DAY OF September,29 50 LITHO IN V.S.P. -SLRVICC C STANDARD MIN YTE RECOPO i A regular meeting of the City Council of the City of Elsinore was held on the. above date. ^1he meetirig was called to order at the hour of 7;30 P.P4, with i A4ayor TrJashburn in the chair.. Councilman ;.Roy R4acy, J. J. Tavis, Ra;T Hull and Mayor dashburn answer roll call. Councilman Saiauel Farber absent. Thereupon the Clerk read the minutes of the August 28, 1950 meeting, and there being no errors or omissions were approved as read. Thereupon the Clerk read letters from Mr. <Jarrett who stated that he caould take of the tree and fire hazzard on his property on 1.'est Lakeshore Drive, from the Count;•Ilealth llept, regarding the smell of the lake. From DSr. Hart regarding trimming trees"in front of his property, and fromrlrs. hiatisoff regard- ing weeds on vacant lots. i1layor ,-7ashburn reported on a meeting held Monday afternoon with the State Beach and Park Commission members who were in~lsinore in regards to the Park District. Thereupon the Clerk read a recommendation as to joining a mutual Trine aid plan with the county, as recommended by the Fire Chief. ~rJhereupon it was moved by P4ayor 6dashburn, second by Councilman Macy that the Clerk be authorized to .sign said mutual aid agreement in behalf of the City of rlsinore. LJhich motion upon vote was carried. l~dhereupon it was moved by Councilman Tavis, second by Councilman Hull that the Building Inspector be instructed to draw up a plan for a lookout station building, approximately 8 x B to be erected on top of the City Hall, to be used by observers for the 6destern Air Defense, ilhich motion upon vote aas carried. Thereupon the Clerk read a proposed ordinance to amend Ordinance 331 ( Taxicab Ord.) ?dhereupon it was moved by Councilman Tavis, second by Councilman Hull that the amendment to Ordinance 331 be rejected. rJhich motion upon vote was carried. P~ayor 'eTashburn at this time reported that a complaint had been filed with him in regards to the broken sidewalk on .east Graham Ave. (Kaminsky Property ). i>Thereupon it was moved by Councilman Tavis, second bz: Councilman Hull that the Clerk be instructed to send a formal notice to Mr. P,aminsky requesting him to repair the broken side~ialk. .3hich motion upon vote was carried._ i.t this time the~Nlsinore Union High School Board Members, came in and were given the floor. P-Ir. Habenicht their speaker brought up the Silver Street closing request, stating to the Council. why it should be closed. They having class rooms on the east side, and children crossing said Silver Street at all times bf the day. YJhich motion upon vote was carried. ~I Thereupon the Clerk reported the following recommendations to the Council 'from the Planning Commission, they recommending that cross walks be painted at the alley and l+',ast Grahari avenue, at the post office for the protection of pedestrins. flso that surveys. be made on Spring titreet so as to get the Santa ~'ee F.ailway Co. to pave street over their tracks. 'shereupon it ~nas moved by Mayor Mashburn, second by Councilman Hull that the maintenance department be instructed to paint cross walks on alley on each side o£ :•;ast Graham, also across Grahazn on the ',Test side of alley. YThich motion upon vote was carried. !do action on the Spring Street recommendation. Chief of Police Val Burch, reported that the ditch on Spring Street dug by the gas company had been left in bad condition, and cars did not have room to pass without getting into said ditch, and getting stuck. 1°Whereupon it was moved by Mayor Eashburn, second by Councilman Macy that the Clerk be instructed to write the Gas Company, and have them take care of the resurfacing of the ditch. 'iJhich motion upon vote was carried. Councilman Tavis Police Commissioner, at this time read a letter from alr. Pillow in regards to street lights on North Lewis Street, also reported that he had employed an extra police officer to handle the Townsend Club meeting at the park held on Labor Day. tiWhereupon it was moved by CounciL-ian Tavis, second by Councilman Hull that Leo ashler. be allowed eight hours pay for the extra police work on Labor Day. :'Which motion upon vote was carried. tilhereupon it was moved by Councilman Tavis, second by Ylayor !vashburn that the City Clerk be instructed to purchase fifty pair of shoulder patches for the police department. ~Thich motion upon vote was carried. Whereupon it was moved by Council.*.nan Tavis, second b~• Councilman Hull that Mrs. Chambers he allowed one dollar for police matron work. lw'hich motion upon vote. -aas carried. ?Whereupon it was moved by Councilman Tavis, second by Councilman !cull that the Clerk be instructed to purchase one new siren for the chief of police personal car, which was to be used as an emergency car. 'r7hich motion was carried by the follow:i.ng vote. Reporting 1?_3 traffic citations issued, also reported that the Temescal ditch should be cleaned out before the rainy season set in. !dhereupon it :vas moved by Cotmcilman Tavis, second by Councilman Hull that the maintenance department be authorized to put a man to work cleaning out said Temescal ditch. DRY OF September, Z9 5Q uTNO iN U. s. a. - "SenvmC xe STAN~PNO MINUTE flECOPO Councilman Tavis Police Commissioner, reported that more lights should be installed on ~.~est Graham Avenue, also that the Division of Highways should be contacted in regards to a warning light on the west side of the new theater, so as to slow traffic ~+rhile people-were crossing the street at that location. ?Jhereupdn it was moved by Councilman Tavis, second by Myor ashburn that the Clerk write the Division of Highways, and ask them to make a survey as to installing warning lights on ':Jest Graham Ave. near the theater. 6v'hich motion upon vote was carried. ~i Whereupon it was moved by Councilman Tavis, second by GopnoiIaran'Hu11 that I~Sayor ?Jashburn be authorized to investigate the installing of street lights on -Jest Graham between Spring and Langstaff Streets, and report his findings back to the Council at the next regular meeting. i~Jhich motion upon vote was carried. Mayor ,dashburn at this time read the resignation of Paul Kuenzli as Judge o£ the 131sinore City Court effective as of this date. ?~iiereupon it was moved by Councilman Tavis, second by Councilman Hull that the resignation of I~1r. Kuenzli be accepted. EJhich motion vaas carried by the following vote. Council stated that this would be done when the County had adopted their ordinance on this matter. [7hereupon it was moved by Councilman 'Davis, second by Councilman Bull that the bills be allowed as addited b;j the auditing commttie, and Clerk instr- ucted to issue ,.~rarrants for sazne.
