DAY OF June Z9 5G -~$CIiY1CC C STAN ~AflO MINYTE RECC A regular meeting of the City Council o£ the City of Elsinore was held on the above date. The sheeting was called to order at the hour of 7;30 P.M. with Mayor ?lashburn in the dhair. Councilman; Samuel Farber, Roy Macy, J.J.Tavis, Ray Hull and Mayor 6Jashburn answer roll call. Thereupon the Clerk read the minutes of the June 12, 1950, meeting and there being no errors or omissions were approved as read. ~ Thereupon the Clerk read azs agreement between the City of Elsinore and the Division of IIighvrays, for the maintenance of State Highways vaithin the city, said maintenance to he performed by the state. Absent; None Mayor 'nTashburn Yes Thereupon the Clerk read a petition signed by residents of the Country Club district, they reouesting that the dirt streets in, that locality be given an oil coat so as to settle the dust. Couxrcilman Farber reporting that a program of oiling dirt streets and shoulders had been started,. and one truck load of oil had been used, and was doing a good job altho not permanant, and asked for authority to order more road oil. 6Jhereupon it was moved by Councilman Farber, second by Councilman Tavis that two double units of oil be ordered right away, and some of same be used in the Countr~~ Club district. This oil to be paid from maintenance funds if delivered before June 30th,. `~7}rich motion upon vote sae carried. Thereupon the Clerk read a letter from the Elsinore Grammer School, they also asking for street repairs on Sumner Avenue between Langstaff and Lindsay Streets. Councilman Farber reported ttrat this street was included in the street oiling program. Thereupon the Clerk read an agreement between the City of Elsinore, and the Division o£ Highways, £or the improvement and maintenance of major streets within the cite. for the fiscal year 1950-1951. Improvement projects being Lakeshore Drive between =^;est Graham and Line Street, and °oe Street between Graham Avenue and Heald Avenue, saki work to be done bar the city with gasoline tax funds. Deputy City Attorney Arthur Gedirnan, reported that as yet he had not , i I received a transcript on the hearing of protest on the spreading of waters of i ~ i ~ Baubtiste Canyon, and if this was not received within ten days he mould not be ' , i in a position to make a proper protest at the hearing on July 11, 1950. Asked I that he be given authority to irrite +..he State Water Resource Board for said transcript and £or funds to pay for same if any charge was set. The city to pay the county at a fixed ~ charge of five dollars per unit each month, plus cost of parts. Said radio to ~ . be operated under control of the Federal Communications Commission. DRY OF June,. - Is g0 Thereupon the Clerk read Resolution I'vo. 620, a resolution calling for a public hearing on Monday July 24, 1950 at £3;00 P.i~I, on annexation of property to the city, said property located at the west end of Lakeshore Drive (W. Graham Ave.) lying both i'~torth and South of the street. :,Thereupon it was moved by Councilman IYacy, second by Councilman Tavis that Resolution tdo. b20, be passed and adopted as read and Clerk have same published traice in a local newspaper, Which motion was carried by the following vote. Patterson the balance of property which he had under option, in connection with the property on which the new Lake Theater is located. Signing of said deed having been author- ized by Resolution No. 563, dated April 25, 1950. Councilman Tavis Police Commissioner, at this time reported that Captain Burch iaas on a ninety day leave of absence, but as Chief Bittle was requesting some time off, and with the holidays comring up, that he would like to have said leave of absense recinded and have Captain Burch report back to duty on July 1, 1950. I•Jhereupon it was moved by Councilman Tavis, second by Councilman Hull that the ninety day leave of absense of Captain Burch be recinded, and that he be asked to report back to duty on July 1, 1950• '~lhich motion was carried by the following vote. 'I'he bids being so worded as to be misleading, the following motion vras made. Whereupon it i.,ras moved by Councilman Macy, second by Councilman Farber that the bids be tabled to the next meeting. '~Thich motion upon vote was carried. Thereupon the Clerk read bids for the audit of City accounts for the fiscal year 1949-1950. Bids from Allen 0. 9nith, and Diehl &_ Co. were read: the bid of NLr. SZ?tith being low the following motion was made. ~irhereupon it was moved by Councilmman ldacy, second by Councilman Hull that the bid of Allan 0, bY~iith be accepted for the annual audit of the city accounts. bJhich motion upon Grote was carried. I~ir. Pope of 1115 Lakeshore Drive at this time asked the Council for permission to erect a sign at that location advertising his real estate business. Pope be denied, and his license fee be refunded if he so j wanted. Z~niich motion upon vote ryas carried. ]~Srs. Hartman of hookout Street reported that she wanted to install a ~ ' retaining wall, but first the city would have to cut down the street at that point. This matter referred to Councilman Farber for investagation and report back at next meeting. ~ ',hereupon it was moved by Councilman Hull, second by Councilman Tavis ~ that Alfred P•4ontonya, City Yard employee have his salary increased in the amount of `~ 10.00 per month. ?^lhich motion upon vote was carried. i^Ihereupon it was moved by Councilman P4acy, second by Councilman Tavis ' that DIr. CTettemy be given the job of moving the neon sign in front of the Plaza i Cafe. This moving of said sign being in agreement with R. Heffner in the moving of old building at that location. Gdhich motion upon vote was carried. thereupon it was moved by Councilman Farber, second by Councilman Hull that the request of the Elsinore Tlzrniture Store for a loading zone just north of the theater be granted, udhich motion upon vote was carried. Whereupon it was moved by Councilman Farber, second by Councilman Tavis , that a reflector be installed at the south end of Langstaff Street, as this was a dead end street and ni ht cause an accident at ni.ht. thich motion u on vote g g P was carried.
