HomeMy WebLinkAbout09-11-1961 City Council MinutesCOUNCIL MEETING SEPTEMBER 11, 1961 The City Council of the City of Elsinore met in regular session on September 11, 1961 and was called to order at 7:30 P.M. with Mayor Bartlett presiding. Invocation was delivered by Rev. Tannery and the Pledge of Allegiance was led by Councilman Berry. Roll call found all five councilmen present. Everett Fhilips also in attendance. The minutes of August 28 were approved as read, and the Planning Commission minutes of Sept. 7 were accepted as read. Warrants audited by the committee were approved and ordered paid on motion Councilman Berry, seconded Councilman Yarborough. Joe Seitz, Civil Defense Director gave a short talk on the program for the Elsinore Valley, stressing the point of protecting onus self, the building of community or individual shelters, and the need for a reserve police unit and possibly a rescue squad. On motion Councilman Berry, seconded Councilman Yarborough, car, five to attend Civil Defense meeting in San Bernardino on 9/12, and three to attend meeting in Banning on Sept. 20. 'Ehe audit report from Diehl, Evans and Co. for the 1960/61 fiscal year, was accepted on motion Councilman Yarborough, seconded Counci7.man Berry, car. John Merrifield~s request for a loading zone in front of his store was granted on motion Councilman Yarborough, seconded Councilman Stewart. Everett Philips expressed his thanks to Joe Seitz for his work in CD before going into a discussion on the water problems. Mr. Philips stated that the defluoridation plant was now operating with greater efficiency than ever before, but that the plant had been shut down when the difficul~iy~black watery arose. Trouble has been tentatively traced to ~~ a a in the water which clears up when it reaches the sunlight and air. Chloratien, a possible solution. Mrs. Stokes and Mr. Van Wert asked several questions on the cost, operation and solution of the water. On motion Councilman Yarborough, seconded Counci]man Berry, car., Chief Bittle~s request for the purchase of 8 mattresses and 2 cots was approved. The purchase of a welding and cutting torch for the city yard at approx. X100 was approved on motion Councilman Berry, seconded Councilman Hitt, car. On motion Councilman Berry, seconded Councilman Stewart, Mrs. Martins request to work vacation was granted. Approval of payment of necessary expenses incurred when trips are made on city business carried on motion Councilman Yarborough, seconded Councilman Hitt. Mayor Bartlett stated that the new roof on city hall was completed also that $1000 or $5000 damage had been done to sewer plant, whether sabatoged or not?
