COUNCIL MEETING FEBRUARY 9, 1959
The City Council of the City of Elsinore met on the above
mentioned date with Mayor Cheryl French presiding.
Invocation was delivered by the Rev. Carl Schmitt, and
Councilman Seitz led in the Pledge of Allegiance.
Roll call was answered by Mayor French, Councilman Seitz,
Councilman Bartlett, Councilman Villa and Councilman
Davidson.
Minutes of the January 26th regular meeting and January 30th
special meeting were approved as read.
Resolution #971 pertaining to parking on Main St. and Graham
Avenue during the early morning hours was read. Councilman
Bartlett made the motion, and Councilman Davidson seconded,
and the resolution carried.
Communications read were from the Postmaster, Elsinore,
Public Utilities Commission, E.F. Babcock and G.J. Brown.
A motion by Councilman Bartlett, and seconded by Councilman
Davidson that Mrs. Kunkle be appointed City Glerk, carried.
Mrs. Kunkle was then sworn into office by Mayor French.
Mrs. Doris Green was then appointed Deputy City Clerk at a
salary of ~2g0 per month, with a motion by Councilman Seitz,
seconded by Councilman Bartlett, and carried.
Planning Commissionrs recommendation that a temporary carport
be allowed at 116 N. Poe was accepted with a motion by
Councilman Davidson, seconded by Councilman Bartlett.
The report on the variance for the 20 ft. setback on Townsend
St. between Sumner & Pottery was discussed and agreed that it
should stand. Further action was held to next meeting.
The de~luoridation report from Babcock was discussed and it
was recommended that another test be run by Crowley Co, of
Los Angeles and another analysis made.
Request of the P.O. Dept. to paint the curb white by the
newly installed curb mailbox was referred to the Police Dept.
Mr. BrownTS request for the. taxi cab transfer was referred
to the city attorney for necessary procedure.
Mr. Ben MillerTS request fora letter stating that he is
receiving sulphur water in his tank truck deliveries was
granted.
Mr. John R. Smith was appointed Supt. of Public works. A
resolution to that effect will be at meeting of Feb. 23rd.
The need for revision of the business licenses was discussed.
Mrs. Kunkle was instructed to write to neighboring cities for
copies of ordinanc s. Councilman Seitz was appointed chairman
of this project . '

Water delinquencies were discussed and the ordinance now in
effect will be enforced. That is, bill delinquent after the
tenth of the month with an added penalty of 10~, aftbr the
20th of the month, water subject to shut off, with a X1.00
charge for reconnection.
Warrants audited by the committee were approved and ordered
paid, with a motion by Councilman Seitz, seconded by Mayor
French and carried.
' Mayor French then asked Mr. Bernard how people can have
their names removed from the recall petition. Mr. Bernard
stated that he would furnish the clerk with mimeograph
copy for a certificate o£ withdrawal.
Igo further business appearing, the meeting was adjourned
~,~with a motion by Councilman Bartlett at $:30 PM.
