A regular meeting of the City Council of the City of Elsinore was ~ I
held on the above date. The meeting was called to order at the hour of 7;30P.M
i,'ith Mayor t°7ashburn in the .chair.
I Councilman; Samuel Farber, Roy T~4aCy, J.J.Tavis, Ray Hull and Mayor
+dashburn answer roil call.
Thereupon the Clerk read the minutes of the July 10th. meeting and
there being no errors or ommissions were approved as read. ~

Thereupon the Clerk read a letter from Rir. Jake Sapkin said letter
~ asking the City Council why the walk in front of the Plaza had not been replaced
as agreed upon, at time o£ purchase o£ the old building at that location.
Councilman Farber, Street Conunissioner reported that the iYaintenance Dept. had
~ been busy with more ircmportant work, but would get at the walk in the near future. i
i
Councilman Hull, Fire & hTater Commissioner reported that a used
Seagrave lire truck had been demonstrated on Friday July 21st. and he would I
recommend the purchase of this eouipment. Mr. Hirch a representative of the ~
j Seagrave Company vaas present, and told the members of the Council that this
equipment was well worth the price asked e?1a.,73~t,00 vaith a one year guarantee.
He stated that he would like to sell the City a new fire truck as suggested by
some of the people present at the meeting, but had been told that the City was
not in the market for any new equipment at this time, as the Council were trying
I I to keep down the tax rate and still have equipment that would take care of any fire. I

Thereupon the Clerk read Resolution Pdo. 621, a resolution authorizing ~
the 2-Ya~ror and City Clerk to sign an agreement contract for the purchase of said

r-' ~ This being the time and place as advertised by Resolution ido. 620 for I
a public hearing on protests for the proposed annexation of property to the city ~
~ located at the kTest and South corner of the present city limits. Two protests were I,
i read by the Clerk, one from the i~lsinore C~dater District, owners of a large part of
i t this property, also a protest from the residents, five in number living on the
~ south side of tiaest Cxraham Avenue. P4r. Holmes president of the Elsinore 1Qater llistr- j
ict Board, being present spoke on the matter stating that the owners would be ~
double taxed, and their would only withdraw their protest if promised not to be i
i taxed b~* the city. ~
' i i ':the proposed annexation as described in Resolution No. 619 was again
brought up, and protests again were made by the Elsinore ';dater District, also by
1 I~Ir. Sam Stewart o~,mer of some of the property, protested in person. He stated that
some of his property was wanted bps the city in connection with the sewer disposal
plant, but the terms had not been agreeable. With so many protests the Council

I suggested that Attorney Best be asked for an opihion on the matter.

Thereupon the Clerk read axr unofficial bid turned in by the ialsinore
Heating Rc Air Conditioning Co., for the installation of an air cooler in the
Sheriff's sub-station at a cost of $.`s 117.95
?hereupon it was moved by hta~~or Mashburn, second by Councilman `dull
that the Elsinore Heating & Air L'ond. Go. be authorized to install the air cooler
as per bid. '.lhich motion was carried by the follo~:,ring vote.

%Ir. Holmes armotmced that rIr. Pauly of the State Recreation Commission
would be in lsinore on l~dednesday July 26th. at 1;00 P.T4. at the Chamber of Commerce
and asked members of the Council to be present.
P4r. John lli Giacomo being present stated that the Hoard of Appeals
was short one member. i•Ir. 1~Iarshall lfoore, plumber, he having left the city.
Robert Claxton, Jack Coxon, John i~datson and W.'v1.H. Beach stillwere active. T$r.
'rdillard Smith of the hlsinore Plumbing Shop was suggested to replace ;sir. l~Toore.
'adhereupon it was moved by Councilman Farber second by Councilman
Hull that cir. Smith be appointed to the Board of Appeals. '^?hich motion upon vote
was carried.
,'hereupon it was moved by Councilman Hull, second by Councilman Tavis
that the Peerless I'delding & 1~Iachine Shop, of Corona, be authorized to install new
equipment and repair pumps at the city yard as per price quoted, this including
160 feet of new column. "s+Jhich notion was carried by the following vote.

Thereupon the Clerk read iiesolution No. 623 a resolution employing
1~Sr. A. 6~T. idorton, as building, electrical and plumbing inspector, this being a
part time position at a salary o£ #~ 75.00 per morrCh.

that James Trueitt be granted a two weeks vacation starting July 30, 1950. u'u'hich
motion upon vote was carried.
Councilman Farber, Street Commissioner reported that Dirs. Hartman
wanted the city to do some grading in front of-her property. This being on private
propert,/ the request was not granted.
';thereupon it was moved by Councilman Farber, second by Councilman Hull
that Val Thrithart he granted a ti/o weeks vacation starting :August 7, 1950. idhich
motion upon vote was carried.
Councilman Farber, Street Commissioner reported that Hr. Di Giacomo
had requested some grading in front of his property and the property next door.

that the Police Dept. be authorized to purchase the following equipment. One dual
two way keg tg~pe red light for top o£ police car, one desk pen and well, one wire
reel for triger light and 100 rounds of 3$ ammunition. '..'hick motion upon vote was
carried.

that the Clerk be instructed to draw up a -resolution for the appointment of Val C.

An application in letter form fron a tor. Ziemer o£ Santa Monica was ~
{ ( turned over to the Council at this time, but no action by the Council,
r i~Yr. Bittle former Chief of _'olice again complained to the Council in
~'~- re,ards to his being dismissed i_r. _mldman and others spoke on this matter in
defense of 14r. Bittle, but as this matter had been completed at the July 10th.

meeting no further. action was taken by the Council.
j tfr. Piundy of Pottery and Langstaff reported that more stop signs were
needed in that section of the city as west Tottery Street ~,ras used as a race track
sug;;ested that cross i~ralks be painted and the word Stop paint.:d on the pavement.
