The City Cotmcil of the City of Elsinore met in regular session
on April 24, 1961, and was called to order at 7:30 P.I~I, with
Mayor Bartlett presiding.
Invocation was delivered by Rev. Underwood, and the Pledge of
Allegiance was led by Councilman Berry.
Roll call teas answered by all five councilmen.
The. minutes of April 10 and the Plan. Com. minutes of April 20
were accepted as read.
Mr. J. Atamanack's request for permission to build at Spring &
Limited Street's-was granted on motion Councilman Yarborough,
seconded Councilman Berry, car.
Warrants audited by the committee were approved and ordered paid
on motion Councilman Berry, seconded Councilman Yarborough, car,
The clerk's & treasurer's reports for March were accepted on motion
Councilman Berry, seconded Councilman Yarborough, car.
The Mayor's & Councilmen's Conference on May 18 in Corona to be
attended by four councilmen and clerk. Approved on motion
Councilman Berry, seconded Counci-loran Yarborough.
The Mental Health Asso, letter from the Riverside Chapter was
read announcing their door bell ringing drive. Councilman
Yarborough to check.
Carl u. Kegley's resignation as City Attorney was read and accepted
on motion Councilman Yarborough, seconded Councilman Stewart, car.
Mr. Harry M. Dougherty was hired as City Attorney on motion Council-
man Yarborough, seconded Counoilunan Stewart car.
P4r. Dougherty to prepare resolutions, attend meetings, & advise in
legal matters at a salary of w200 per month on motion Councilman
Berry, seconded Councilman Yarborough, car.
On motion Councilman Yarborough, seconded Councilman Berry. car.,
the salary of X64 a month was set for the poundmaster, to be
appointed by the Chie£ of Police.
Resolution #1048, re, amended highway agreement carried on motion
Councilman Berry, seconded Councilman Yarborough.
Resolution #1049, re. publishing of wage scale on public projects
carried on motion Cou~icilman Yarborough, seconded Councilman ~er~f.
Mayor Bartlett was authorized to oppose AB 2443 & AB 2045 on motion
Councilman Berry,. seconded Councilman Hitt; car,
Councilman Yarborough's request to have electrical outlets installed
in the bandstand in the park, and`a street light over the Spring St.
W@Z1 wa5 granted on motion Councilman Yarborough, seconded Councilman
Berry, car.
Lou Goulart's request for a street light on Kellogg between Graham
and Heald was taken under consideration.

On motion Councilman Yarborough, seconded Councilman Stewart, the
meeting adjourned at 8:45 P.M~
