A regular meeting of the City Council of the. City of Elsinore, was
held on the above date. The meeting was called to order at the hour of 7,30
P.24. with 2~layor Tarpley in the chair.
Councilman'; Fred Penrod, J.J.Tavis, T.R.Yarborough, and Mayor Tarpley
answer roll call. Councilman Samuel Farber absent..
Thereupon the Clerk read the minutes o£ the meeting o£ February lk,
1950, and there being no errors or omissions were approved as read.
Councilman Yarborough, Street Commissioner, reported that he &nd other
members of the Couneil had looked over Lakeshore Drive, and that a patch job
would not do any good. Stating that the best program would be to repave and
install curbs, which would mean an improvement district as the property owners
would have to stand part of the expense.
Councilman Tavis, Mater Commissioner, reported that he had Found that
there was a fire hydrant at the corner of Graham Ave. and Langstaff Street .on
the north side, which should do for fire protection of the new theater. But he
not knowing just what the State fire laws required would have more to report on
~ this at the next meeting.
Captain Burch, of the local police dept. was called on regarding the
matter of the City Council helping out on rent for a suitable meeting place for
the Valley Youth Organization. IIr. Joe Alflen explained what the Legion had to
offer, but as the Legion had not as yet had a definate plan as to rental charge
on their new location the Lakeside Cafe building, on south Spring street, the
matter was tabled. I4iss Pat Privat also spoke on this subject as to what a
place to meet would do to help minor delinquency in the community.

i4ayor Tarpley again asked that something be done so as all property
owners would put up their new house numbers. Mr. Harmon, ASaintenance Supt.
stated that he would have his men, that read the tirater meters do this.
The City Clerk at this time reported that he had received three bids
For the purchase of a new truck for the garbage dept. and that as advertised
they were supposed to be opened. T4ayor Tarpley stated that as a full Council
was not present, the bids be tabled for two weeks. There being no objection
it was so ordered. . - --

ir. Roy Macy being present suggested that the City use the right of
way they now owned for the newsewerforce line instead of going overthe hill
for a gravity flow. I£ the City needed more rightaway he would give it across
his property. He thought a high stand pipe would give the gravity flow required.
He also suggested that the City purchase the property between Chaney street and
the sewer farm, and then annex same to the City. ~______

Thereupon the Clerk read the following names as recommend-ed by Fire
Chief' Boontjer, as regular voleriteer £irernen for the City. SidneJ ;;+linters,
isllsworth Brady, James ;-prick, Chon Villa, Jack Ames, 6J.E.Skipper, '~Jilliam Hurst,
and Fred Stokes.
~dhereupon it was moved by Councilman Tavis, second by Councilman
Yarborough, that the men us recommended by Chief Noontjer, be accepted by the
City Council. G7hich motion upon vote was carried.
