A regular meeting of the City Council of the City of Elsinore was held ~
I on the above date. The meeting was called to order at the. hour of 7;30 P.M. with
IYYayor Tarpley in the chair.
Councilman; Samuel Farber, Fred Penrod, T.R.1'arborough, and Mayor 'Parpley
answer roll call; Councilman J.J.Tavis absent.
Thereupon the Clerk read the minutes of the regular meeting. held on
I•Iarch 27, 1950, and minutes of the special meeting held on April 3, 1950, and
there being no errors or o;niss_ons Caere approved as read. ,
Thereupon the Clerk read a letter from the Lake Elsinore Valley Sun,
asking the City Council to run a full page advertisment in their progress
edition to be published May 18, 19 i0 cost for same to be ~ 2£3.20.
~ whereupon it was moved by Councilman Farber, second by Councilman Penrod
that the City accept the offer of the Lake iasinore Valley Sun, and take the full
pave ad. ':Ihich motion upon vote was carried.
Thereupon the Clerk read a letter from the Division o£ Forestery, in I
~ regards to their new buildings on City property under lease. They reduesting a ~
variance as to building type in that zone as building was a Fire Station. Also
asked that no charge be made For the building permit.
dhereupon it was moved by Councilman Yarborough, second by Councilman
Penrod, that the request of tkre Division of e'orestery be granted, and the
Building Inspector be so instructed. ?dhich motion was carried bit the following
vote.

Thereupon the Clerk read a letter from the International Assn. of
Electrical Inspectors, they asking that the City join said Assn. at a cost of
I ?~ 10.00 per year. ^l his request ordered tabled until the next meeting.
`thereupon the Clerk read Ordinance No. 327, for a second reading, and
~, after some discussion as to the i•IOrding of said Ordinance, Attorney Gediman
suggested that a section be added and the following motion m~as made,
Ylhereupon it was moved by Councilman Penrod, second by Councilman Farber
I' that Deputy Attorney ~:,ediman be instructed to add a section referring to the
Board of Appeals, and the Ordinance then be read again for its first reading.

?•Thereupon it was rnovad by Councilman Yarborough, second by Councilman.
Penrod, that the Clerk be authorized to purchase water cards as needed, also
to purchase six brooms for the strest sweeping department. '.Ihich motion upon

Whereupon it was moved by Councilman Penrod, second by Councilman
Yarborough, that the la~,ling of sewer lines as ordered by propert~* owners., having
frontage on unsewered streets, and said work having been paid for by the property
oti,niers, be authorized-and Y=faint. Supt. Harmon, be instructed to employ a ditcher
to dig the ditches. i~7krich rnotion upon vote .was carried. .
Whereupon it was moved. by Councilman Penrod, second by Councilman
Yarborough, that tlaint. Supt. Harmon, be authorized to lay a new water line on
both sides of Riley Street, between Heald Ave. and Sunuzer Ave., and to purchase
500 feet more of two inch pipe. "s~Ihich motion upon vote was carried.
S~Ir. Harrison, 14aint. Supt. again brought to the attention of the Council
the importance of developing more water. He .suggesting that a new well be drilled
near the present water wells so as to keep the plant together. Also being in
'favor of trying to locate fresh water if possible.
thereupon it was moved bar Councilman Yarborough, second bar Councilman
Penrod, that work be authorized to seal coat bill, Sumner, and Lookout Streets,
they having been blacktoped last summer, and a seal coat would save the pavement
', [~7ork to be done by city day labor. 1>7hich motion upon vote was carried.
Proposed resolution for deeding of City Deach Property to the Park
llistrict was read. P4any charrges were suggested, and it ryas referred back to a
committee of Attorney Gediman, Councilman Farber, and Chairman Holmes, of the
Park llistrict, for the changes and then to_be brought before the Council for
t action.
Whereupon it was moved by Councilman Yarborough, second by Councilman
Farber, that Limited Street„'between P~Zain and Spring Street be closed on the
afternoon of tlednesday April 12, which rnotion upon vote was carried.
Councilman Farber, Park Couunissioner, reported on the Ball Park, and
asked that some improvements be made as to the lighting system, a.nd that the
ball club would like a lease for the concession stand for the summer season.

Whereupon it was moved by Councilman Yarborough, second by Councilman
1 Farber, that the Attorney be instructed to draw up a lease between the Gity and
i the Ball Club for the summer concession. Lich motion was carried by the.
following vote.

'thereupon it was ,roved by Councilman Farber, second by Councilman
Penrod, that the following improvements be made at the Bail Park, at a cost of
p 1,100.00. The Power Co. to install new poles and move the present poles to
new locations, and install a transformer. Howard electric Shop to do electrical
~ roaork not furnished by the power company. 47hich motion upon vote was carried.
PIr. Goldman asked about street ligPrts near his property, which had been
taken up at a meeting some ti*ne in the past. ?:7as informed that this street light
project was being worked on, and more lights would be installed in the near
future. hfr. Adolph 4ann, also reported ;poor lighting on ast Yeck Street.
