MEETING HELD ON THE -. 22nd.

A regular meeting of .the City Council of the City of :Elsinore was held
on the above date. The meeting was called to order at the hour o£ 7;30 P.hi. with
Mayor Washburn in the chair.
Councilmen ; Samuel Farber, Hoy Macy, J.J.Tavis, Ray Hull, and. Mayor
?Mashburn answer roll call.
Thereupon the Clerk read the minutes of the adjourned meeting of May
15, 1950 arrd there being no errors or omissions were approved as read.
Mayor Washburn reported that he had contacted engineers at Cal-Tech.
in Los Angeles, and had made an appointment for members of the Council that
could go, for `Lltesday May 16th. at lU.UO A.t4. This appointment being .for a
check on the sewer disposal plant plans also would be able to contact an
etymologist and find out about the city water situation.
Thereupon the Clerk read resolution no. 613, a resolution for the
installation of seven additional street lights by the Calif. Rlectric Co.
ri7hereupon it was moved b~~ Councilman Farber, second by Councilaan Tavis
that resolution No. 613 be passed and adopted as read. inlhich motion was carried
by the following vote.

Thereupon the Clerk read a correction of Resolution No. 607, as by
an error the amount involved was incorrectly-stated.
'Thereupon it was moved by Councilman Farber, second by Councilman Hull
that Resolution ISo. 6U7 be passed and adopted .as corrected, ?~dhich motion was
carried by the following vote.

Thereupon the Clerk read a report from the Calif. Electric Power Co.
they stating that due to a change in the plans, an additional cost of $~ 229.00
would be required in the changeing over of the ball park lighting s~rstem.
?nThereupon it was moved by Councilman Macy, second by Councilman Tavis
that this additional cost be authorized and included in Resolution No. 604.
YMhich motion upon vote was carried.
Thereupon the Clerk read an agreement between the City and the Park
Hoard for the transfering to them, the city owned beach property consisting of
34 lots. 'Phis matter having been tabled at the meeting of April 10, 1950.

Councilman racy not having been present when-this subject was discussed
by the Council asked that he be given time to study the agreement and other
matters pretaining to this property.
':thereupon it was moved by Counci7rnan I1acy, second by Councilman Hull
that the deeding of city property to the park board be tabled until the next
regular meeting. Ythich motion upon vote was carried.
^l hereupon the Clerk read a letter £rom Berman & Sapkin, owners of the
Plaza Block, and new buildings on same. They reouesting that Main Street and the
sidewalk in front of the Plaza Cafe be widened to conform vrith the rest of the
street, also that the small building that hides their new buildings be removed.
This matter discussed by the Council and a letter read from Attorney
Best, dated September, 1949 on this matter. The City Clerk instructed to contact
Attorney Best and have him take up this matter again.
i~irs. Zeese reported to the Council that lights were out on East Flint
Street, also that the street was very rough in places. This matter turned over
to Councilman Farber Street Commissioner for investigation.
Mr. Holmes President of the i',lsinore Park and Recreation District, was
called on and explained the Baptistee Canyon water spreading hearing. D.R. Crane
having been employed to give certain water data at a cost of ~ 200.00, which
cost would be paid equally by the Yark Board, ?Mater District, and the City.
Attorney ieduaan reported that the data furnished by P4r. Crane had been very
important and that the hearing would come up again on July 12, 1950.
Councilman Hull reported that the west end of the city limits should
be straightened out and probably the best plan would be to go through an ahnex-
ation proceeding. Reported that if the city maintainer was available the Street
Dept. should use same to cut weeds on all str~~ts in the city where needed.
Also asked that two more men be added to the rr^ire Dept. It being suggested that
the matter of men on the fire dept., be discussed with the Fire Chief before any
action be taken.
;~Jhereupon it was moved by Councilman Tavis, second by Councilman Macy
that the motion of the April 24, 1950 meeting of having all fire permits issued
by the Fire Chief be recinded. ~.^Jhich motion upon vote was carried. It being
requested that a copy of all permits issued b~* the City Clerks office be turned
over to the Fire Chief the same day issued.
Attornet Cediman reported on the weed abatement question, stating that
this could be done by Resolution, but suggested that the regular notices used
in the past be ruailed out first. Councilman Hull Fire Commissioner, reported
that this was being done at the present time.
Councilman Nia.cy suggested to the Council that the collecting of City
Uarbage be let by contract and bids be asked for, as he thought that it could
be handled in that way at a saving to the tax payers. Also suggested that the
Police Dept. might be able to operate with less men. Was informed that one of
the present .officers was taking a ninty day leave of abeenee, and would not be
replaced at the present time. Pdo action taken on the garbage matter.

i`irs. Goldie Sullivan askedthat a tree be pruned near her property at
the-west end of the city also that the street name be changed to Lakeshore
Drive Prom Graham Avenue.
Thereupon it was moved by Counci]man Tavis, second by Councilman Hull
that the Iifaintenance Dept. be instructed to change the street sign posts tt~
~ Lakeshore Drive from Graham Avenue.: `aJhich motion upon vote was carried.
Rev. Copeland of the Seventh Day Adventist Church asked the Council
for a permit to erect a small Church sign at the corner of Graham Ave.and Kellogg
+dhereupon it was moved by Cotmci7man Tavis, second by Councilman Hull
that the request of the Seventh Day Adventist Church be granted, with the approval
of Councilman Farber Street Commissioner as to location. Which motion upon vote
i~l was carried.
dir. Dean Fletcher suggested to the Council that one more day of dirt
hauling should be done on the proposed alley in back of the new theater bldg,
which would cost approximately ~ 220.00 also that the gravel should be hauled
on to Yoe Street at this time so as to be ready for the blacktop job. PSo action
by the Council at this time.
?^dhereupon it was moved by Councilman Farber, second by Councilman Tavis
that as there being no alley in back of the theater between South Langstaff and
the Temescal Ditch an alley 15 £eet wide, 150 feet south of Graham Ave, be
dedicated by the Council. 6~thich motion upon vote was carried.
Whereupon it was moved by Councilman Tavis, second by Councilman Macy
that the bills be allowed as audited by the auditing committie and Clerk be
instructed to issue warrents for sazne. Which motion upon vote was carried.
Whereupon it was moved by Councilman Tavis, second by Councilman Aiacy
that the meeting be adjourned to meet again. as an adjourned meeting on Monday
May 29, 1950 at the regular time and place. o7hich motion upon vote was carried.
