COUNCIL MEETING JULY 20, 1959
The City Council of the City of Elsinore met in regular session on
July 20, 1959, and was called to order at 7:30 P.M, with Mayor
Bartlett presiding.
Invocation was delivered by Reverend Carl Schmitt, and the Pledge
of Allegiance was led by Councilman Davidson.
Roll call found all five councilmen present,
'.The minutes of July 6 were approved as read, and the minutes of
July 7 were corrected to show that meeting was. held with written
consent of entire council. The Planning Commission minutes of
July 16 were accepted and ordered filed..
Correspondence read was from the Chamber o£ Commerce, who requested
-' permission to hold their carniaal and street dance in August £rom
the 18th, to the 22nd. Permission granted on motion Councilman
Macy, seconded Councilman Yarborough, carried.
Chief o£ Folice Bittle was granted his two weeks vacation, starting
July 21, 1959.
The second reading of Ord. 389 was passed on motion Councilman
Davidson, seconded Councilman Yarborough.
application of Rosie Walker for a Palmistry Reading business license
was passed on motion Councilman Macy, seconded Councilman Davidson.
On motionCouncilman Macy, secchdeid Councilman McAdams; carried,
the dog pound vehicle is to be placed in the city yard, with calls
being handled by the police department until further notice.
Bids to sell the surplus city owned equipment were opened with
the i~ollowing results. On motion Councilman Yarborough, seconded
Councilman Macy"the bid of J. Munoa for $510 for the ambulance was
accepted. On motion Councilman Davidson, seconded by Councilman
Macy, the bid of John Senger in the amount o£ $361 was accepted for
the John Deere Skip Loader & Tractor. Other bids on this, were
from Howard Sykes and A.A.Anderson. On motion Councilman Macy,
Seconded Councilman Yarborough, the bid of Dean Yoder for the road
grader in the amount of X500 was accepted. The bid of J. H. Paul
for the tape recorder was rejected on motion Councilman McAdams,
seconded Councilman Macy.
Warrants audited by the committee were approved and "ordered paid.
On motion Councilman Davidson, seconded Councilman McAdams, it was
agreed to have a meeting the businessmen on July 29 to discuss the
raising of business licenses.
On motion Councilman Yarborough, seconded Councilman "avidson, it
was agreed that bids will be requested on the installation of a
deflouridation plant and that expert opinions be obtained on the
quanf,ity and quality of the sulphur water.
Tank truck delivery rates were discussed, motion by Councilman
Davidson, seconded by Councilman Macy that tank_ truck contracts be
cancelled pursuant to terms of agreement now in effect.
A motion by Councilman Macy to increase the minimum water rates was
carried to the next meeting.
Councilman Davidson suggested that the City write to Congressman
~aund for information on obtaining a low interefit federal loan to
rehabilitate the water system.
On motion Councilman Davidson, seconded Councilman Macy, a 8" gate
valve is to be installed on Main St. to stabalize the pressure.
The subject of water for the State trees on Lakeshore Drive was
brought up, with action .deferred to next meeting ,

Councilman Yarborough to investigate condition of rest
rooms at North Park, and make necessary repairs.
Councilman Macy was granted permission to obtain estimate
on lining 4800 ft, of pipe with concrete. 'His request for
purchasing more transite pipe was rejected.
Mr. Uoldman asked if the City had received a deport on
the water supply from the State BoaBdcof Water Resources,
and was told that such a report had been received some
time ago.
Mr. Harry r. Kane then read an open'letter to the Council,
concerri.ng the steel workers strike.
Dr. N. 0, King. then asked for time to, straighten out the
controversey over the fencing of his property.
On motion Mayor Bartlett, seconded Councilman Davidson, the
meeting adjourned at 10:15 P.M.
