MEETING HELD ON THE 2$th
DAY OF February, 79 49
A regular meeting of the City Council of the City of Elsinore
was held on thz above date, The meeting was called to order at the hour
of 7:30 P,M, with Mayor Tarpley in the chair.
Councilmen: T,J,Hudson, Fred Penrod, J,J,Tavis, T,R,Yarborough
and Niayor Tarpley ans~~aer roll call.
Thereupon the clerk rzad 'the minutes of the February 14, 1949,
meeting and there being no errors or omissions were approved as read.
Mr, Stewart was called on at this time and he stated to the',
Council that he would take the garbage from the City or dog feed.--Taken
asked as to what he was willing to pay for samz stet e that he would
have to think it over as he had not been imformed that a charge was `to
be rlade, Would let Councilman Yarborough know of this price within a
few days.
Thereupon the clerk rzad resolution No.553, a resolution de-
claring the position of garbage collector vacant as of midnight, Feb-
ruary, 2$, 1949.
4~Yiereupon it was moved by Councilman Yarborough, seconded by
Councilman Tavis that resolution No.553 be passed and adopted as read
,rlhich motion was carried by the following vote:

Thereupon the clerk read Resolution No.554, a resolution em-
ploying James Truiett and I, G, Wattson as garbage collectors and Street
sweepers and setting their salaries.
~~4hereupon it was moved by Councilman Yarborough, seconded by
Councilman'Hudson that~Resolution No.554 be passed and adopted as read,
which motion was carried by'the following vote:

Thereupon the Clerk read a letter from the Citrus Belt Divisio:
California League of Cities, imforming the Council of a meeting on March
16th, at San Bernardino, also a letter from the Department of Finance,
regarding their warrant to the city for the status share of the Sewer
Disposal Plant survey,--warrant being in the amount of X1,556.25.
Thereupon the clerk read a letter from Samuel Farber, agent
for the Plaza block property asking the City Council to put in a new
sidewalk on Main Street between Peck Street and Heald Avenue on Main
Street in addition to curb already authorized by City. They bung ready
to start construction within thirty days of a new building bringing same
down to street level.

Whereupon it was moved by Councilman Penrod, seconded by
Councilman Yarborough that this be tabled until next regular meeting
giving Council tirr,e to find out cost of this improvement by the City,
which motion was carried by the following vote:

Thereupon the clerk read a letter from R, G, Copeland asking
the Council for the following. Asking for the resignation of Officer
Medlicott for the betterment of the Department. That a regular part
time officer be employed in addition to the regular force now employed
and recommending a Barney Coleman for the positions and that two of the
officers would probably leave if salaries were riot increased.
Thereupon the clerk read Resolution No.555, a resolution
appointing Barney Coleman as a regular part-time Police Officer and
setting his salary,
Whereupon it was moved by Councilman Hudson, seconded by
Councilman Penrod that Resolution No.555 be passed and adopted as read,
which motion was carried by the following vote:

Councilman Tavis at this time requested that members of the
Police Department and the Chief of Police be asked to come to the Counci
Chambers and state their grievances to the Council. A11 officers re-
ported present with the exception of Officer Bittle, Each one telling
his reason for lack of co-operation vrithin the Department. Councilman
Tavis at this time read a letter he had received unsigned.
Whereupon it was moved by Councilman Penrod, seconded by
Councilman Tavis that Chief of Police, R, G, Copeland be asked for his
resignation as Chief of Police for the City of Elsinore, which motion
was carried by the following vote:

Mr, Copeland being present at this time stated to the City
Council that he was resigning as Chief of Police for the City of ~'lsin
effective this date,

ive this date be accepted as given by him in person, which motion was
carried by the following vote:

Councilman Tavis, Park Commissioner, at this time reported
what he had planned as improvements in the City Park:--Mainly the beauti
fying of the grounds with the planting of more grass, planting new
shrubs, trees, and flowers, and the installing of a shuffle board. Also
that plans were being made to enlarge the small building there now so as
it could be used to hold meetings by the different organizations now
without a place to meet. His present plan however, being the planting
program so as to have a special program for Arbor day falling on March
~th. The cost of this program being X530,$6 plus some extra help in
planting.
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Hudson that Councilman Tavis, Park Commissioner be authorized
to purchase trees, shrubs, plants, seeds, etc., as he had outlined,
which motion was carried by the following vote:

