COUNCIL MEETING AUGUST 28, 1961
The City Council of the City of Elsinore met in regular session
on August 28, 1961 and was called to order at 7:30 P.M, with
Mayor Bartlett presiding.
Invocation was delivered by Rev. Durham, and the Pledge of
Allegiance was led by Councilman Berry.
Roll call found all five councilmen present, also Attorney
Dougherty in attendance.
The minutes of August 14 were approved as read, and the warrants
were ordered paid on motion Councilman Berry, seconded Councilman
- Yarborough, car.
The Clerk's & Treasurer's reports for July were accepted on motion
Councilman Berry, seconded Councilman Hitt, car.
The Lion's Club request for the Couneil to re3:ease the Boy Scout
ownership certif`lcate was granted on motion Counci]man Berry,
seconded Councilman Yarborough, car.
Ordinance #397 re. the dri113ng of wells in Elsinoro, adopted on
motion Councilman Yarborough, seconded Councilman Stewart and
carried_on the following roll call vote:
Ayes: Stewart, Yarborough, Bartlett
Noes: Berry, Kitt
The G.I. Forum's request for permission to sell beer at the
Eity Ba11-Park-on Sept.. 2 was denied after much discussion with
the City Attorney and reference to Ord. #378. Permission was
granted for a concession stand on motion Councilman Berry,
seconded Councilman Stewart, car.
Bids for reroofing the city hall were opened with t he following
resultss Garton Roofing - X2,029. - Huffman Roofing - X990, with
bond, $1,090. - Lee Roofing - $1,081. On motion Councilman
Yarborough, seconded Councilman Stewart, the bid of the Lee RoofYr~
Co. of X1,081 was accepted. Car.
On motion .Councilman Yarborough, seconded Councilman Berry, car.,
Resolution-#1058 proposing the annextion of the sewer farm
property was adopted.
Resolution #1059 renewing the radio maintenance agreement with
the county carried on motion Councilman Berry, seconded Council-
man Stewart.
On motion Councilman Yarborough, seconded Councilman Berry, car.
Councilman Yarborough's request to install an additional
shuffleboard and lights in the City Park was granted.
On motion Councilman Yarborough, seconded Councilman Hitt, Mayor
Bartlett to notify Mr. Seitz that the Council requests a complete
report on the Civil. Defense Operation in Elsinore.
The purchase of a 6" check valve and flanges was approved on
motion Councilman Berry, seconded Councilman Stewart, car.
Several inquired as to what was causing the black water in the
mains. .Mayor Bartlett explained that tests were being made and
all phases of operation looked into to determine what could be
the cause.
On motion Councilman Yarborough, seco ed Councilman Stewart,
the meeting adjourned at 8:30 P.M
