A regular meeting cf the Ciay Council of the City of Elsinore was held on.the ~
above date. The meeting was called to order at the hour of 7:30 P,M. with Mayor
Tarpley in the chair.
Councilmen: Samuel Farber, Fred Penrod, J. J. Tavis and Mayor Tarpley answer-r
ed roll call. Counci]man Yarborough absent.
There upon the Clerk read the minutes of the adjourned meeting held on the
18th day of April also minutes of Special meeting held April 2~zd, and there being no ~
errors or omissions were approved as read. ~
Councilman Farber reported on the request of Mr. Tartikoff who had asked that
he be allowed to have a variation on the 20-foot set-back for a porch, Counci]man Farber
recommending that request be denied, ~
Whereupon it was moved by Councilman Penrod, seconded by Councilman Tavis
that the recommendation of Councilman Farber be accepted and that the Council deny Mr.
TartikofP~s request, which motion upon vote was carried.
Thereupon the Clerk send a letter from the Chamber of Commerce, in which the
Chamber of Commerce gave to the City of Elsinore the four poles at the intersection of
Main and Graham, v~ich were used for decorations.
Whereupon it was moved by Councilman Penrod, seconded by Councilman Tavis
that the City accept said poles and Clerk was instructed to write them a letter of
thanks, which motion upon vote was carried.
Mayor Tarpley reported that the City Cab Co. had asked that they be allowed
to install a phone on the pole at the Sterling Pharmacy corner.
Whereupon it was moved by Councilman Farber, seconded by Councilman Penrod
that the request of the City Cab Co. be granted, which motion upon vote was carried.
Thereupon the Clerk read a letter from the County Health Dept. which stated
that the agreement with the County would expire on June 30th, 1949, and that a new
resolution should be adopted and sent to them. The Clerk reported that he had been
unformed that the City did not have to pay a monthly fee for health service.
Whereupon it was moved by Councilman Tavis, seconded by Councilmen Farber
that the Clerk have City Attorney Best look into this matter for the City, which motion
upon vote was carried.
Mr. Mann and R1rs. Leese asked the Council about more street lights near their
homes, this matter referred to Councilman Yarborough.
A large delegation of Merchants being present, t+Iayor Tarpley called on them
and they all stated that they were against the proposed passing of a sales tax Ordinan
and their reasons were mostly added bookkeeping and separate accounts for those living
out of the city that were exempt Prom the tax.
Whereupon it was moved by Councilman Farber, seconded by Councilman Tavis
that the second reading of the Sales Tax Ordinance No. 315 be tabled for two weeks,
which motion upon vote was carried,
Thereupon the Clerk read Ordinance No. 316 £or its first reading, an

Whereupon it was moved by Councilman Penrod, seconded by Councilman Farber
that Ordinance No. 316 be passed to its. second reading, which motion was carried by the
following vote:^

Councilman Tanis, Fire and Water Commissioner, at this time asked that Chief
Brady be called on in regard to the fire hazard caused by large growth of weeds on
vacant lots. Chief Brady told the Ceuncil that he could get all names and addresses of
owners by going to the County tax Collectors office where they could be obta:i.ned at
a wall cost to the city. He also stated that the City could adopt an Ordinance under
the State Weed Abetment Law to clean lots and add it to the taxes by then posting
said lots.
Whereupon it was moved by Councilman Tanis, seconded by Councilman Penrod
that Chief Brady be authorized to get the names and addresses of all property owners
in the City and to turn a copy of said list in at the City Clerks office, which
motion upon vote was carried.
Mr. Harmon, Maintenance Supt., spoke on City water supply, - stating that at
present there was no shortage and would not be this summer, but the City Council should
be planning on the developing of more water and not to put it off too long.
Councilman Tanis read a letter From the County Health Department in regard to
the large percentage of Ylouxide in the city water and the danger of its use to teeth
of children. Councilman Tanis also reported on the Creswell Baths new well. They
have drilled into a sand strata but it was cemented off before an analysis could be
obtain ed. Mrs. Nahkia, owner of this well was present, and told the Council that the
City could have a copy of the log of their well.
Thereupon the City Clerk, Ex-0ffi'cio Clerk, of the Planning Commission re-
ported that the Planning Commission recommended that the City -0ouncil investigate two
parcels of State Title property East of the City, but within the City limits, to be
con sidered as a location for a city dump.
Yhereupon it was moved by Councilman Farber, seconded by Councilman Penrod
that as this kind of property could be bought by the City through the County at cost.
of advertising, the Clerk be instructed to have City Attorney Best contact the Board
of Supervisors and get title to said property for the City of Elsinore, which motion
was carried by the following vote:

Whereupon it was moved by Councilman Tanis, seconded by Councilman Penrod
that John DiGiacomo and Mr. Mann be authorized to make a trip to Riverside on Tuesday,
April 26, to e~taet City Attorney Eugene Best and the Temescal Water Co. in regard
to Railroa,d.Canyon Dam, which motion upon vote was carried.

Whereupon it was moved by Councilman Penrod, seconded by Councilman Tavis
that John DiGiacomo be granted a leave of absence on April 28th to attend a meeting of
the Pacific Coast Building Conference Association, which motioi:-upon vote was carried.

the Clerk get printing prices for needed supplies for his office and purchase same at
the lowest cost to the .city, which motion-upon vote was carried.
Whereupon it was moved. by Councilman Penrod, seconded by Councilman Tavis
that the City Clerk be authorized to purchase dog tags as needed-for July 1st, when
(dog licenses became duel which motion upon vote was carried.
Whereupon it was moved by Councilman Penrod, seconded by Councilman Farber
jthat the Police Department be authorized to purchase four new tires and tubes for the
(Police car, which motion upon vote was carried.
Whereupon it was moved by Councilman Tavis, seconded by Councilman Farber
that Mr. Harmon be authorized to have two of the motor grader tires retreaded or if
(this was not advisable to get two new ones, which motion upon vote was carried.
Mr. Kolkey being presents asked about pity cleaning up property that had
been purchased by Mr. Conley, he now being:abeut ready to build a foundry, also asked
about water and sewer connections. No action on this by Council.
Thereupon the Clerk read Resolution No. 563, a resolution granting to E. D.
Patterson a new option on city property on West Graham Avenue. Option to run-for
i sixty days.
thereupon it was moved by Councilman Penrod, seconded by Councilman Farber
('that resolution No. 563 be passed and adopted as read, which motion was carried by the
following vote:

Whereupon it was moved by Councilman Penrod, seconded by Councilman Tavis
~ that Mr. be appointed as city yar:i man effective May 1, 1949, at the
salary of X125.00 per month, said yard man to be udder the supervision of Mr. Harmon,
I„ which motion upon vote was carried.
Councilman Tavis brought up the matter of more office room for City offices
and stated that anew location should be obtained for the library as the rooms they
now occupy in the City Hall would make ample room for City Engineers office, Building
Inspectors office and a private office for the Mayor. Mr. Clay Scott, member of the
Library Board, explained how the library was operated and told the Council that he
would call a meeting of said board and see what cou~.d be done in regard to anew
library building.
I~ Councilman Farber reported that the owners of the Plaza Block would deed to
the City a ten foot strip for .widening the street iP the City would put in the new
;'I curb and walk. No action on this by the Council

that the City Street Department be authorized to widen south Main Street from Graham

Avenue to Prospect Street on the .East side, providing the property owners were willing
ito have said work done, and they pay for the new sidewalk and service connections,