CALEPIDAR No.14
The final report of the Planning Commission o£ the City of
Elsinore, recommending the amendment of Ordinance 236 by the addition
of a new Zone, to be known as Zone "r-3A", and providing that such uses
might be made of property therein as are now provided in Zone "R3", to-
gether with allowing retail sales in connection with other uses now per-
mitted therein, and also parking lots and the placing of the following
described property in the said Zone "R3-A", to wit:
Lots ~ to 11, both inclusive in Block E and ]Lots 24
to 29, both inclusive in Block F of Jones Addition
to Elsinore,
was received.
Vhereupon it was moved by Councilman Yarborough, seconded by
Councilman Tavis that the report be accepted, and that a public hearing
thereon be set for Monday, March 14, 1949, at 7:30 O'clock P.A4, before
the City Council at the Council Chamber in the City Ha 11 in the City of
SYsinore, and that a notice thereof be published in the City of Elsinore
on Thursday, March 10, 194g, which motion was carried by the following
vote:

The final report of the Planning Commission of the City of
Elsinore recommending the rezoning of the following described property,
to wit:
All of Blocks 51,
the Southerly 165
feet of Block 57,
thereof and the E

excepting the Northerly 1$0 feet

T~`fhereupon it was moved by Councilman Yarborough;. seconded by
Councilman Tavis that the report be accepted and that a public hearing
thereon be set for Monday, March 14, 1949, at 7:30 o'clock P,P~'L, before
the City Council in the Council Chamber in the City Hall in the City of
Elsinore, and that a notice thereof be published once in the Elsinore
Leader Press, a weekly newspaper published in the City of Elsinore, on
Thursday, March 10,.19499 which motion was carried by the following
vote:

Thereupon the clerk read the following report from the
Planning Gomrr~ission recommending to the City Council:
1.. That the request of Mrs. Mona Leese for a Riding Club be grant-
ed i£ it could be done without re-zoning.
2. That a shuffle board be installed in the City Park under the
direction of the Park Commissioner.
3. That the building of a recreation building in the Park has the
full cooperation of the Planning Commission if the cost of same
was not prohibitive with the present financia~ condition of
City funds. ~^'

~9hereupon it was moved by Councilman Yarborough, seconded by
Councilman Tavis that Mrs. Mona Leese be granted~to establish a riding
club on her ranch in the Northeast part of the City. Also to have tennis
courts, rodeo grounds and an Archery range, which motion was carried by
the following vote:

Councilman Hudson,. Police Commissioner, reported at this time that he was
im£ormed that Officer Thompson had resigned, leaving the police department short one
man and that as I~Sr. Copeland had offered to take a position as patrolman for the
City, he be temporarily employed.
Whereupon it was moved by Councilman Hudson, seconded by Councilman
Yarborough that Mr. Copeland be employed as a patrolman £or two weeks and that he act
as Chief during that period, which motion was carried by the following w te:

Whereupon the Clerk read Ordinance No.305 for its second reading, an
Ordinance amending section 6 of Ordinance No.215

Hudson that Ordinance No.305 be passed and adopted as read and clerk have same
published in the Elsinore Leader Press once, which motion was carried by the following
vote:

Thereupon the clerk read Ordinance No.306 for its second reading, an
Ordinance amending Section 10 of Ordinance No.292.

that Ordinance No.306 be passed and adopted as read and clerk have same published
once in the Elsinore Leader Press, which motion was carried by the following vote:

Thereupon the Clerk read Ordinance No.30q for its second reading, an
Ordinance amending Section 15 of Ordinance No.267.
Whereupon it was moved by Councilman Penrod, seconded by Councilman
Yarborough that Ordinance No.30~ be passed and adopted. as read and clerk have same
published once in the Elsinore Leader Press, which motion was carried by the follow-
ing vote:

Thereupon the Clerk read Ordinance No.308 for its first reading, an
Ordinance providing for a charge For the disposal of garbage and waste matter and
providing for the collection thereof.
Gdhereupon it was moved by Councilman Penrod, seconded by Councilman Tavis
that Ordinance No.308 be passed to its second reading, which motion was passed to its
second reading by the following vote:

~,dhereupon it was moved by Councilman Yarborough, seconded by Councilman
Tavis that the month of March be declared a clean-up month and that all rubbish
placed on the curbs will be picked up by the City trucks, which motion upon vote was
carried.
?~Shereupon it was moved by Councilman Tavis, seconded by Councilman
Yarborough that the bills be allowed as audited by the auditing committee and clerk
instructed to issue warrants for same, which motion upon vote was carried.
5~Ihereupon it was moved by Councilman Hudson, sewn ded by Councilman Penrod
that the meeting adjourn to meet again on Monday, March 14, 191+9, at the regular time
and place, which motion upon vote was carried.
