The City Council of the City of Elsinore met in regular session
on Aug. 3, 1959, and was called to order at 7:10 P.M. with Mayor
Bartlett presiding.
Invocation was delivered by Rev. Don Johnson, and the Pledge of
Allegiance was led by Councilman Davidson.
Roll call was answered by all five councilmen.
The minutes of July 20, were approved as read.
Communications read were from G. A. Pequegnat, in regard to the
cancellation of the sales tax agreement with the State Board o£
Equilization if no action is taken by the Board of Supervisors by
Sept. 1. Also read, was a request from the Recreation Commission
for the use of the tape recorder in their summer activities. No
action was taken on this request as the Council would like to
know how the machine will be used and what .for.

Resolution 981 budgeting the projects for the 1959-60 year from the
Gas Tax Allocation fund was carried on Motion Councilman Macy,
seconded Councilman Yarborough.
Resolution 982, requesting the citizens of Elsinore to furnish
information on the Elsinore water supply was carried on motion
Councilman McAdams, seconded Councilman Davidson.
On motion Councilman Davidson, seconded Councilman McAdams, carried,
the clerk and Councilman Macy to draw letter to the State Dept. of
Beaches and Parks in regard to watering the trees on State property.
Mr. Savage states that the 3tai~e.~will only g11ow $45 for watering
trees for seven months.
Councilman Macy stated that the minimum water rate should be raised
to ~5. Councilman McAdams agreed, and Councilman Davidson proposed
a motion that increase whould be dropped as soon as sulphur water is
restored to the main. Councilman Yarborough stated that in his
opinion, a general bond issue for the water department would be the
best. Councilman Macy stated that the water department needs the
money now, as there are outstanding bills which cannot be paid, and
an increase would bring the money in immediately. On motion Council-
man Davidson, minimum water rate be raised X2.40 per month, for a
period of six months, if mineral water be brought back, minimum rate
should be dropped back to ~n2.60~ this increase to become effective
back to August 1, 1959, seconded Councilman Macy, and passed by the
following roll call dote:

Councilman Yarborough proposed that the business licenses be billed
according to Ord. 307, which went into effect in 19~i9, of which some
of the businesses never received the increase. Action deferred.
Warrants audited by the committee were approved & ordered paid on
motion Councilman Macy, seconded Councilman Davidson, carried.
NSr. Snyder requested to know why the ditch between Spring & Riley had
not been burned, and was told that he had been done, but the greenery
would not burn. Mr. Snyder demanded more action be taken or he would
sue the City.
Mrs. Leese stated that water increase should be paid by all, that there
was 700,000 gals. of water a year getting away from the City,
Roger rSayhall, representing the businessmen thanked the Council for
their decision to recognize Ord. 307 on the business licenses.
