COUNCIL MEETING DECEMBER 11, 1961
The City Council of the City of Elsinore met in regular session
on December 11, 1961, and was called to order at 7:30 P,M. sai'th
Mayor Bartlett presiding.
Invocation was delivered by Rev. Schram, and the Pledge of Allegiance
was led by Councilman Berry. .
Roll call found all five, councilmen present.
Warrants audited by the committee were approved and ordered paid on
motion Councilman Berry, seconded. Councilman_Yarborough, car.
Resolution #1063, re. placing the measure of whether councilmen should
draw pay for regular meetings, on the election ballot in April, passed
on motion Councilman Yarborough, seconded Councilman Stewart, and
accepted on an unanimous roll call vote.
Resolution #106tt, approving the pay of the poundmaster fees to t he
Chief of Police, and appointing the Chief as Poundmaster, carried on
motion Councilman Berry, seconded Councilman Yarborough,
Chief Bittle's request for a foot patrolman through the holiday season
was granted on motion Councilman Berry, seconded 'Councilman Yarborough.
Extra man to be hired December 15. through Jan. 7, 1962.
Chief Bittle's request for a new police car was tabled on motion
Mayor Bartlett, seconded Councilman Stewart.
The obtaining of.false arrest insurance for seven policemen at a coat
of $52.50 to the City was approved on motion Councilman Berry, seconded
Councilman Stewart.
On motion Councilman Berry, seconded Councilman Stewart, the Library
request to.have their. property surveyed, for the placement of walks
& wall was granted.
Councilman Ritt to have charge of grader & man to grade streets &
repair. Mr. Yoder to assist with heavy grading & dirt moving.
Discussion was held on the replacement of water lines on E. Flint
to Rupard 5t. No action taken.
Mayor Bartlett sp's~ke about the possibility of annexing approximately
12 sq.,miles of territory to the City.
Govnc_aman Berry announced that the mineral water has been turned
on once again, and that .the plant was working in good condition.
City hopes to clear up water complaints by flushing lines.
On motion Councilman Yarborough, seconded Councilman Stewart the
meeting ad3ourned at 9:00 P,M. Next regular council meeting to be
held on Tuesday, December 26~
