MIN UTE RECORD OF Regular Adjourned Meeting City Council City of Elsinore

A regular adjourned meeting of the City Council of .the City of Elsinore
was held on the above date. The meeting was called to order at the hour of 7;30
P.2I, with I•fayor b°°Iashburn in the chair.
Councilman; Samuel Farber, Roy Macy, J.J. Tavis, Ray Hull, and Mayor
Washburn answer roll call.
Thereupon the Clerk read the minutes of the meeting held on May 22, 1950
and there being no errors or omissions were approved as read.
Thereupon the Glerk read the following letters. Letter from the Public
Utilities Commission in repl~r to telegram sent by Mayor tashburn, protesting the
proposed increase in telephone rates. Letter from the County Health Department
in regards to the city water system. They reooirQnending certain:improvements.
Also letter from State Controllers Office regarding tax title property lying east
of the City.
Councilman Tavis having offred the use by the City of the water well
on his property in case of an emergency the following motion was made.
i~iotion by Tlayor l~dashburn, second by Councilman Hu11 that the city accept
the offer of Councilman Tavis for the use of the well.on`his property, Said well
not to be pumped over Pive months at any time, then'shutt off for one month, then
pump again under the same set up. Offer being only for one year with subject for
renewal ?9hich motion was carried by the folldaaing vote.

Mayor "vashburn reported that Earl ~iedlicott of the Elsinore Airport
owned a supposedly good fresh water well that might be bought by the city. After
some discussion on the matter of more water, and freash water Mayor Washburn
appointed Councilman Tavis, and himself to investigate the well at the Elsinore
Airport and report findings back to the Council.
PSayor 1ashburn appointed Councilman Farber, and Councilman hIacy to
investigate the matter of the tax title property east of the city. Said property
under consideration of being leased bps the city for use as a city dump. Councilman
Farber acting as chairman on said investigation.
Thereupon the Clerk read the proposed Street Program For the fiscal
year 1950-1951, streets to be improved being Lakeshore Drive -- Graham Ave. to
Line Street. Poe Street -- Graham Ave. to Heald Ave. Also the maintenance of
all city streets with gas tax funds as much as funds being available.
Whereupon it was moved by Councilman Farber, second by Councilman Hull
that the proposed street program be accepted by the Council, and Councilman
Farber Street Commissioner authorized to sill the forms for the proposed
projects. '~dhich motion was carried by the following vote.

Councilman 'r'arber reported that at the present time the City had no
regular fore of applications for city employee+s and suggested that a regular
form for all city employees be set up.
'ra'hereupon it was moved by Councilman Farber, second by Councilman Hull
that in the future all appLcants for city work be required to fill out formal
application forms as approved by the City Council. ?°lhen said forms are available
all present employees be asked to fill them out so as to have a complete record
in the City Clerks office. .dkrich motion upon vote was carried.
i~r. Eisenberg owner of the Elsinore llelicatessen asked the Council to
be granted a loading zone at his store at the corner of Main and Last Graham Ave.

that the request of P4r. Eisenberg be granted, and the Maintenance Dept. be
instructed to p~.int a twenty five foot strip yellow and mark same ++ Loading Zone ++
on Plain Street commencing south of the fire hydrant zone in Front of his store.

i°Ihereupon it was moved by Councilruan Tavis, second by Councilman Afa.cy
that the bills be allowed as audited by the auditing committie, and Clerk
instructed to issue warrents for same. ~dhich motion upon vote was carried.

that the meeting be adjourned to meet again on Monday June 12, 1950 at the
regular time and place. nrich motion upon vote was carried.
