A regular iiteeting of the City Council of the City o£ Elsinore was held
j ~ on the above date. The meeting was called to order at the .hour of q;30 P.M. with
i Mawr i^dashburn in the chair. ~
Councilman; Samuel Farber, Roy Piacy, J.J.Tavis; Ray Hull and Mayor
~ ?Mashburn answar roll call.
F ~ Thereupon the Clerk read the minutes of the meeting held on May 31, 1950 ii
j ( and there being no errors or omissions were approved as read.
P~ir. Patterson owner of the Lake Theater at tiv.s time explained that their ~
I option for balance of propert~r just east of the new theater building, had been
improved Uy filling in, and that they. would level same and install new sidewalk
if the city would deed the property to him as agreed in the option. ~
Thereupon it was moved by Mayor Washburn second by Councilman Hull, that ~
the city deed balance of propert~r as called for in option dated. April 25, 1949, to
Air. Patterson as the essence of agreement had been fully complied with. Which I
j i t motion was carried by the following vote.

j I`Iayor Washburn read a letter from Palm Springs, they suggesting that the ~.
City of lsinore protest the proposed raise in telephone rates, which was comming i
up for a hearing before the Public Utilities Commission on June 22, 1950• ~
l ,:Thereupon it was moved by Councli:nan Tavis, second by Councilman Macy ~
, that the City of Elsinore join with other cities, in protesting the raise in:-rates

V and Deputy Attorney Gediman be instructed to draw up a resolution for said protest j

Mayor Washburn and Councilman Tavis committee to investigate the well
at the Elsinore Airport had no report, as they had been unable to ~o to the
location. Counci].mman Aiacy added to this committee for a report at the next meeting. ~

Thereupon the Clerk read an agreement by and between the City o£ Elsinore I
and Robert Heffner, he turning over to the City the old building which now blocks
the proposed sidewalk at the corner of the Plaza property approx. 50 feet-north of
i Peck Street on the east side o£ Main Street for the sum of ~ 350.00, the city to
~ remove same and install sidewalk.

Mayor i~Tashburn reads Resolution ivo. blh a resolution autharizing the
Fiayor and City Clerk to sign said agreement by and between the City o£ Elsinore
and Robert Heffner.
whereupon it was moved by 13eynrirtiaghburn, second by Councilman Macy that
' resolution Ido. 614 be passed and adopted as read. Which motion was carried by the

Thereupon the Clerk read a letter from L. E, Burnham, local Postmaster ~
he asking that a no parking zone be installed directly across from exit of alley
where it entered East Peck Street, this so as the mail truck could make the turn ~
without being delayed. II
d7Yrereupon it was moved bTr Councilman Farber, second by CounciLnan Hull
that the North side of East Peck Street between Main Street and the East side of
j alley where it entered East Peek from the South be declared a no parking at any
i time zone, and an ordinance be drawn up to that effect. Which motion was carried
by the following vote. I

h. Ma~ror j~ashburn reported that the application forms for application for
city emplotmrent were now ready and showed the form. There being some protest as I
to the wording on said forms the following motion was made. !~
?°lhereupon it was moved by Councilman-Farber, second by Councilman Tavis 'I
that the Gity Clerk when giving out said application forms strike the word race 'l
out. Which motion upon vote was carried. ~

Councilman Farber Street Commissioner, reported that projects 12-B, and ' ~
13, the surfacing of Limited and Langstaff, and Poe and Flint streets were well '~

underway and that the County with their crew would finish the work within the next
week.

Councilman Tavis Police Commissioner, reported that the Chief of Police.
' was using his personal car for a lot of official police work, and should be allowed
~ a certain amount of gasoline each month the same as other employees were receiving
when they used their cars for city business.

~dhereupon it was moved by Councilman Tavis,-second by Councilman Hull I
that the Chief of Police be allowed forty (40) gallons of gasoline each month. ~
Employees using city gasoline to make a report of their milage each month as to
miles traveled on city business, so as to acertain if forty gallons was covering ~
-: I the use of said cars. 'dhich motion upon vote was carried.
Councilman Hull Water Commissioner, reported that he was in favor of the ~
' ~ city reservoirs being covered to keep out foreign matter. 's4as informed that the '~

report of Poraroy and iJestcott stated that covering was to be used only as the ~,
last resort. Pdo action by the Cotmcil.
Councilman Farber reported that he was still receiving requests for the
removal of parkway trees, this being in Councilman i4acy~s department. Councilman
P-lacy reported that if he recommended the removal of trees the owner would have to
take out-said tree, and promise to replace same with a proper tree as recommended:
by the Council. The city .crew would haul away the trees after being taken out by
property owner.

~~ owner of property in this end of the valley was all in favor of some project for
a new source of additional water for the valley. PJo action by the Council.

that the Clerk be. instructed to advertise for bids for the publication of legal
notices as required by the City for.. the fiscal year 1950-1951. 3dhich motion upon

Councilman Farber Street Co~missioner, reported that an agreement form
for mainterrance o£ State highways within the city had beers received for the
~ cities approval. `"his not havirrg been read over, as it being a lengthy form,
by members of the Council it was tabled until the next regular meeting.
tilhereupon it was moved bu. Councilman Tavis, second by Councilman Macy
that the bills be allowed as a~ldited by the auditing committie, and Clerk
instructed to issue warrents for same. ?~Ihich motion upon vote was carried.
?thereupon it was moved by Councilman Macy, second by Councilman Hull
that the report of the City Clerk and City Treasurer be accepted and ordered
filed. ~lhich motion upon vote was carried.
Gthereupon it was moved by I•fayor `rtashburn, second by Councilman Tavis
that the report of the City udater and License Clerk be accepted as read, and
ordered filed. 6°dhich motion upon vote was carried.
^Jhereupon it was moved by Councilman Tavis, second by Councilman Hull
that the meeting be adjourned to meet again of Rionday June ?_6, 1950 at the
