A regular meeting of the City Council of the City of Elsinore was held on the above date, The meeting was called to order at the hour of x:30 P,M, with Mayor J. A. Tarpley in the chair, ~ Councilmen: T, J, Hudson, Fred Penrod, Joseph Ta vis, T, R. Yarborough and Mayor J, A, Tarpley answer roll call. Thereupon the clerk read the minutes of the meeting of Jan. 10th, 1949, and the adjourned meeting of January 11, 1949, and there be- ing no errors or omissions were approved as read. CALENDAR No. 14 This being the time and place for the public hearing on the p - posed amendment of Ordinance No. 236 of the City of Elsinore-, the City clerk reported that the notice of said hearing had been published in the Elsinore Leader Press once as required by law, All those present in favor and against were heard by the council. Whereupon it was moved by Councilman Hudson, seconded by Mayo Tarpley that all protests and objections thereto be overruled and that the public interest required the rezoning of said property as recom- mended by the Planning Commission and Ordinance No. 236 be amended as follows: That lots '7,$,9',10 and 11 Block E Jones Addition to Elsinore, also lots 29,2$,2,26 and'. 25, Block F Jones Addition to Elsinore be re- moved from Zone "R3TM and placed in Zone "B1" which motion failed to car by the following vote: Councilman: Hudson Yes TM " Penrod No Noes Three rr n Tavis No Absent None " " Yarborough No Mayor ~ Tarpley Yes CALENDAR No. 15 This being the t~.me and place for the public hearing on the proposed amendment of Ordinance No. 236 of the City of Elsinore, the City Clerk reported that notice of said hearing had been published once in the Elsinore Leader Press as required by law. Those present being asked for protests or to talk in favor of said rezoning, The only ob- ject•ion being that said rezoning should have included another half bloc, Whereupon it was moved by Councilman tavis, seconded by Councilman Yarborough that Calendar No. 15 be: ref erred back to the Planning Commission for new boundries and additional property, mainly extending farther North on Riley Street, which motion was carried by t following vote: Councilman Hudson Yes ,r rr Penrod Yes Noes None " „ Tavis Yes Absent None " TM Yarborough Yes Mayor Tarpley Yes Mr, Roy Macy reported, to the council that at the time the REGULAR MEETING CITY COUNCIL CITY OF EZSINORE MINUTE RECORD OF REGULAR MEETING CITY COUNCIL CITY OF ELSINORE #2 MEETIlYG HELD OH THE 24th DAY OF January rs 49 the Temescal Ditch was cleaned out, dirt had been piled up at the mouth of the Wasson Canyon Creek therefore causing all water to drain away from the Lake when half should come into the lake. City Engineer, D. R. Crane, appointed by Mayor Tarpley to investigate the situation an report at the next meeting. Councilman Hudson, Police Commissioner, reported that the police car was in need of a set of new tires. Whereupon it was moved by Councilman Hudson, seconded by Councilman Yarborough that the Police Department be authorized to pur- chase a new set of tires for the police car, which motion upon vote, was carried. Mr. Robertson, of Lakeshore Drive and Poe Street, asked the Council again in regards to closing South end of Poe Street. He stated that it would give him a chance to put up a business on his property if he was to get a twenty-five foot strip where the street was now lo- cated. There was general discussion on this subject. Whereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod, that the Poe Street closing question be tabled and members of the Council give it more study. Which motion, upon vote, was carried. Thereupon the clerk read Ordinance No. 303 for its second readin It being an Ordinance setting an election for March 1, 1949, fora 100,000.00 bond issue for reconstruction of the present sewer disposal plant force lines, etc. Whereupon it was moved by Councilman Yarborough, seconded by Councilman Hudson that Ordinance No. 303 be passed and adopted and the Clerk wasrnstrdcted to have same published two times in the Elsinore Leader Press, which motion was carried by the following vote: Councilman n rr rr n rr rr Mayor Hudson Yes Penrod Yes Noes None Tavis Yes Absent None Yarborough Yes Tarp~ey Yes Thereupon the clerk read a letter from The Elsinore Union Hig School in regards to Health Week for the week of January 24th to Jan. 29th. Also a letter from the County Health Department imforming the Council as to the flouride content of the City wells. Letters were or- dered to be filed. Thereupon the clerk read Ordinance No. 304 for its first read- ing, an Ordinance establishing a bench mark located at the Ambassador Hotel. " " Tavis Yes Noes None ' " " Yarborough Yes Absent None Mayor Tarpley Yes Thereupon the clerk read resolution No. 552, a resolution setting the salary of the Building, Plumbing, and Electrical Inspector at X175.00 per month effective January 1, 1949 Whereupon it was moved by Councilman Hudson, seconded by Councilman Penrod that resolution No. 552 be passed and adopted as rea which motion was carried by the following vote: Councilman Hudson Yes " " Penrod Yes Noes None " " Tavis Yes Absent None " TM Yarborough Yes Mayor Tarpley Yes Whereupon it was moved by Councilman Tavis., seconded by Councilman Penrod that the City water clerk be allowed up to X100.00 per month for extra office help, which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod that the Clerk be instructed to draw up an Ordinance to amended Ordinance 26$ to include two-hour parking only on Peck Stree between Spring Street and the alley East of Main Street. Also on park- ing in proper,place as marked by white lines. Clerk also order traffic signs as needed, which motion was carried by the following vote; Councilman Hudson Yes " " Penrod Yes' Noes None " " Tavis Yes Absent None " " Yarborough Yes Mayor Tarpley Yes Whereupon it was moved by Councilman Penrod, seconded by Councilman Yarborough that Mr. Harmon, Maintenance Supt., be authorize to install new wash rooms at the City plant which motion upon vote was carried. Whereupon it was moved by Mayor Tarpley, seconded by Council man Yarborough that Inspector John Hi Giacomo be granted a four-day leave of absence to attend a meeting at Sacramento. Which motion upon vote was carried. Whereupon it was moved by Councilman Tavis, seconded by Councilman Penrod that the bills be allowed as audited by the auditing committee and clerk instructed to issue warrants for same, which motio upon vote was carried. Whereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod, that the meeting adjourn to meet again on February 1{~~h1.949, at the regular place and time, which motion upon vote was carried.
