The City Council of the City of Elsinore met in regular session on
December 14, 1964 and was called to order at 7:30 P.M. with Mayor
Bartlett presiding.

~'- 'Invocation was led by Father Jalbert and the Pledge of .Allegiance was led
='by Councilman Berry.
Roll call found all five councilmen present. City Manager Guler and
Attorney Dougherty also in attendance.
'This being the time for the public hearing on the rezoning of W. Graham
Ave., Mayor Bartlett called for those in favor of rezoning to be heard;
Jim Lucke, Angelina Rinetti, T.C. Morris, and Frank Maitsberger spoke of
-•- the advantages of rezoning.: Mr. Connors and Mrs.,Claxton, spoke against
f the rezoning in representation of those that .had signed the petition
against. Ordinance #424, rezoning W. Graham Ave. was passed on the second
reading on motion Councilman Yarborough, seconded Councilman DePasquale
and unanimously carried.
The minutes of November 23 to be corrected to show Councilmen Berry and
Yarborough against action taken by council not to set a recall election.
The minutes of Dec. 4, 1964 approved as read.
The clerks and treasurers reports were accepted on motion Councilman Berry,
seconded Councilman Yarborough, car.
Warrants were approved and ordered paid on motion Councilman Stewart,
seconded Councilman Berry, car.
Resolution #1146, accepting the offer of Wilsey, Mam R Blair for a
planning study, carried on motion Councilman Yarborough, seconded
Councilman Berry.
Mayor Bartlett was authorized to file an application for assistance on
planning program on motion Councilman Berry, seconded Councilman DePasquale.
Resolution #1147, requesting assistance on planning program carried on
motion Councilman Berry, seconded Councilman Yarborough, car.
The Mayor's b Councilmen's meeting in Riverside on Dec. 17th to be
attended by all who can.
Letter from Anthony Junkley commending the Police Dept. read & filed.
Letter from Gordon Cologne regarding Lake Elsinore read and filed.
City Manager Guler to investigate the proposal of Winkley 8 Associates to
install a Community Antenna service for television.
Motion Councilman Stewart, seconded Councilman DePasquale, car., that for
the total of $87.50, ads in the Valley Sun and the Week-Ender carry holiday
greetings from the City of Elsinore.
Motion Councilman Berry, seconded Councilman DePasquale, car., Sanitary
Pipeline Inc. request for periodic payment approved.
Oscar Hitt withdrawal of proposal to purchase pipe read for information of
council. No action taken on the proposed sub-division ordinance until
Wilsey, Ham 8 Blair reviews.
Attorney Dougherty read his opinion on the recall petitions to the council.
Alex Yakutis from the law firm of Walker, Sullivan, Hews, Brown f. Yakutis
asked that the record show that he had demanded that the City Council set
a date for the recall election. Motion Councilman Berry, seconded Council-
man Yarborough, that the City Council seta recall election date, motion
defeated by the following roll call vote:
Ayes: Yarborough, Berry
Noes: Stewart, Bartlett, DePasquale

A. Korn request for sewers to proposed memorial hospital, Mr. Korn
advised to consult attorney to get proper annexation in order.
Councilman Berry made a brief report on sewer connection fees and refunds
policy matter referred back to committee for further study. Councilmen
Stewart and Yarborough reported briefly on park building and indicated
subsequent meetings of committee should produce a recommendation for
council meeting of 12/28/64.
Request from Eouncilman Yarborough fora light at Campus Way b Pottery
was discussed - Staff instructed to determine if such a request previously
filed, if not, orde r a street light at designated location.
No further business appearing, the .meeting adjourned at 10:1U P.M on motion
