COUNCIL MEETING AUGUST 10, 1964
The City Council of the City of Elsinore met in regular session on
August 10, 1964 and. was called to order at 7:30 P.M. with Mayor
Bartlett presiding.
Invocation was delivered by Rev. Davis and the Pledge of Allegiance
was led by Councilman Berry.
Roll call found all five councilmen present. City Manager Guler
and City Attorney Dougherty also in attendance.
The minutes ofi July ?_7, 1g64 were'. approved as read.

seconded Councilman DePasq~!ale, car.
The Mayyor's & Councilmen's Conference in Perris on August 20 to be ati:ended
by all who can. Norman Scrofani letter of appreciation read & filed.
The request of the Clean-Up committee for permission *.o use the city
banner m+as granted on motion Councilman Yarborough, seconded Councll®an
DePasquale, car.
M:o*_ion Councilman DePasquale, seconded Councilman Berry, car., City Manager
authorized to negotiate details for the Chamber of Commerce request for
tl~e holding of a parade in connection with the Clean-Up campaign, Parade
reouest granted subject to staff approval.
The City Attorney's opinion on the granting of a conditional exception
to Ruth Scott was read and discussed. Motion Councilman DePasquale,
seconded Councilman Stewart, car., that the Planning Commission recommenda-
tion for the c, ranting of a conditional exception to Ruth Scott be denied
on the basis of fhe Clty Rttorney's recommendation.
Kathryn Lee's request fora palmistry license .vas granted on motion
Councilman Yarborough, seconded Councilman Stewart, car., subject to
revocation at any time without notice.
Motior Councilman Berry, seconded Councilman D2Pasquale, car., that the
date of Sept. 14, 1964 at 7:30 P.M. be set to sho+.v cause why the buildings
and structures located at 1100 41est Graham Avenue, Elsinore, Califorr.ta
should not be declared a public nuisance all in accord with the order.

structures and that the cost thereof be placed on the tax bill of said

said notice to show cause and send copies to the property owners by
certified mail.

Councilman DePasouale brought up ±he subject of some of the delapidated.
buildings in the City. Clean-Up committee members working on the
problem and City Manager reported Bldg. Inspector also issuing condemnation
notices. Councilman DePasquale also suggested that the need for sidewalk
benches be looked Into; City Manager Guler to chock on locations.
Lyle Hodges to be notified that the drainpipe under Ellis Street will
be opened and that he may be in the path of potential flooding •

the removal of the unsightly tree boxes along Main Street,
and the immediate investigation of the report that there are
old ice boxes abandoned on city lots.
City Manager Guler nave a short report on the freev:~ay route
for Highway 71. ,
Ne~further business appearing, the mooting adjourned at
