A regular meeting of the City Council of th~,City of Elsinore was
_ held on the above date, The meeting was celled to order at thz hour of
'7:30P,M, with Mayor Tarpley in the chair,
-_/ Councilmen: T,J, Hudson, Fred Penrod, J, J, Tavis, T. R, Yarboroug
and Mayor Tarpley answered roll call.
Thereupon the clerk read the minutes of the January 21a.th meeting
and there being no errors or omissions were ap roved as read.

City Engineer D, R, Crane reported that he had investigated the
Wasson Creek fill and found that when cleaning out the ditch the
natural flow of the water had been changed so as all flood waters
would flow towards Corgna instead of half each way. Stated that approx
imately two hours with a dozer would put it back as it should be.
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Hudson that the Street Department be authorized to employ a
man and dozer to change the water course so as the water would flow
both ways again, which motion upon vote was carried.
At this time the Pastor of the Lutheran Church was called on and
he asked the City Council as to what they planned on doing in regards
to lowering the grade on Lindsay Street in front of their church. He
stating that if the City lowered said street it would do them damage as
it would leave their building high above the street. Was imformed by
the Council that a grade had been established but no actual work would
be commenced until a public hearing was held on the matter, The Counci
suggesting a meeting betoaeen the church school, and Council which was
agreed upon.
Grant Washburn asked that the parking limit of fifteen minutes be
made 30 minutes in front of his place of business on East Graham,
Council imformed him that this would be taken under consideration and
come up next meeting.
Mr, Jack Coxon of Country Club Heights asked about the streets be-
ing worked on in that section of the City. This matter referred to
Street Commissioner Yarborough who promised to see that it was taken
care of,
Thereupon the clerk read a letter from the Elsinore Union High
School, they asking that Silver Street be closed between Graham Avenue
and Heald Avenue. This matter referred to the Planning Commission for
recommendation.
Thereupon the clerk made the following recommendations to the
Council from the Planning Commission that a membership be taken out
in the Southern California Planning ~o~imission Congress. That a map be
purchased for the Commission for part of their master plan for a re-
zoning of the City, That a coat of blacktop be put on the alley in bac
of City Hall as it was very rough.

tentative report upon the proposed amendment of Ordinance No.236
by addition of a new zone to be known as Zone "R3A11 and providing that

such uses might be made of property therein as now provided in Zone r'R3"
together with allowing retail sales in connection with other uses now
permitted therein also Parking Lots and the placing of the follow-
ing described property in said Zone "R3Ar', to wit:
Lots 7 to 11 both inclusive in Block E, and
Lots 25 to 29 both inclusive in Block F of
Jones Addition to Elsinore
together with a request that the City Council fix a date for a public
hearing before the Planning Commission and specify the notice to be
given of said hearing was received.
Whereupon it was moved by Councilman Hudson seconded b~ Council-
man Yarborough that the time i'or hearing said mater be set or
Thursday, February 24th, 1949 at the hour. of 7:30 o'clock P,M, and
that notice of said hearing be given by Posting the same in the front
window of the City Hall in the City of Elsinore at least one week be-
fore date of said hearing, which motion was carried by the following
vote:

CALENDAR No. 15
A tentative report upon the proposed rezoning of the following
described property, to wit:
All of Blocks 51,56, and all of Block 22
except the Southerly 165 feet thereof;
the Easterly 150 feet of Block 50; the
Easterly 150 feet of Block 57; excepting
the northerly 1$0 feet thereof; and the
Easterly 150 feet of Block 23; excepting
the Southerly 165 feet thereof, by re-
moving the same from Zones "R3" and "B2"
and placing the same in Zone "B1" toge-
ther with a request that the City Council
fix a date for a public hearing before the
Planning Commission and specify the notice
to be given of said hearing, was received.
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Hudson that the time for hearing said matter be set for
Thursday, February 24th, 1949, at the hour of 7:30 o'clock P.M, and
that notice of said hearing be given by Posting the same in the front
window of the City Hall in the City of Elsinore at least one-week be-
fore date of said hearing, which motion was carried by the following
vote:

