A regular meeting of the City Council of the Citv o£ Elsinorewas held on
the above date. The meeting ;vas called to order at" the hour of q:30 P.M. with
Mayor idashburn in the chair.

'~ - ~ Thereupon the Clerk read the minutes of the meeting of December 21, 1951
~j and there being no errors or omissions, were approved as read.

i; dereupon it :vas moved by Councilman Macy, seconded by Councilman Farber
that Bebeck & Brkich be allowed extension of time for completion of the sewer
disposal plant as requested, r^ebruary 11, 1952. Motion, upon vote, was carried.
j Thereupon the time,being 8:00 P.I~S., to open bids for construction of
~i sidewalk and curbing on Graham and Poe Streets.
Bid Ito. 1 from Karl Huber in the amount of ~ 3224.75•
it Bid No. 2 from 0. E. Flanders in .the amount of °~ 3115.00.
Mr. J. DiGiacomo protested to the council that the method of advertising
for bids was illegal and as such the bids submitted are therefor illegal and for
the, council to reject same.
~iThereupon it :vas moved by Councilman Farber, seconded by Councilman Macy
that bids be rejected. ri4otion, upon vote, was carried.
;JYiereupon it was moved by Councilman Farber, seconded by Councilman Macy
that a resolution be drawn, passed and adopted because it is to the advantage of
the city to lease certain lands known as Parcel 1, 2, 4 and 5 of the Goodwin
Wtxitterr & Elliott subdivision and Parcel 3 of Block A of Elsinore for a eriod of

five zrears at no rental upon the com~£ion of the Sewer Disposal Plant. xo~ion was

Tir. Kane from the Division o£ Highcrays, State of California submitted to
the council for study an agreement by and between the City of Elsinore and the
State of California. The agreement will be brought up at the next .regular meeting,

pdtxereupon it was moved by Couricihnan Hull, seconded by Councilman Farber
that a resolution be drawn,-passed and adopted as follows, that the sum of ^~~592.81~
from In Lieu Fund and X549.52 from Liquor Control Fund be and hereby ordered
transfered to the i=eneral Fund, in reimbursement of expenditures disbursed out of
the General r3tnd which are le ,ally expendable out of both Zn Lieu and Licuor Control
Funds. Motion was carried by the following vote:

have blanks put in water lines and remain there until ovmer notifies ~rTater Clerk

N'.r. Henry Mosko asked the Council for refund on his water deposit.
)hereupon it was moved by Councilman Farber, seconded by Councilman Macy
that a refund be given in the amount of ?;300.00 or 1~2 0£ the amount now on deposit
be returned to Mr. L~osko ~ the balance to be paid proportionally as connections

It eras agreed by Mr. C. Clough to sell the city the water pipe at the
server farm for the sum of ~ .235 per foot.
~Shereupon ;t wzs moved by Councilman Hull, seconded by Councilman Farber
that George ':^Tarres of the slater Department and A. ~. Anderson of Park Department
be allowed a X10.00 per month raise in salary, effective January 15, 1952•. Motion
upon vote, was carried.
It ~=ras agreed that the assessments against six delinquent city licenses
be Forgiven due to post office error.

that the Treasurers report be accepted. Motion, upon vote, was carried.

that there being no further business, the meeting adjourn at 11:00 P.t~L. Motion,
upon vote was carried.
