MINUTE RECORD OF Regular P~ieeting of the City Council, Cit~r of Elsinore

A regular meeting of the City Council of the Cit~r of Elsinore was held on
the above date. The meeting ~n~as called to .order at the hour o£ 7:30 P.M. with
Mayor '^lashburn in the chair. ~~

Councilmen R. Hull, R. Macy, J. Tavis, S. Farber and Mayor 4~Iashburn were present
Thereupon the Clerk read the minutes of the meeting of July 9th.. 1951 and
there being no errors or omissions, were approved as read..
';?hereupon it was moved by Councilman Farber, seconded by Councilman Macy that
the clerk send Mr. B. Kishlansky~s letter to the City Attorney to draw up necessary
papers for elosing:alley and Mr. Kishlansky to defrag all costs of closing alley
through his property. Motion was carried bar the following vote:

Being $:00 P.M, orclock the Clerk opened bids for gasoline for Fiscal gear
1951-52.

the bid go to Union Oil Co. Motion and Second withdravm,

bids be held over until next regular rneeting. PIotion, upon vote, eras carried.
;~Pnereupon at this time the council and public discussed the budget and tax
rates for 1951-1952 Fiscal year.
':1nereupon it was moved by Councilman Tavis that tax rate be set at ,~~~1.29. Motion
was declared dead after laying on table for lack of second.
thereupon it ;vas moved b« Councilman Farber, seconded by Councilman Hu11 that
the tax rate be set at N1.39 for Fiscal `rear 1951-1952. Motion, was carried by the
following vote:

Thereupon the Clerk read resolution 699, a resolution designating the number
of rents on each assessed ~1D0~90 valuation for the tax rate 1951-1952 as follot~rs.

Resolution No. 699 fixing tax rates for Fiscal Year 1951-1952 be passed and adopted.
Motion was carried by the followin?~ vote:.

Thereupon the Clerk read Ordinance P1o. 336, an ordinance of the City of Elsinore
fixing .the amount of mone~r necessary to be raised by taxation for the Fiscal Year
1951-1952 as follows:
General Fund ~ 23,056.11 - Library Fund ~ 3,842.685 --
Park Fund yD 1,793.253 -- 1924 Sewer Bond Bund ~ 768.537 --

Ordinance No. 336 be passed to its second reading. P4otion was carried by the
follo,~.ing vote.

dhereupon it was moved by Councilman Farber, seconded by Councilman Macy that
the Building Inspector contact Perris Company for trencher for Beeping sewer on
Fast Graham Avenue. aotion, upon vote, was carried.
S^~ereupon it *,vas moved by Mayor Mashburn, seconded b~* Councilman Hull that the
City of Elsinore agree to execute an option and agreement by and bet~meen the City
of Elsinore and the State of California on land south of a surve}*ed line south of
Acacia Street on lakefront. The City Attorney to drag up necessar,> papers fort the
Council to execute. N?otion, upon vote, was carried.
;hereupon it was moved by Councilman Hull,. seconded by Councilman Farber that
sl. Johnson be paid from 7-13-51 to 7-27-$1 as extra labor. Motion, upon vote, was-
carried.
S+Ilze_^eupon it was moved by Councilman Hull, seconded by Councilman Farber that
a letter of appreciation and re;reto.be sent to E. Brady, also the Clerk to purchase
a Certificate of Services to be sent to Mr. Brady. 1•Totion, upon vote,was carried.
'thereupon it was moved. by Councilman Farber, seconded bra Councilman Macy that
George rlarres~ vacation start July 30, 1951 and continue for two weeks. Motion,
upon vote, was carried.
Councilman Hull read letters of prices on new Police car from informal bids.

Mr. Di Giacomo protested to the City Council on his building restrictions as
he had received a stop notice on his building. Mr. Di Giacomo declared he ,vas not
violating Ordinance Pdo. 163 or Ordinance 286, it Baas the ordinances themselves that
I contradicted each other therefore were void.
Mr. Macy and Mayor b~7ashburn are to investigate the above matter.
i^mereupon it ~dras moved b~> Councilman Tavis, seconded by Councilman Hull that
bills be paid as audited bar auditin committee and warrants be drawn for same.
Iii Motion, upon vote, was carried.
?ihereupon it was moved by Councilman Hull, seconded bq Councilman Tavis that
there being no further business, the meeting adjourn at 12:35 A.M. o~clock. Motion,
upon vote, was carried.