Whereupon it was moved by Councilman Tavis, seconded by Council-
man Yarborough that the City take out a membership in the Southern
California Planning Commission Congress, which motion was carried upon
vote.
Whereupon it was moved by Councilman Hudson, seconded by Council-
man Penrod that the City purchase a blue print map for the use of the
Planning Commission in their proposed pari forrnew zoning Ordinance,
which motion upon vote was carried. (Said map to be p~;uz°cha~~ at the
cost of X2.50)
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Penrod that the High School be permitted to move in an Army
type barradk building as requested in their letter to the Council.. Said
building to be brought up to City Building code as approved by City
Inspector, which motion upon vote was carried.
Thereupon 'the clerk read a letter from the County Health Department
complimenting the city in the way they abated the nuisances at the City
dump and making suggestions as how to irriprove the garbage collection.
6hereupon it was moved by Councilman Hudson, seconded by Council-
man Yarborough that warning citations be given all property owners who
did not put cans and garbage in proper receptacles and have tight lids
on all garbage cans, which motion upon vote was carried.
Thereupon the clerk read a letter from Lawrence Beers in regard
to City License collection on public accountants tiaho were operating
within the City. Clerk instructed to answer said letter. ,
Thereupon the Clerk read a letter from the Contractors Association
asking that the City establish a x"100.00 application fee for all new
contractors applying for a City license.
Thereupon it was moved by Councilman Hudson, seconded by Council-
man Tavis that a section be added to the proposed amendment of Ordinance
No.267 which would make said application fee a lava, which motion upon
vote was carried.
Thereupon the clerk read Ordinance No.304 for its second reading,
it being an Ordinance establishing a bench elevation mark at the
Ambassador Hotel.
Whereupon it was moved by Councilman Hudson, seconded by Council-
man Penrod that Ordinance No. 304 be passed and adopted as read and the
Clerk have same published once in the Elsinore Leader-Press, which
motion was carried by the following vote:

Thereupon the clerk read Ordinance No. 305 for its first reading,
it being an Ordinance amending Section 6 of Ordinance No. 215.

Councilman Tavis that Ordinance No. 305 be passed to its second read-
ing, which motion was carried by the following vote:

Thereupon the Clerk read Ordinance No.306 for its first reading,
it being an Ordinance amending Section 1 of Ordinance 292.
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Tavis that Ordinance No.306 be passed to its second read-
ing, which motion was carried by the following vote:

Whereupon it was moved by Councilman Hudson, seconded by Council-
man Penrod that as more probably would be added that this proposed
amendment be tabled till next regular meeting, which motion upon vote
was carried.
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Tavis that the City pay for lights and gas in addition to
the rent at the Elsinore Valley Health Center on Spring Street, which
motion upon vote was carried.
hereupon it was moved by Councilman Hudson, seconded by Council-
man Yarborough that the youth program at the Hebrew Congregational
Center be granted a free license for their weekly program, which motion
upon vote was carried.
Whereupon it was moved by Councilman Penrod, seconded by Council-
man Hudson that the Hebrew Congregation Church be given a free permit
to finish inside of the church, which motion upon vote was carried.
Whereupon it waa moved by Councilman Tavis, seconded by Councilman
Yarborough that Mayor Tarpley be authorized to put swing hinges on the
front doors of the City Hall, which motion upon vote was carried.
'1~hereupon it was moved by Councilman Penrod, seconded by Council-
man Tavis that the Street Department be authorized to remove the two
pepper trees from in front of the Mountain View Courts on Main Street,
which motion upon vote was carried.

Whereupon it was moved by Councilman Tavis, seconded by Council-
man Penrod that Councilman Yarborough, Street Corunissioner be authori-
zed to investigate the truck for sale by the bank and Stokes & Stewart
Service Station and if he found it in proper shape to purchase same
for the use of the Garbage Department, which motion upon vote was
carried.
Thereupon the clerk read Ordinance No.307 for its first reading
an Ordinance amending and adding thereto of Section 15 Ordinance No.26$
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Penrod that Ordinance No.307 be passed to its seccnd read-
ing which motion was carried by the following vote:

c4hereupcn it was moved by Councilman Tavis, seconded by Council-
man Yarborough that the bills be allowed as audited by the auditing
Committee and the clerk instructed to issue warrants for same, which
motion upon vote was carried.
6^lhereupon it was moved by Councilman Yarborough, seconded by
Councilman Penrod that the City Treasurer. and City ClerkTS report be
accepted as audited by the Auditing Committee and ordered filed, which
motion upon vote was carried.
T~9hereupon it was moved by Councilman Hudson, seconded by Council-
man Tavis that the report of the City water and license clerk be accept
ed as read and ordered filed which motion upon vote was carried.
Whereupon it was moved by Councilman Yarborough, seconded by
Councilman Penrod that the meeting adjourn to meet again on Monday,
February 2$th, 1g~.9, at the regular time and place, which motion upon
vote was carried.
