An adjourned meeting of the City Council of the City of Elsinore was held I.
January 13th 1951 at 1:30 P. M. The meeting was cdlled to order with Mayor
Washburn in the chair.
Councilmen J. Tavis, S. Farber, R. Macy, C. Hull and Mayor Washburn answered
roll call.
Thereupon the clerk read the minutes of the previous meeting and there being
no errors or omissions, were approved as read.
Whereupon it was motioned by Councilman Farber, sewnded by Councilman Tavis,
that Resolution 662 be drawn up and approved and shall contain the following:
That Patrolman Walter C.Bittle~s salary shall be $175.00 per month. Motion,
upon vote, was carried.
Whereupon Mayor Washburn decreed the following: Apparently the City~s
interests would be best served by a change in administrative committees.
I, therefore, relieve Councilman Tavis of the Police Department, and appoint
Councilman Hull to administer the affairs of the Police Department. Councilman
Tavis challenged the Mayors authority for this action and expressed the belief
that the Mayor himself should be removed.
Whereupon it wag motioned by Mayor Washburn, seconded by Councilman Macy,
that Councilman Tavis be removed as Police Committeeman and that Councilman Hull
be appointed in his stead.
Thereupon Councilman Tavis asked chair if it was not customary that the
subject be open to discussion before vote taken. Chair replied that that was the
usual procedure.
Thereupon Councilman Tavis read a letter received by him from San Diego on
Citation 001!+1. After said letter had been read, G. iestphal addressed the chair,
saying that he had heard people saying they wondered why the Council met and held
meetings when the Councilmen were dilatory i.n carrying out their allotted duties;
that this City should be run as a business and not as a charitable organization;
that the Police Department has been in a continuous uproar and that if the Council
wished to get rid of Chief V. C. Burch or any other man, Council should bring
that individual to the Council meeting and get things straightened out; and when
complaints are received they are to be read at the Council meeting and not taken
home and read.
Councilman Tavis stated that he had heard that G. Wesphal, along with others,
were trying to oust him.
G. Westphal replied that he was too busy to play around with such foolishness,
i and further, that it was just poor business to employ Former Chief W. Bittle
and place him as Patrolman because of the fact that there is bound to be friction
~ between him and Chief Burch.

Mayor Washburn called a 10 minute recess for Council to look into material
received from Bulot-Crabs Engineering for final payment.
Whereupon it was motioned by Councilman Macy, seconded by Councilman Hull,
that sewer work on Riley Street, between Minthorne and Flint Streets, be done
according to law, Ordinance 317. Motion, upon vote, was carried.
It was suggested by Mayor Washburn that the .Council meet some afternoon ~
and check the grade and sewer maps of Bulot-Crane Engineering with the city maps. III
Whereupon it was motioned by Counci]man Farber, seconded by Councilman Macy,
that City Clerk send a letter to Sheriffs Department, Riverside, bidding one
dollar for 1 audio-transmitter and receiver. Motion, upon vote, was carried.
'Whereupon it was motioned by Councilman Hull, seconded by Councilman Macy,
that the Disaster Council be allowed another $25.00 towards office indicentals.
Motion, upon vote, was carried.
Whereupon it was motioned by Councilman Macy, seconded by Councilman Hull,
that B. R. Barnard be allowed a $15.00 per month increase in salary. Motion,
upon vote, was carried.
Whereupon it was motioned by•Councilman Tavis, seconded by Councilman Hull,
that the Street Department paint 20 feet East on Peck Street, South side of Peck
Street, and paint 20 feet on North side of Peck Street, east Prom Main Street
Pedestrian cross-walk. Motion, upon vote, was carried.
Mayor We~shburn read article on State 1~ Sales Tax in regard to the City~s
position in the matter and it was suggested that Councilmann contact the city
merchants and get their reaction to the matter of the city readopting the z~
sales tax ordinance.
Whereupon it was motioned by Councilman Farber, seconded by Councilman Hull,
that the city offer and purchase grinder and forge from First National Bank of
Elsinore. Motion, upon vote, was carried.
Whereupon i-t was motioned by Councilman Macy, seconded by Councilman Hull,
that the bills be paid as audited by Auditing Committee. Motion, upon vote,
was carried.
Whereupon it was motioned by Councilman Macy, seoonded by Councilman Hull,
that the meeting adjourn at 4:l,5 P. M. Motion, upon vote, was carried.
