COUNCIL MEETING AUGUST ].7, 1959
The City Council of the City of Elsinore met in regular session on
August 17, 1959, and.was called to order at 7:45 P.M, with Mayor Bartlett
presiding.
The Pledge of Allegiance was led by Councilman Davidson, and roll call
was answered. by all five councilmen.
The minutes o£ August 3 and August 5 were approved as read.
Communications read were from the Coun'hy of L. A, Board of Supervisors,
re. reapportionment of the State Senate. This was tabled on motion
Councilman Macy, seconded Councilman Davidson, carried. The League
'; of Cities meeting in Riverside on Aug. 20 will be attended by i~fayor
Bartlett, Councilman Yarborough, City Treasurer Scott, and Attorney
Kegley, on motion Councilman Davidson, seconded Councilman Yarborough,
and passed on the following roll call vote:

Noes: Macy
Passed: McAdams.
The Veterans Association request for permission to have a motorcyle
show on the night of Aug. 22, was granted on motion Councilman
Yarborough, seconded Councilman Davidson, providingg that proof o£ their
liability insurance in the amount o£ not less ~han:_~p100,000 is filed
at the City Ha11,= Carried.
Resolution 983,, adopting the engineering budget was accepted unanimously.
The Dept, of Public Health letter was discussed, and it was agreed on
motion Councilman Yarborough, seconded Councilman Davidson, carried,
that Resolution 984 and a letter of transmittal be submitted to the
State Dept. o£ Public Health to apply for a temporary water permit.
Attorney Kegley pointed out tP.at the people should be aware that the
Dept. of P.H. could hold the City to abide to the Drinking Water
Standards of 1946, as set forth in Item 1 of the attached policy.
Mrs. Bursk~s request for a street light at 3rd. Ave, and Parkway was
referred to Councilman McAdams for study.
Ordinance 390, raising the minimum water rate to X5.00 was read for
the second time and passed on-the following roll call vote:
Ayes: Davidson, Macy, McAdams, Bartlett

Passed: Yarborough
On motion Councilman Macy, seconded Councilman Davidson, carried, the
Recreation Commission was granted permission to use the tape recorder
for their summer activities, said recroder to be returned to the City
Hall vahen program ends for summer.
`~ Attorney Kegley read portions o£ an interim report that Mr, Alspack
' i had prepared on the city wells,, and quoted that the location of
Well #3 was a mystery. No information available on this well, Clerk
' and Councilman Macy stated they had not'been asked for information.
~I Attorney Kegley directed questions to Mr. Alspack in regard to the c
condition of the wells, the amount o£ water and the cost of reconditioning
said wells. Was told that wells could be repaired for estimated x$2,500
per well. Cost could be lowered if bids taken. Attorney Kegley advised
that th.e Gen. Pet. well at Main & Franklin be investigated, understands
now that it is leased to Mr, Nakai.
Proposed Resolution 985, setting the 195960 tax rate was read, with
Monday, August 24 set as the date for hearing and adopting the budget .,

Aug. 17th.
Warrants audited by the committee were approved and ordered paid.
Glerk's and Treasurer's reports for July were accepted and ordered
filed.
Councilman Yarborough was authorized to purchase roofing paper and
roof mastic to repair the City Hall rcof. On motion Councilman
Davidson, seconded Councilman McAdams, Councilman Macy was authorized
to purchase pipe to be laid from the City Park to the Ball Park.
Sept. 8 was set as the time for the next regular council meeting, as
the first AYonday in Sept. is the Labor Day Weekend, three days.
Cn motion Councilman Davidson, seconded Councilman Macy, the Council
