupon Councilman Samuel Farber read Ordinance No. 315 for its second
reading, an Ordinance to collect a z of one percent sales tax within the City of
Elsinore.
Councilman J. J, Tavis at this time took the floor and explained to those
present the need of a sales tax for the City of Elsinore. Many improvements that need-
ed taking care of such as better andcleaner parks, street improvements for ~nich no
fnnda were avilable at this time, water development, new water lines, new library so
as to wake more room for City offices and numerous other improvements.
A number of those present spoke on the subject but no one present spoke di-
rectly against said sales tax.
Whereupon it was moved by Councilman Yarborough, seconded by Councilman Tavis
that Ordinance No. 315 be passed and adopted as read and Clerk instructed to have same
published once in the Elsinore Leader Press which motion was carried by the following
vote: -

Thereupon the Clerk reported that this being the date and time as advertised
for opening of bids for gasoline, one bid had been received as follows. LeGaye Compan
Union Oil Products.

Whereupon it was moved by Councilman: Penrod, seconded by Council3aan Tavis t
the bid of LeGaye Company be accepted which motion was carried by the following vote:

Thereupon the Clerk read a letter from City Attorney Best in regard to some
tax title property that could be purchased by the City through the Board of Supervi-
sors. This matter to be taken up again on Wednesday at which time Attorney Best was
be in Elsinore.

Reverend Webb asked the Council. about some improvements at North Park aueh
as tennis Court and ball grounds. 1. G. Wattson told the Council that if the City
would let him and Mr. Truiett use. the City motor grader they-would be more than willing
Ito do some grading in said north .park at no cost o the city.
Whereupon 4t was moved by Counoil.man Tavis seconded by Councilman Yarbo~ou gh
that the request oY Mr. Wattson be granted,tand that Mr. Truiett would operate said
grader, which motion upon vote was carried.
Mr. Kolkey and Mr. Stewart. reported streets that were in need of repairing
i which was referred to Councilman. Yarborough, Street Commissicmmer.
Mr. Harmon, Maintenance Supt., reported that the rest rooms on the beach
needed repairs as some one had broken some of the equipment.
i Whereu,on it was moved by Councilman Farber, seconded by Councilman Tavis
'that Mr. Harmon be authorized bo buy equipment as needed for City beach rest-moms,
which motion upon vote was carried.
Mr. Thirthardt of Pepper Grove Camp reported that they would like to have a
fire hudrant nearer to their home as the closest now was four blocks away. This
was turned over to Councilman Tavis, Water Commissioner, and Mr. Hannon to investigate
and make a report,
Councilman Tavis, Water Commissioner, also reported that many of .the £ire
hydrants were .over grown with. weeds and would be hard to locate in case of fire.
Whereupon it was moved by Councilman Tavis, seconded by Councilman Yarborough
that Mr. Harmon, Maintenance Supt., be instructed to have all weeds removed from around.
fire hydrants as soon as possible, which motion upon vote was carried.
Mrs. Leese asked about installing some sip}~s at different locations and was
tIDld by Inspector DiGiacomo that this could not. be done. To have signs as-she re-
quested , she would have to lease space from private owners and then obtain sign per-

Whereupon it was-moved by Councilman Tavis, seconded by Councilman Yarborough
that there being a~ vacancy on the Planning Commission, that Mr. Paul Jones be appointe
by the Council to fill this vacancy, which motion failed to carry by the following vote

Whereupon it was moved by Councilman Farber, seconded by Councilman Penrod
the matter of appointing a member to the Planning Coneni.ssion be tabled until
meeting, which motion upon w to was carried.
Thereupon the Clerk read a letter from the Division of Highways requesting th
City to make up a budget on Street Improvements and Maintenance for fiscal year 1949-54
and forward same to the department by July 1st. This matter turned over to Councilman
Yarborough, Street Commissioner, and Mr. Di Giacomo.
Councilman Yarborough, Street Commissioner, .reported on Lookout Street,

Sumner Street and the matter of lowering the grade on Lindsay Street at the same time
as the work was being done ~ Sumner Street. Councilman Yarborough was unformed to go
ahead on said work.
Thereupon the Clerk read Ordinance No. 316 for its seeohd reading, an Or-
dinance to establish a cab stand on Main. and Frahklin Streets.
Whereupon it was moved by Councilman Tavis, seconded by Councilman Yarbomug
that Ordinance No. 316 be passed and adopted as read and Clerk_ihstructed to have same
published once in the Elsinore Leader Press, which motion was carried by the following
vote:

Thereupon the Clerk read the report of the Water and License Clerk for the
month of April 1949, Cash receipts: $6675.09
~ Whereupon it was moved by Councilman Farber, seconded by Councilman Penrod
that the report of the Water and License Clerks report be accepted as read and ordered
filed, which motion upon vote was carried.
It was reported that certain parties were operating businesses in the City
without a City license,-this turned over to the Police Department. Another report on
parties having rentals not reporting all said rentals.
?dhereupon it was moved by Councilman Tavis, seconded by`Councilman Yarborough
that the Police Department be instructed to make a house to house canvass and check
all places which have rooms, apartments or houses for rent, which motion upon wte was
carried.
tidhereupon it was moved by Councilman Tavis, seconded by Councilman Farber
that the bills be allowed as audited by the auditing committee and clerk issue warrants
for same, which motion upon vote was carried.
Whereupon it was moved by Councilman Yarborough, seconded by Councilman
Pehrod that the report of the City Treasurer and City Clerk be accepted as read and
ordered filed, which motion upon vote was carried.
Councilman Farber, Park Commissioner, reported-that there was some-card play-
ing being done at the city park which looked-every much like gambling and su:gggsted
that signs be .erected stating "No Gambling", also asked for a direction sign for City
beach that had been requested by Mrs. Adams.
Whereupon it was moved by Councilman Farber, seconded by Councilman Penrod
that the sugns as requested by Councilman Farber be purchased,. which motion upon vote
was carried.
Whereupon it was moved by Councilman Farber, seconded by Councilman Yarboroug
that the meeting adjourn to meat again on May 23rd, 1949, at the regular time and place
which motion upon vote was carried.
