A regular meeting o£ the City Cotmcil of the City of Elsinore was held
on the above-date. The meeting was called to order at the hour of 7;30 P.P$, with
Mayor ;;°lashburn in the chair:.
Councilman ; Samuel Farber, Roy Bracy, J.J. Tavis, Ray Hull and iYfayor
dashburn answer roll call.
Thereupon the Clerk read-the minutes of the September 11, 1950 meeting
and there being no errors or omissions were approved as read.
Thereupon the Clerk read a letter from the Christian Science Society,
they asking to be allotaed to Bract a church sign on Graham Avenue, across from the
1'7omans Clubhouse.
iihereupon it was moved by Iria~ror dashburn second by Councilman Macy that
their request be granted, with the approval of Councilman Farber Street Commissmoner
as to location. ?dhich motion upon vote was carried. -
Thereupon the Clerk read a letter from Judge Blorton, member o£ the
State Judical Council, asking support on Proposition Pdo. 3 on the Pdovember ballott.
This proposition will give simplified, uniform and better court systems. Attorney
Gediman to explain this to members of the Council at the next meeting.
Thereupon the Clerk read a letter from the Division of Highways in
regards to warning light on blest Graham Avenue, near the new theater. They state-
ing that this location did not warrent a slow light, as it was only a hazard
during the time when the sPiow let out, but they would paint on pavement the words
Slow Pedestrain Crossing.
Thereupon the Clerk read a letter from uhe California Electric Power
Company, in regards to street lighting on l^Iest Graham .Ave., between Spring and
Langstaff Streets. Giving two proposals for the Council to consider, one overhead
lighting, the other curb light standards. They did not recommend the installation
of lights of the type now being used in the business district,
BYr.. Idorton Bldg. Snspector, reported to move standards from the Country
Club District and run underground cables for these lights would be very expensive.
Thereupon the Clerk read Resolution ATO. 635, a resolutidn.authorizing
the Clerk and YIayor to enter into an agreement in behalf of the city for the
installation and maintenance bar thesCalif. Electric Power Co., for three mercury
vapor str.;et lights to he located'at the intersections of Riley and Craham,
Langstaff and Grahazn, and Poe an<i Graham.
Thereupon it was rndvad by Councilman Tavis, second by Councilman Farber
that `resolution Pdo: G35 he passed and adopted as read, blhich motion was carried by
the follotiring vote.

Thereupon the Clerk-read a letter from City Attorney Best, in regards
to the closing of Silver Street, between '~dest Graham and blest Ieald Avenue, informing

the Council as to the legal proceedure.
Thereupon the Clerk read 0-rdinance Tdo. for its first reading.
An Ordinance declaring the intention of the Council of closing said portion of
Silver. Street, and setting October 30th as the date for a public Yiearing.
Thereupon it was moved by Councilman Farber, second by Councilman Hull
that Ordinance Pdo, be passed to its second reading. ~<Jhich motion was carried
by the following vote.

Thereupon the Clerk informed the Council that the Public Utilities
Commission had requested through Iir. Harmon Maintenance Supt. that advance
warning signs be installed at all railt~oad crossings within the city limits,
Thereupon it was moved by Councilman Farber, second by Councilman Tavis
that the Clerk be authorized to purchase the required number of advance crossing
signs from the Automobile Club and same be installed by the maintenance department.

Thereupon the Clerk read the following recommendation to the Council
from the Planning Commission. That trees `oe planted along Lakeshore Drive, prefer- .
ably Carobb trees, also replant trees where old trees had been'r~moved. That the
Council study the proposed rezoning of the city as drawn up by the commission vrith
the view of adoption. That a survey be made of Spring Street as required by the
Santa Fe Railroad for their consideration to pave over the tracks where it lays ~ I
on said Spring Street.
Thereupon the T•4ayor appointed as a committie Councilmen; Farber, Tavis,
and i~Tacy to investigate the widening of Spring Street, and just what the Santa re
~ would be willing to do in regards to paving over the tracks. Councilman r^arber i
suggested that the Planning Commission should estimate the cost on the recornmenda-

Lion for street tree planting on Lakeshore Drive.

Thereupon the Clerk read a request from Ir. Thrithart Asst dater Clerk,
he asking for a sixty dad= leave of al3sence.
hereupon it was moved by Councilman Farber, second by Councilman Hull
that the request of iSr. Thrithart be granted. 'dhieh motion upon vote was carried.
thereupon the Clerk read the resignation of I-Sr. Barber as a member of i
the Elsinore Police Dept. effective as of September 11, 1950
?,dhereupon it was moved by Councilman Tavis, second by Councilman Hull
that the resignation of Mr. Barber be accepted. '-dhich motion upon vote was carried.
?TYcereupon it vaas moved by TRa~or Washburn, second by CoimciLman Hull
that the City Clerk be granted three days off during the week Sept. 25-30th.

the ball park prepairing saule for the seeding of grass, .and that the sigh School
would give some help. in the upkeep.
Councilman Tavis asked. in regards to when the cit,) was getting delivary
of maps of surve~r of all traveled city streets which was under contract to-Hulot 'i
,, and Crane. These maps as ,ret had not been delivered as promised, and deputy City
f~ttorhey ^,ediman, was instructed to call I+Ir. Buloi: and find out why they had not I
been delivered.
Mr. lli Giacomo at this time reported that the high pressure line had
been turned into service on Line Street and Lakeshore i)rive, and was bursting
service lines, and suggested that when this is done the service cock should be
~ partly shut of£ and save bursting of lines. I
Chief of Police Burch at this time reported that tor. Brenan had quit
leaving the city without a janitor and night fireman, and sane to answer police
phone. Some applications were in for this position but had not been checked by
members of the Council.
Thereupon it was moved by Councilman Farber, second by Councilman Hull
that the appointment of a janitor and night fireman and police office man till ~
next regular meeting, and Chief Burch be authorized to employ a man tenporarly ~
at ~ 1.00 per hour, and only eight hours in any 21~ hours. Which motion upon-vote
was carried.
Thereupon the Clerk read bids for the erection of a building on the
City Hall £or an observation station. There being three bids received.

j ~dhereupon it was moved by Councilman P~4acy, second by Councilman Farber I ~
that the awarding of these bids be tabled until next regular meeting. 1.4hich motion
upon vote was carried.
Thereupon the i~iayor read bids for reneiaing the roof on the City Hall
only two bids having been received, members of the Council suggested that bids be
obtained from other roofers who were licensed to work in the city. This being

authorized no further action was taken.

that the billy be allowed for the installation of the sidewalk on west Graham 9ve.
near Riley Street, which work was done by Minahan Contractors while their eouip-
merit was on the ground. edhich motion upon vote was carried.

that the bills be allowed as addited by the auditing com^iittie, and Clerk be
instructed to issue warrants for same. ti~dhich motion upon vote was carried. ~

that the meeting be adjourned to meet again on itonday, October 9th. at the regular
