'.,The City Council of the City of Elsinore met in regular session on
'" ''November 23, 1964 and was called to order at 7:30 P.M, with Mayor
.Bartlett presiding.
1nJocatton was delivered by Councilman Yarborough and father Ross, the
Pledge of Allegiance was led by Mayor Bartlett.
''Roil call found all five councilmen present. City Manager Guler and
City Attorney Dougherty also in attendance. '

Warrants were approved on motion Councilman Yarborough, seconded
Councilman'Stewart, car.
Clifford Stevens .letter re. Job Corps Center and Wm. Miller letter re.
purchasing of pipe were read for information of council.
Motion Councilman DePasquale, seconded Councilman Yarborough, car.
up to $500 authorized for the purchase of Christmas decorations only
and with the provision that City Manager Guler approve all invoices.
City Manager Guler authorized to obtain data on the previously approved
poles for the ,installation of banners, decorations, etc., cost estimate
to be presented at meeting of 12/14/64.

with the clerk'ao notify owners on motion Councilman Yarborough, seconded
Councilman Berry, car.
Councilmen Berry S Yarborough to study sewer charges and report to council.
Motion Councilman Yarborough, seconded Councilman DePasquale, car., action
on the Oscar Hitt request to bring 3" transite line to his residence on
Flint St „ carried over to later meeting.
Motion Councilman Berry, seconded Councilman DePasquale, car., Sanitary
Pipeline Co., Inc. request for approval of partial payment, contingent on
interim financing was approved.
City Clerk Florene Marshall presented the City Council with recall petitions
on Thomas C. Bartlett, bearing 396 signatures, and one petition on Hilbert
H. Stewart, bearing 385 signatures and a supplemental petition on Hilbert
H. Stewart bearing 11 signatures. Attorney Justin McCarthy of the law
firm of Redwine S Sherrill advised the council to withhold action at this
time as petition did not meet statutory requirements for petitions. City
Attorney Dougherty advised that if it were the council's wish, he would
investigate the legality of said petitions and report at next meeting 12/14/
Motion Councilman DePasquale, seconded Councilman Stewart, car., City
Attorney Dougherty to investigate legality of petitions and present council
with written report on 12/14/64.
Mrs. Levinton, 282 Peck St.; Mr. Alex Posinoff, 2j!?) E, Graham; J.T,Lilliard,
317 Granite, Mike Zdeb, 321 Granite; W. Scott Brownell, 523 Minthorn;
Mrs. Ray Kugel, 114 N. Chestnut; Sam Balan, 410 E. Pottery; Rose Oletsky,
310 W. Heald and A. E. Guise, 1124 Lakeshore Dr., made statements regarding
the obtaining of their signatures on said recall petitions.
Mayor Bartlett stated that he had an affidavit from a person who had
signed petition when approached and that they were not told that it was a
recall petition. Affirmations to be filed with City Clerk.
Councilman'f; Stewart's request to leave the state. for two weeks was granted
on motion Councilman DePasquale, seconded Councilman Berry, car.
Councilman Stewart reported on the dump problem regarding brush. Further
investigation to be made

Mr. Lawrence inquired about sewer refund and was informed that
€his is wi~at Councilmen Berry 6 Yarborough 'we re also working on.
Councilman Berry reported on the Larts'& Stag proposals,' stating
that a decision mast be reached by the .council by Juty, 1g6~.
Mr. Connor inquired about the status of diagonal parking and was
informed that the matter is being checked into with the Div.
of Highways. '
Ho further business appearing, the meeting adjourned at 9:45 P.M.
