- ~'2~ Ad3ourned Meeting February 17, 1960 ~/ The City Council of the City of Elsinore met in au adjourned session on"February 17, 1y60, and was called to order at 7:30 P.M. with Mayor Bartlett presiding. - The Pledge of Allegiance was ltd by Councilman Davidson, and roll call was answered by all fise councilmen. Aldo present were Attorney Kegley, Mr, LeMat and Mr. Crowley, Mr. S.V.O. Prichard. Mayor Bartlett stated the agenda consisted of discussion for a defluori- dation plant. Attorney Kegley also stated that resolutions were pre- pared to conform with the Board of Health .rulings. Attorney Kelley them read proposed Resolution 1010 to accompany applica- tion for water permit for temporary use of natural mineral water, the application f®r a temporary water permits and the lease-option agreement with the Charles P. Crolley Co, for the installation of a defluoridation plant. Mr. Crolley & Mr. LeMat were, present to explain the different aspects of the proposed plant. Plate were givento each councilman. __Attorney Kegley read the. entire lease-option agreement with the Crolley Co., which stated that all minerals would remain in the water with the exception of the f uorides which would be reduced to 1 p.p.m. Plant would process 500~cr minute. Agreement with Crolley Co. calls for sufficient revenue from Water Dept. to corer cost of payments. .Present Ordinance states $2.60 minimum rate. Attorney Prichard stated ttew ordinance should be drawn immediately to provide sufficient revenue to meet terms. Several questions arose concerning the new well City is drilling. Mayor Bartlett stated he was sorry to report that test pumping was in swamp water, which could be piped to park and library for irrigation. Attorney Kegley abated that defluoridation was the only answer to solve all the problems facing the City of Elsinore. He asked how many would o3ect to the fee of X5.00 minimum with mineral water in lines, was told by Louis Snyder & Ben Kagan, people would gladly pay to get their water back. Councilman Maey & Councilman Yarborough asked several questions concerning proposed plant and were answered by Attorney Kegley, Mr. Crolley and Mr. LeMat. On motion Couneilmaa Davidson, seconded Councilml~ Xarborough, Resolution 1010, (A) to submitaan application for a temporary water permit passed on the following roll call vote: Ayes: Davidson, Yarborough, McAdams, Bartlett Noes: None Passed: Macy Application (B) for temporary water permit, to be submitted to State Board of Health carried on motion Councilman Davidson, seconded Councilman Yarborough, sad passed on the following roll call vote: Ayes: Davidson, Yarborough, McAdams, Bartlett Noes: None Passed: Macy Resolution 1011, authorizing Mayor Bartlett to execute the agreement with the Charles P. Crowley Co., on .behalf of the City of Elsinore, carried on motion Councilman Davidson, seconded Councilman Yarborough, and passed oa the following roll call vote: Ayes: Davidson, Yarborough, McAdams, Bartlett Noes: Maeg Passed: None 128 On motion C©uneilman Davidson,. seconded Gouneilmar: Yarborough, it; was resolved that Ordinance #383 be amended to provide tkat the minimum m©nthly eater rate be X5.00 per 1000. cu. ft, of water effective the first day of April, 1960 and to continue for a period of 30 ¢onsceutive m©nths thereafter.
