The meeting was called to order at the hour of ']:30 P,M, with Mayor Tarpley in the chair. Councilman: T. J. Hudson, Fred Penrod, T. H. Yarborough and Mayor J. A. Tarpley answer roll call. Thereupon the Clerk read the minutes o£ the December 27th, 1948 meeting and there being no errors or ommissions were approved as read. Councilman Yarborough, Street Corrmiissioner, reported to the Council that the Motor Grader had been taken out to the Alberhill Coal & Clay Co. shops where a dozer blade, scarifier teeth and a paint job was being done. The City to give to the Alberhill Coal and Clay Co. the old City grader in return for this work. Thereupon the Clerk read a letter from the Elsinore Grareunar School in regard to their doing the job of lowering the grade on Lindsay Streety They being ,willing to do this lowering at their expense as it worked in with a job they were doing on the School grounds but did not want to be obligated for lowering service lines and damage to adjoining property, /Whereupon it was moved by Councilman Hudson, seconded by Councilman Yarborough that the Clerk write to the Elsinore Grammar School stating to them that their part was only to remove the dirt from the street to a grade established by the City Engineer and would not be responsible for lowering service line or damage done to adjoining property. Which motion was carried by the following vote: Councilman Ffudson Yes " " Penrod Yes Noes None " " Yarborough Yes Absent None 1 Mayor ^larpley Yes Thereupon the clerk read the report of the recommendations of the Planning Commission to the City Council as follows: That as soon as grades are established for the City Streets a program be started to have sidewalks and curbs put in all over the City. This to be a ten year program with the property owners paying for the expense of installing said curbs and sidewalks. Also that the South end of Poe Street be closed as shown on City map and a new stree~'^'t dedica where it was now blacktopped. 4~dhereupon it was moved by Councilman Penrod, seconded by Councilman Yarborough that the matter of Poe Street closing be tabled for investigation by members of the Council, which motion upon vote was carried. CALENDAR No. 14 A final report on the petition For the amendment of Ordinance Pdo.236 of City of Elsinore to the Citv Council of the City of Elsinore by the Planning Commission thereof, recommending that said Ordinance be amended as follows: Lots 7,8,9,10 and 11 Block E Jones Addition to the City of Elsinore. Also Lots 29,28,27,26, and 25 Block F Jones Addition to the City of Elsinore, said lots facing East Graham Avenue. That said property be removed from Zone "R3" and placed in Zone "B1" with restrictions was received. MIlYUTE RECORD OF REGULAR MEETING CI'PY COUNCIL OF THE CITY OF ELSIAtORE #2 MEETIlYG HELD OH THE loth Doty of January, 19 49 Whereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod that the recommendation of the Planning Commission be accepted and that a public hearing before the City Council of the City of Elsinore on said matter be set for Monday January 24th, 1849, at the hour of 7:30 o'clock, which motion was carried by the following vote: Councilman Hudson Yes " " Penrod Yes Npes None " " Yarborough Yes Absent None Mayor Tarpley Yes CALENDAR No. 15 A final report on the petition for the amendment of Ordinance No. 236 of the City of Elsinore to the City Council of the City of Elsinore by the Planning Commission thereof, recommending that said Ordinance be amended as follows: That portion of the City of Elsinore commencing on Spring Street 165 feet North of the Northwest corner o£ the intersection of Spring Street and Graham Avenue, tilesterly on a line parallel with the Northerly line of Graham avenue to a point 150 £eet West of the Westerly line of Riley Street: Thence Northerly along a line parallel with the Westerly line of Riley Street through Blocks 23 and 50 to Sumner Street; thence Easterly along the center line of Sumner Street to the intersection of Stunner and Spring .Streets; thence Southerly along Spring Street to the point of beginning. That said property be removed £rom Zones "B2 and R3" and placed in Zone "B1°~ was received. Whereupon it was moved by Councilman Penrod, seconded by Councilman Hudson that the recommendation of the Planning Commission be accepted and that a public hearing before the City Council of the City of Elsinore on said matter be set for Monday, Manuary 24, 1949 at the hour of 8:00 o'clock, which motion was carried by the following vote; Councilman Hudson Yes ~' " Penrod Yes Noes None " " Yarborough Yes Absent None Mayor Tarpley Yes Ellsworth Brady, City Fire Chief, reported that he now had prices on a new ladder for the Fire Department,--prices ranging from X260.00 to $360.00 with or without brace poles. Ylktereupon it was moved by Councilman Penrod, seconded by Councilman Yarborough that the Fire Chief be authorized to purchase a ladder with the poles at a cost of X310.00, which motion was carried b~= the following vote: Councilman Hudson Yes ~~ " Penrod Yes Noes None " " `larborough Yes Absent None PSayor Tarpley Yes Thereupon the Clerk read Ordinance No. 302 for its second reading, it an ordinance controlling the errection of all sites within the City. MINUTE RECORD OF MEETZIdG HELD OlY THE DAY OF 79 47hereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod that Ordinance No. 302 be passed and adopted as read and clerk instructed to have same published once in the Elsinore Leader Press, which r¢otion was carried by the following vote: Councilman Hudson Yes Penrod Yes Noes None " " Yarborough Yes Absent None Mayor Tarplev Yes Thereupon the Clerk read an Agreement between the City and the Depart- ment of Public tdorks for maintenance of State Highways within the City. "vJork to be done by State Highway crews. Thereupon the Clerk read Resolution No. 549 a resolution authorizing the Mayor and City Clerk to sign said agreement with the Department of Public ~Jorks in behalf of the City. ~Jhereupon it was moved by Councilman Hudson, seconded by Councilman Yarborough that resolution No. 549 be passed and adopted as read, which motion was carried by the following vote: Councilman Hudson Yes Penrod Yes Noes None " " Yarborough Yes Absent None Manor Tarplev Yes whereupon it was moved by Mayor Tarplev, seconded by Councilman Hudson that the clerk draw up a resolution to be passed next regular meeting increasing the Building Inspectors Salary to X175.00 per month effective January 1, 1949, which motion was carried by the following vote: Councilman Hudson Yes Councilman Penrod Yes Noes None Councilman Yarborough Yes Absent None Mayor Tarplev Yes YJhereupon it was moved by Councilman Penrod, seconded by Councilman Yarborough that the bills be allowed as audited by the auditing committee and the clerk instructed to issue warrants for same which motion upon vote was carried. hereupon it loos moved by Councilman Yarborough, seconded by Councilman Penrod that the City Treasurer and City Clerks report be accepted as audited by the Auditing Committee and ordered filed, which motion upon vote was carried. Whereupon it was moved by Councilman Hudson, seconded by Councilman Yarborough that the report of the City water and license clerk be accepted as read and ordered filed which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough, seconded by Councilman Penrod that the meeting adjourn to meet again on Tuesday, January 11, 1949 as an adjourned meeting at the regular time and place, which motion upon vote was carried.
