Special COUNCIL Se~TING APRIL 3, 1959
The City Council of The City of Elsinore met in special session
at 2:30 pm., on April 3, 1959, with P;iayor Bartlett presiding.
meeting held with written consent of all councilmen.
The Pledge of Allegiance was led by Councilman Davidson..,
Roll call found all five members present.
On motion Councilman Pdacy, seconded Councilman Davidson, minutes
of 7larch 23, were held to next regular meeting.
Councilman idcAdams was appointed to see about having signs printed
~ I at the city yard to direct people where to dwnp rubbish at the
city dump.
The trash collection charges and water ordinance were carried over
for City Attorney to look over. Councilman t+;aey & Councilman David-
son were appointed to look into trash and water collections.
It was brought up that the oil corning through the sewer from garages
and service stations, was destructing proper sewer service and
causing leaks. The clerk was instructed to write aLl station owners
requested 'that they not dump oil in the sewer line.
1%ayor Bartlett was instructed to look into getting an auditor for
the city books.
Commissions were appointed to the various departments as follows:
Councilman Yarborough, Fark & Recreation: Councilman L~iacy, ',°d_ater,
Fire & Sewer: Councilman IricAdams, Streets & Refuse: Councilman
Davidson, Dept, of 1=ublic Safety, Police Commissioner.
The pay schedule of .city employees was discussed with Couhcilznan
Davidson requesting at least :450 for the Police Chief, and v~400
for the Captain. Councilman i~iacy liia•intained that'~~cages should not
be raised until the departments make up 'the deficit now showing on
the books.
Ernest Johnson v+as hired as Supt. of 'a"inter & Streets at a salary of
4'>345 per month, comencity April 5, 1959.
It was agreed by all that sick pay and va.catien pay ~+;ould be stand-
ardized, and those request to vaorr, their vacations and dray double c
checks would have to ga before the Council. Also agreed five days
a year sick leave be granted with no accurtulation of this leave.
Councilman (lacy, Councilman Yarborough and i:ayor Bartlett are to
investigate the mine-ral v:ater question, and vain await the return
of files and letters concerning the vrater from Attorney Littlevros•th.
Councilman Macy stated that he felt that the ball park water should
be metered as that is where some of the loss of City water is going.
On L4otion Councilman Yarborough, seconded Councilman Davidson, the
meeting was adjourned at 4:00 pm.
