Thereupon the clerk read the minutes os the Aiarch ?_S, 191~9.meeting and .there being no errors or omissions were approved as read, i~Jhereupon it i=ras moved b~= Councilman Tavis9 seconded by Councilman Penrod. that Nir> Samuel Farber be appointed to fill the unexpired term of Councilman T. A, Tarpley gave the oath of office to I~4r. Samuel Farber and he tool: his seat as a member of the City Council of the City of Elsinore. ' T hereupon the Clerk read a, letter from Pfirs. Henderson owner of the Lake- view Hotel, asking permission of the Counc_~l to fence the entrance of Library Street' west of Spring Street so as to keep campers out. ~idhereu;on it was moved b?r Councilman Yarborough, seconded by Councilman Tavis that the request of Plrs. Henderson be rejected, which motion upon vote was carried, There upon the clerk read a letter from the Iioward Electric Shop, they asking that the City consider buying light bulbs from their store, they to Hive 15 discount, ,~lhereu~~n it ~=ras moved. by Councilman Penrod, seconded by Councilman Yarborough that the letter from Howard Electric Store be tabled, w'rtich motion was carried upon vote. GLUeskey asked the City Council for permission to open a nursery home for ~roung children at 114 N. Lowell Street (M-rs. Sullivan Home). This property being in Zohe R1 (first residential) would have to have special permit or a rezoning,. idhereupon it was moved by Councilman Yarborough, seconded by Councilman Tanis, that as it i~rould probably= mean a spot zoning for said nursery home the matter be tabled for one week for investigation b;r the Council, which motion upon vote was carried. N1r. P+1ann, Chairman of the Property Owners Association at this time asked the City Council for their cooperation and support in reouestina_ that the rents be decontroled by the federal agency, :'thereupon it was moved. by Councilman 'Tanis, Seconc'.ed by Councilman Yarborough that the City Council notify the housing Expedtor.nSSan.Bernardno that the City of Elsinore is a Health resort, and further, that the need for Conti- nuing maximum rents in our City no longer exists, due to sufficient construction of new. housing accomodations and the large number of vacancies for rental housing accomodations, and that the said Council does respectfully recnrest said housing Expeditor, under the authority vested in lxim bar the new Federal rent control law Section 2518 (C) to remo ve any and all maximum rents for the city, which motion upon vote was carried, Councilman Tanis reported that he had been informed that there were some wells within the City that were not properly covered and that it should be taken care of right away, as the same thing could happen here as it did in San Marino, ihhereupon it was moved by Councilman Tanis, seconded by Councilman Yarborough that the Clerk and 'dater Commissioner be instructed to have the Mainten- MINUTE RECORD OF Rr~GUL4R i'iE^1ITG OF 'Tim' CITY. Mr. ?dhisenant was present and asked the City Council that they lease hire a lot just east of Lowell Street, south of Lakeshore Drive for an unbrella rental stand--clerk reporting that a lease had not beery drawn up -- no action was taken, i~3 P1r. Trueitt of the Cit,* Garbage Department asked that they be given another rnan to help as they vrere having a hard time to keep their ~~ rk up. Councilman Yarborough informed T~1r. Trueitt that if they could get along till July 1st, a helper could probably be had at that time, This meeting with nth Trueitts approval that department :mold stay as is for the present. 1Ir. Said bids to be opened May 9th, 191+q, m~hich motion upon vote was carried. Thereupon the clerk read a claim of Mr. C, V. Hart for faf°ty-thousand dollars damage done to him through the Elsinore Police Chief, j^Thereupon it was moved by Councilman Farber, seconded by Councilman Penrod that the claim of Mr. C. V, Hart be rejected by the City Council, which motion upon vote wrs carried, Thereupon the Clerk read the claim of Iu1rs. Ella Pearl Parlier asking damages in the ariount of w425.00 for injuries caused by falling in an open hole on Heald near Poe Street, ;Thereupon it :vas moved by Counci_7man Farber, seconded by Councilman Yarborough that the claim of Mrs. Parlier be rejectedy which motion upon vote .vas carried, Thereupon the Clerk read the resimnation of Jack Coxon as a member of the Board. of Examiners and A;opeals. Thereupon it Maas moved by Councilman Penrod, seconded by Councilman ~ Yarborough that the resignation o,: P4r.
