S. q. $LRYIOC C FORM STANDARD MIN YTE RECORD A regular ad3ourned meeting of the City Council of the City of Elsinore was held on the above date.The meeting .was called to order at the hour of 7:30 P.M. with Mayor Washburn in the chair. Councilman; Samuel Farber,Roy ~[acy, J.J.Tavis,Ray-Hull and Mayor Washburn answer roll call. Thereupon the clerk read the minutes of the October 9,1950 meeting and there being no errors or omissions were approved as read. I Mayor Washburn at this time reported the enactment of a State Law requiring all City officals and employees to take the Loyalty oath before they could receive any pay.The City Clerk then proceeded to administer the oath to all officals and employees present employees with the exception of a very few were present. Thereupon the clerk read the application of Gordon Hunt,Robert Goodwin and Evelyn W.Harrison for the office of the City C1erk,Water and License Clerk. Thereupon the clerk read resolution No.b37 a resolution appointing. Evelyn W.Harrison to fill the unexpired term of Paul Kuenzli,city clerk caused by the resignation of Paul Kuenzli,effective November 1,1950. Whereupon it was moved by Councilman Farber seconed by Councilman Tavis that resolutionNo.b37 be passed and adopted as read,which motion was carried bythe f' following vote. Councilman Farber yes Noes; None Councilman Macy yes Councilman Tavis yes Absent; None Councilman Hull yes Mayor Washburn yes Thereupon the clerk read resolution No.638 a resolution appointing Evelyn W.Harrison as ;meter and License Clerk effective November 1,195G. ~+~hereupon it was moved by Mayor Washburn seconed by Counciaman Farber that resolution No.63B be passed and adopted as read which motion was carried by the following vote. Councilman Farber yes Noes; None Gouricilman Macy yes ~ Councilman Tavis yes Absent; None Councilman Hull yes it Mayor Washburn yes Whereupon it was moved by Councilman Tavis'seconed by Councilman Hull. ';~~ that Evelyn W.Harrison be employed_:for the balance of October as helper to the prdsen clerk which motion upon was carded. Mayor Washburn at this time read the resignation of John R.Di Giacomo as Commander of the Elsinore'Disas£er Council.He stated that his present employment made,"'. it impossible to act as commander of said disaster council. DAY OF OCtOber 19 §0 Whereupon it eas moved Councilman Farber seconed by Councilman Hull that the resignation of Mr. Di Giacomo be accepted with regrets which motion upon vote was carried.. Thereupon the Mayor read a petition asking that Mrc Barnard be kept on as Park Custodian.No action by Council. Whereupon it was moved by Mayor Washburn seconed by Councilman Farber that the Attorney be authorized to draw up an amendment to the present Business license ordinance in regards to transfereci of licenses in cases where businesses were sold and the new owners took over during a quarter,which motion upon vote was carried. !Thereupon it was moved by Mayor Washburn seaaned by Councilman Farber that as City Clerk had not had a vacation in the past year he be granted the Pirst two weeks in November with pay which motion upon vote was carried. ~nThereupon it was moved by Mayor Washburn seconed by Councilman Hull that the Huilding department be authorized to purchase building permit receipts, which motion upon vote was carried. Thereupon the garbage matter was again brought up,as there had been some talk of letting this out on bids.Rev.Webb,T.Yarbrough;,Ydn.Gamberg,Mrs.Goldman and others spoke on this subject stateing that the present garbage dept. and the men operating same very satisfactory and that they were not in favor of any changes in the dept. Mr.Watson in charge of this dept. also spoke and explained that they did at times get small tips which they could see no wrong in taking which was agreed with. Whereupon it was moved by Councilman Farber seconed by Councilman Hull that the questions. of asking for bids for the garbage and waste matter pickup not be brought up again until after the next election which motion upon was carried. Whereupon it was moved by Mayor Washburn seconed by Councilman Farber that Mr. Allen 0.9id.th,the auditor that audited the City books at the end of the fiscal year be employed to audit the city clerks books for the months of July, August, September ahd October which motion upon vote was carried. Councilman Farber,Str~et Commissioner reported that some work needed doing onNOrth Scrivener and an ally in that location. Whereupon it was moved by Mayor Washburn seconed by Councilman Tavis that Councilman Farber be authorized to do said street work as needed which upon motionmotion and vote was carried. Councilman Macy reported that he had looked into the gasoline contract with the {anion Oil Co. and nothing could be .done until Ju1y,1951. Coucilman Tavis,Police Commissioner reported that the police dept. were asking for increase in salary and needed a case of target ammunition some radio improvments and wheels balanced on police car. Whereupon it was moved by Councilman Hull seconed by Councilman Tavis t the police dept. be authorized to purchase the target ammunition which mptmon upon vote was carried.
