The City Council of the City of Elsinore met in regular session
on "February 111, 1961, and was called to order at 7,:30 P.M, with
Mayor Bartlett presiding.
Invocation was delivered by Councilman Hitt, and the Pledge of
Allegiance was led by Councilman Berry.
Roll call found all five councilmen present.
The minutes of January 23 and the Plan. Commission m><nutes-of
Feb. 9th. were approved as read.
Warrants audited by the committee were approved and ordered
paid on motion Councilman Berry, seconded Councilman Stewart, car.
The Clerk's report for January, 1961 was accepted on motion
Councilman Yarborough, seconded Councilman Berry, car..
Councilmen Yarborough, Berry & Mayor Bartlett to attend the
dedication of the new Colton Civic Center on Feb. 23.
. Councilman Yarborough to attend the Rside. Go. Water Asso.
meeting on 'Feb. 16 if possible.
-, :The Citrus Belt DiY. of League, of Calif. Cities on Feb. 17
to be held. in upland to be attended by Councilmen Yarborough,
Berry, Stewart and Mayor Bartlett.
Congressman'Saund's letter on available surplus foods to be
referred to_welfare dept.
Walter N. Mark's letter re. Brotherhood Week and Harry Brewer's
letter re. Sheriff's Patrol were read with no action taken.
On motion Councilman Berry, seconded Councilman Yarborough,
AB 127 re. Brown Act & Public Meetings to be opposed, car.
The Recreation Commission's request for a 2" water line and
more parking space at the new ball park was granted on motion
Councilman Yarborough, seconded Councilman Berry, car.
The Air Pollution Control Board's letter re. cut & fill dumping
was read with Mayor Bartlett stating that this had already been
taken up with Supervisor Jonea to try and work with county in
obtaining a bulldozer.
Div. of Highways revised estimate of apportionments o£ the
5/8¢ gas tax was read.
Everett A. Phillips contract with the city to be extended to
June 211, 1961 on motion Councilman Yarborough, seconded
Councilman Stewart, car. Mr. Phillips to also work on sewer
ii and street engineering.

I Resolution #1037 re, expiration of Sheriff's Dept, lease was
discussed and passed on motion Councilman Yarborough, seconded
Councilman Berry, carried.
R®so~;~ttion #1038 re. the "Buy American" Act was passed after
discussion on motion Councilman Berry, seconded Councilman
Yarborough, carried.
Resolution #l0~dre s~se~9 restoration of the "Constellation"
was discussed~os m~~ion Councilman Yarborough, seconded
Councilman Berry, car.
Resolution #10110 re. the increase of taxes for street and road
deficiencies was disscussed and passed on motion Councilman
Yarborough, seconded Councilman .~,

Resolution #1041 amending the City~s Mayor Streets was discussed
and passed on motion Councilman Yarborough, seconded Council-
man -Stewart.
Resolution #1042 for proposed street improvements was discussed
and passed on motion Councilman Berry, seconded Councilman
Yarborough.
Considerable discussion was held on the matter of obtaining the
services of an attorney who would be available and closer to
the city. Mayor Bartlett appointed Councilmen Yarborough and
Hitt to contact various attorneys and discuss the matter.of
taking this position. Any further action deferred to next
meeting.
On motion Councilman Berry, seconded Councilman Yarborough and
carried, Mayor Bartlett authorized to_make trip to Surplus
Property Hdq. to purchase 1/2 ton pickup and necessary city
items on 'Feb. 15.
Councilman Stewart presented the need for a concrete slab 'in
the city yard to do necessary equipment repairs on. On motion
Councilman Stewart,.seconded Councilman Berry, request granted.
Max Wertheimer inquired about directional signs into Elsinore,
at the•Railroad Canyon turnoff. State Hwy. Dept. to be contactdd.
The meeting adjourned at 9:00 P.M. on motion Councilman Yarborough
seconded Councilman Stewarty~ .
