COUNCIL MEETING SEPTEMBER 8, 1959
The City Council of the City of Elsinore met in regular session
on Sept. 8, 1959, and rras to order at 7:30 p,m, with Mayor
Bartlett presiding.
Im*ocation was delivered by Rev. Schmitt and the Pledge of
Allegiance was led by Councilman Davidson.
Roll call found all five councilmen present.
The minutes of August 17 & 21~ were approved as read.
Communications read were from Mrs. Jean Perryman. in regard to
obtaining a broken cart from the City Yard, action deferred to
next meeting. The Veteran's Asso. letter requesting donations
for the bldg. fund was discussed, no action taken on this,
Councilman Davidson brought up that the Vets Asso, had asked
for the use of the trencher at their bldg. site. Councilman
Macy & Councilman McAdams to check into this and see if
insurance vail7. cover-, Mr. Williams letter quoting prices on
drawing plans for the Library addition was deferred to next
meeting, to give council time to consult with Library board.
Letter received from W.W.H, Beach expressing gratitude for
returning mineral water to the mains,
Application of C, E, Brown, accompanied by check, for a card
room license was deferred to next meeting on motion Councilman
Davidson, seconded Councilman Macy, carried.
Resolution 988, authorizing the transfer of X6,000 from the
Capital Impvt. Fund to the Gen. i'und, was passed on motion
Councilman Yardborough, seconded Councilman Davidson, carried.
Warrants audited by the committee were approved & ordered paid
on motion Councilman Yardborough, seconded Councilman Davidson.
the Clerk's & Treasurer's reports for August were accepted &
ordered filed on motion Councilman Macy, seconded Councilman
McAdams, carried.
Councilman McAdams reported that the County had finished with
the street projects, except for Lowell and taould be back at
the end of the week to complete this work.
Co~rncilman T~lacy proposed a resolution that the water supt. be
instructed to fill the reservoii, with 100; mineral water &
', clerk notify papers & school that mineral water is in the lines.
seconded by Councilman i•1cAdams, and passed on the following roll
call vote: Ayes: Macy, McAdams, Bartlett, Davidson ~2~~'~G
Noes: None V
Passed: ~i.
Mr. Schickman askdd if the property owners could row advertise
that they were receiveing mineral water & was told that he had
heard the action of the council.
Mr. Beach & Mr. I'arber, Mrs. Kaminsky all expressed their
appreciation for the restoration of the mineral water.
Mayor Bartlett then read a report to the people of Elsi.ncre,
in which he explained some of the actions of the present
council. Copy of report attached.
On motion Councilman Davidson, seconded Councilman Placy, the
meeting adjourned at 8:25 P.M.~.

Being chairman of this Council 'oody for the past b months, I would like to
say a few words, x will not call this a fire-side chat as one of our former
President's, I will call this a report to the Citizens of Elsinore, the ones who
pay the bills.
As you know, you have a hard working Council and they have devoted much time
and effon•E for the interest of the City & it's Citizens, & I am proud to be
associated with men of that caliber.
We have eliminated unnecessary expenditures & waste in our City Government.
We have curtailed expenditures in order to live within our income. The City budget
was over spent last year by ten thousand dollars 010,000). In order to make up
this deficit, we were compeled to lay off a few employees,
We have been criticized and damned by a few people who enjoy creating com-
plaints, prejudice and hatered, They have no constructive program or ideals of
City Government, If they did, have some such program &d it is good for the City
I am sure we could use it. All I say is, bring it forward & we will consider it,
If no such program is offered, then we must consider them as sick people.
As IKayor of this City, I have spent a lot of time in the front office, & I
have gone through a lot of records, without prejudice either way, & my determina-
tion to find out why I was kept in the dark for the first year a3 Councilman,
why the-City Clerk was instructed to keep all information of the City Government
from me. Why the Gity Clerk and the City employees were told not to visit my home
or give me any information of the City operations. Yes, I know there are a few
that would like to know why I spend so much time in the office,
If we view this correctly, we would say, there was no City Management in our
City Government, Extravagance, ineff~i;hiency, improper management and dissipation
of our City funds, They ycu wonder why the City is in the red. ,Some of these
articles I read in the paper about the Council and what they are doing are not
the facts. These little old people who enjoy writing them must be considered sick
or in there second childhood, We must not lower our dignity in answering such
distractions.
There are a few things the Citizens of this City should know about, and that
is the the Water system. If this City continues to use the railroad canyon:
reservoir watery .rithin 10 years you iail~ have to-renew all the city lines, and
• that will cost in the amount of a million dollars, Don't let anyone tell you
that mixing the well water is the cause of the trouble, Just get the report of
- Colorado water that is brought into the Railroad canyon reservoir,
.These few people talked you into voting one million & six hundred thousand
dollars to form a corporation that has .about destroyed you City by forcing this
Railroad canyon water on you. They have raised the water rates in such a way
that I as Mayor did not hk-aw that we were paying X38.50 per acre foot. I just
found this out on Sept, 1, 6fhen I got into office all I heard was fluorides and
the limit set by the State Board. of Public Health last Aug. 22, 1958, just a year
ago. Now they want to make a further study of it as they do not bring up fluorides,

Our pumping station refered to as the booster plant is run down and is in
bad need of replacement, one pump was replaced last week, Our City streets are
in bad need of repairs and that condition cannot go on much longer. At least
sixty thousand dollars worth of work to put them in shape. I have gone over
this with the State and County men, and the cost is five to six thousand dollars
per mile for topping.
There are times when this Council does not agree on issues that come before
it, that is the right to be different, and our great American heritage, and I
hope we never lose that right, If we, do, we have lost our freedome They will '
',''. all tell you .there. is no glory in being a City Councilman, so rembmber, they
are trying. to do the best they can .for the City and Its Citizens,
It has come to my attention that a few gamblers want to take over the City,
I have news for them, our City is not going to be called the desert slums with
it's human tumbleweeds. h~om an article I-read in the weekly magazine about
the City of Cab'azon, California, The few. dollars we receive from poker licenses
will. not pay for the heartaches that it causes, and the name it gives the City,
The first complaint that comes in, we will have an ordinance to do away with
poker,
6~hen I took the oath of office in this chamber as Councilman for the City
of Elsinore, that 'OATH I stand by, Make no mistake about, no one can influence
me into any dealsy and I cannot be bought for a bottle of whiskey, money or any-
thing else; I will take the time to talk to any citizen regardless of who he or
she may bey for I am an American and I believe in Americans, not fear,
