DAY OF MAY 19 53
The city council of the city of Elsinore met on t~tedate above written at the hour of
7:30pm and was called to order with Mayor Morgan presiding.
.All councilmen answered roll-call councilman Hull led in the salute to the flag and
the pledge of allegiance~Rev.Nollsch offered the invocation, ~

Clerk read the minutes of meeting. held May.llth 1953 there being no errors or omission 1

noted minutes were. approved as read.
Clerk read several communications among them a copy of minutes of boundary commission
meeting of May 7th 1953 which recoffinmended certain changes in the bowadary of parcel
3 of the proposed annexation to the city to include all of lots 1 and ]./a of block 10 f
of rancho La Laguna upon motion of councilman Washburn seconded by Hull the proposed
recommended change was approved and adopted by the following vote~by resolution x(75 ~~'

Also read letter of resignation of water supt. Harmon to be effective June 1st 1953
on motion by councilmar- Hull seconded by Mayor Morgan resolution $776 accepting this
resignation with regrets was adopted and clerk instructed to issue a certificate of ~
merit.

county health service agreement,on motion by councilman Hull seconded by Johnson
N< resolution ~']7y. extending the agreement for a period of one year was adopted,

=~ On motion by councilman Nelson seconded by Hull. resolution X777 approving 1~
~, ~w employment by the Elsinore Rea~eation Commission of a recreation Director at a salary ~I
o£ not to exceed $400.00 per month for the period of June 8th to Sept 7th 1953 plus an
expense allowance for one trip. Santa Harbara to Elsinoreywas adopted.
~~ Mr Soots explained that arrangements were almost complete to proceed with the curb °
project on Lowell Street between Graham & Heald~on mtion by councilman Washburn
seconded by Nelson Mr Soots was authorized to request the engineer to furnish needed
grade maps and pYVCeed,
Mr Soots also spoke on the condition oP booster pump at the sewer plant stating that
present pump was inadequate suggesting that it be replaced with a larger capacity
clerk read letter from Pomona Pump Sales & Service Co offering a 5 HP 4 pole 3 phase
60 cycle motor-------k00 GPM pump at a price of $400.OO~Mr Soots instructed to secure
prices on simular equipment from other oompmanys. ~
.Clerk requested authoritgr to purchase 250 truck decals from Duane Wheeler Co at the
price of .30¢ each which authority was geanted on motion by covncilman Washburn ~ ~I,
seconded by Nelson and carried i
Clerk, outlined reasons why he felt a change in system of paying employees would res~7.t,
in im~oroved accounting records as well. as improved ~~~ working conditions after g
some discussion it was moved by councilman Huil seconded by Johnson and carried that i
effective July 1st 1953 pay-days be as follow~~5th employees will be paid for the lasts
pad period of the preceeding months 20th employees will be paid for the first of the I
~ current month,
.After some discussion relative the recreation program council went on record as
• favoring plan to budget sufficient funds to match those contributed by the school
district in quarterly contributions of $300,00 eaeho

On motion by Councilman Hull seconded by Nelson council placed an order with Pictori
Grafts of San Bernardino for two 3X4 aireil photos of Elsinore Valley for delivery a
billing on or about July lst at he price of X130.50 one picture to be placed in the
city office and-one in the new library when completed..
John Sanger was present and submitted an offer to sweep the city streets with power
sweeper as outlined on map business district to be covered six days per week,resident
district weekly for 235000 per month stipulating-that and additional area added
would be covered as outlined for .75¢ per block for two-curb blocks and .50¢ per bloc
for onewcurb blocks,
On motion by counciLnan Nelson seconded by Washburn resolution X778 notice of ihtenti~
to improve Spring street was adopted.
On motion by councilman Nelson ssconded by Mayor Morgan clerk & Treasurers monthly
reports were accepted and approved,
On motion by councilman Hull seconded by mayor Morgan warrants asc audited by-commit
were approved and ordered paid.

Letter of resignation of councilman Johnson stating that hehas been transferred to
' another loacallit~ made this action not of hia choosing was read by Mayor Morgan,
motion was made by mayor Morgam to accept the resignation and seconded by councioman
.Nelson was withdrawn withpmt action being taken,it being decided best to hold matter
over to next. meeting.
Clerk was instructed to write League of Calif• Cities letter suppoting the in their
opposition to Assembly amendaent #5g.
Letter asking for spot zoning for Church of the Nazarene at Lewis & Graham was
referred to the planning commission.
Mayor Morgan stated that he had been advised that tha city dump was being used by
county residents with the knowledge of supervisor Jonoe,elerk instructed to write
board of supervisors enclosin~g,~bill for one month,

Anderson requested he be allowed to work his vacation request granted,
