A regular meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour of 7.30 P. M. with Mayor Tarpley in the chair. Councilman, Samuel Farber, Fred Penrod, J.J.Tavis, T.R. Yarborough, and Mayor J.A. Tarpley answer roll call. Thereupon the Clerk read the minutes of the adjourned meeting of December 19th. and special meeting of January 1F, 1950 and there being no errors or omiss- ions were approved as read. Thereupon the Clerk read a letter from Sapkin & Burman, owners of the Plaza block stating that if the City would have the old liquor store building moved, that they would deed the City a ten foot strip for a sidewalk. Letter ordered filed, Clerk also read an announcement from the State Water Resources Board, advising the Council of the postponement of date for hearing regarding Baptuiese Canyon, water spreading to March 8th. 1950• Thereupon the Clerk read an agreement between the County of Riverside and the City of Elsinore, the City agreeing to pay $ 12.50 per month for one year towards rent of the Health Clinic, located at 109 South Spring St., also read Resolution # 593, authorizing the Mayor and Clerk to sign said agreement in behalf of the City. Whereupon it was moved by Councilman Farber, second by Councilman Penrod that Resolution No. 593 be passed, and adopted as read, which motion was carried by the following vote. Councilman Farber Yes " Penrod Yes Noes None " Tavis Yes Yarborough Yes Absent None Mayor Tarpley Yes Thereupon the Clerk read Ordinance No. 326 for its second reading, an ordinance amending Ordinance No. 269 regarding water meters. Whereupon it was moved by Councilman Yarborough, second by Councilman Tavis that Ordinance No. 326 be passed, and adopted as read and Clerk instructed to have same published once in the Elsinore Leader Press, which motion was carried by the following vote. Councilman Farber Yes it Penrod Yes Noes None If Tavis Yes it Yarborough Yes Absent None Mayor Tarpley Yes Thereupon the Clerk read Resolution No. 592 for its second reading, a resolution calling for a public hearing on the annexation of uninhabited territory lying Last and 14orth of the City. Whereupon it was moved by Councilman Farber, second by Councilman Penrod that Resolution IQo. 592 be passed and adopted, and published according to law. Which motion was carried by the following vote. Harmon, could not be present; but he had asked for authority to have sewer pumps repaired, as they were in need of repairing. Whereupon it was moved by Councilman Yarborough, second by Councilman Tavis that the i•Maintanance Dept, be authorized to make repairs as needed on the sewer pumps. Which motion upon vote was carried. Mayor Tarpley also reported that an air compressor could be bought for approximately 6 1,800.00 at Perris. Whereupon it was moved by Councilman Tavis, second by Councilman Penrod that the purchasing of an air compressor be tabled. Which motion upon vote was carried. Mayor Tarpley reported that Mr. P. Villa, had requested that the City build a walk from the street fill to his house, as this fill on Stunner street made it hard for him to get from the house to the street. Whereupon it was moved by Councilman Tavis, second by Councilman Penrod that the request of Mr. Villa be rejected. Which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough, second by Councilman Farber, that the water meter readers be instructed by Maintenance Supt. Marmon, that they check all houses in the City, and see that the proper house numbers be put up as specified in Ordinance No. 286. Which motion upon vote was carried. Mayor Tarpley reported that the City had no control over the installation of furnaces, and thought that the City should have an Ordinance to control same., Whereupon it was moved by Councilman Tavis, second by Councilman Yarborough that the building inspector, and attorney Gediman, find out about this, and report back at the next meeting. Which motion upon vote was carried. Councilman Tavis, Fire Commissioner read a letter from the Board of Fire Underwriters of the Pacific, suggesting some improvements in fire protection so as to keep fire insurance costs down. Councilman Farber stated that he had given this considerable thought, and that probably something could be worked out on this within the near future.Letter ordered filed. Mrs. Sullivan again brought up the subject of a trailer located at the west part of the City and asked that something be done about same. This matter turned over to the building inspector. I� Whereupon it was moved by Councilman Tavis, second by Councilman Yarborough that a flag be purchased to be used on Flagstaff hill, and Councilman Farber to use his own judgment as to size. Which motion upon vote was carried. Councilman Tavis, Fire Commissioner reported that there were a good many lots in the City that had not been cleasied off, and that something should be done about it. DAY OF January Page No 3 Is 50 thereupon it was moved by Councilman Tavis, second by Councilman Penrod that the present fire ordinance be in£orced, and that a plan be worked out so as the City could clean lots and have charge assessed to property, and collected along with the regular taxes.Which motion upon vote was carried. III Whereupon it was moved by Councilman Tavis, second by Councilman Farber that the office of the City Clerk, and City Treasurer be locked when no one was on duty. Regular office hours being 8.00 A.M. to 5.00 P.M. Which motion upon vote was carried. Thereupon the Clerk reported the recommendations of the Planning Commission to the Council. That bad places on some City streets be repaired, and that Mr. Jack Coxon, be appointed as the fifth member of the Planning Commission. Mayor Tarpley at this time appointed Mr. Jack Coxon, as a member to the Planning Commission which was approved as follows. O,Nereupon it was moved by Councilman Farber, second by Councilman Tavis that the appointment of Mr. Coxon as a member of the Planning Commission be approved. Which motion was carried by the following vote. Councilman Farber Yes " Penrod Yes Noes None " Tavis Yes Yarborough Yes Absent None Mayor Tarpley Yes Whereupon it was moved by Councilman Tavis, seeond by Councilman Yarborough that the bills be allowed as audited by the auditing committee and Clerk instructed to issue warrants for same. Which motion upon vote was carried. 'thereupon it was moved by Councilman Farber, second by Councilman Penrod that the City Treasurer and City Clerk's report be accepted as audited by the auditing committee and ordered filed. :wich motion upon vote was carried. Whereupon it was moved by Councilman Penrod, second by Councilman Farber that the report of the City water and License clerk be accepted as read and ordered filed. Which motion upon vote was carried. Whereupon it was moved by Councilman Yarborough, second by Councilman Penrod that the meeting adjourn to meet again on Monday January 23, 1950, at the regular time and place.
