City of Elsinore met in regular-session on September 14,.1964 and was called to order at 7:30 P.M, with Mayor Bartlett presiding. invocation was delivered by Father Codonic and the Pledge of Allegiance was led by Councilman Berry. ric, ... _ Roll call found ali five councilmen present. .Attorney Dougherty and City Manager Guler also in attendance. The minutes of August 24 and Sept.. 8, 1964 were approved as read. 423 ?;Warrants were audited at ahe table and approved and ordered paid on motion 1Councilman Yarborough, seconded Councilman DePasquale, car. The clerks and treasurers reports for July were approved on motion Councilman Yarborough, seconded Councilman Berry, car. This being the time for the hearing on the order to show cause issued on the property located at 1100 W. Graham Ave., Attorney Dougherty read exhibit ii.tems #L.thru 18 as part:of the record and testified as to the proceedings taken in notifying-the owners of the .condition of this property. Mayor Bartlett then swore in Duane Roderick, Director of Public ,Safety and Florene Marshall, City Clerk, who answered questions re. the steps taken and the condition of ,.. the property. Motion Councilman Berry,:seconded Councilman Yarborough and .., sunanimously carried that all of said buildings and structures located upon Lots i and 2 in Block 8 of the City of Elsinore, as shown by Map on file in .Book 6, :Page 302 of Maps, San Diego County Records, were and now are unsafe and constitute a fire hazard.;and are otherwise dangerous to human life, and `"c®nstitute a hazard to safety, he lath and public welfare, and by reason of the dilapidation and abandonment, the buildings and structures are a public nuisance which should be abated by demolition and removal, all in accordance with the provisions of Ordinance No. 407 of the Ctty of Elsinore, CalPfornia, being a reenactment of the Uniform Building Code, 1961 Edition, and other ordinances applicable thereto. That the owners are ordered to demolish, destroy and remove all of the buildings and structures located upon the above described property, and that said demolition, destructions and removal shall be done within thirty (30) days from the mailing of the notice. That in the event all of said buildings and structures are not demolished, destroyed or removed within said time, the City will cause said buildings and structures to be demolished, destroyed and removed, and the t the cost thereof shall be made a lien against said real property and shall be entered upon the tax rolls assessed against said real property, all in accordance with the ordinances hereinabove set forth and other ordinances applicable thereto. Motion Councilman DePasquale, seconded Councilman Berry, and unanimously carried, the City Clerk to send copies of the above motion by certified mail to the property owners of 1100 W. Graham Avenue. Duane Roderick gave a report on Moore property at corner of Spring 8 Pottery, and is to follow procedures on condemnation. V.W.W. I Auxiliary letter of appreciation to Mayor Bartlett read. Councilman Yarborough objected to appreciation extended to one man without consulting council, stated he had measured parking lot and a good deal more was involved than the Veterans were billed for. Resolution #1142, re. 1964/65 maintenance agreement with State Div. of Highways carried on motion Councilman Yarborough, seconded Councilman DePasquale 424. Commission meeting of Sept. 1.5 for sturdy session. ;:: The Planning Commission's recommendations for the granting of variances in three cases carried over for fmrther sturdy. The ragmest of D. Hendricks for permission.to build on Kelaoyg St., was discrossed and referred to staff for issmance of permit upon condition that pimmbing has been removed and that "storage flmiiding" will-never be rased for habitation.
