Council Meeting August 27, 1962
The City Council of the City of Elsinore met in regular session on
August 27, 1962, and was called to order at 7:30 P.M. with Mayor
Bartlett pigsiding.
Invocation was delivered by Councilman Yarborough, and the Pledge of
Allegiance was leci by Councilman Berry,
Roll call found Councilman Hitt absent.
This being the time set for the public hearing on the annexation, four
letters of protest were read from property owners in that area, Mr. & Mrs.
Eckerman, Leta Evans, Alice Imus and Peter Lehr. Statements were also
heard from those attending. .Information to-be taken under consideration,
with action held to next meeting.
The minutes of August 13th were approved as read. The Plan. Com, minutes
of August 21st were read and discussed.
On motion Councilman Yarborough, seconded Councilman Stewart, R. H. Cruise
request for permission to grade Mountain View Avenue at his own expense
was approved on the condition that he grade 50+ width and holds to the
sub-division ordinance.
The recommendation of the Plan. -0om. for a X50 bond ordinance far the
posting of signs was tabled on motion Councilman Stewart, seconded
Councilman Berry until legal advice obtained.
The treasurer's reports for June & July, 1962 were approv®d on motion
Councilman Herry, seconded Councilman Yarborough.
The warrants audited by the committee were approved and ordered paid on
motion Councilman Berry, seconded Couneihnan Yarborough.
The request of Alfred Gregory for an access road to property above the
dump was referred to Plan. Com, for their recommendation.
Everett A. Philips recommendation for the immediate hiring of a city
administrator was read and discussed. Interviews with the applicants
to be arranged during the evenings next week.
Hungerford & Terry~s statement on the defluoridation plant was read' as
was Everett Philips letter regarding the work he ~s doing for the Council
and the Planning Commission, On motion Councilman Berry, seconded
Councilman Yarborough, Mr. Philips authorized to proceed with projects
and defluoridation plant option,
John Merrifield~s letter of explanation was read, as well as letter to
Mayor Bartlett.
Ordinance ~lt01t, declaring flood zone along ditch carried on an unanimous
roll call vote on motion Councilman Yarborough, seconded Councilman Berry.
The Riverside County Flood Control proposal for services was referred to
Planning Commission.
On motion Councilman Berry, seconded Councilman Yarborough, car, X7000
to be transferred from Capital Improvement to Water Fund to he7,~ defray
cost of Sumner Street water main replacement.
Mr. Bulot, of Stone Rc Youngberg, gave a short talk on the possible
financing of the water line improvements,
No further business appearing the meeting adjourned at 9:30 P.M. on motion
Councilman Yarborough, seconded Conncilman Berry~~.
