COUNCIL MEETING MAY ll, 1964
The City Council of the City of Elsinore met in regular session
on May 11, 1964 and was called to order at 7:30 P.M. with Mayor
` Bartlett presiding.
Invocation was delivered by Councilman Yarborough and the Pledge of
Allegiance was led by Councilman Berry.
`` Roll call found all five councilmen present. Attorney Mackey and City
Manager Guler also in attendance.
The minutes of April 27, 1964 were approved as read.
The clerk's & treasurer's reports for March, 1964 were approved on
motion Councilman Yarborough, seconded Councilman Stewart, car.
Warrants were approved and ordered:''paid on motion Councilman Stewart,
I seconded Councilman Yarborough, car.
Geo. Wood request and proposal for the abandonment of Irwin Ave. and the
relocation of 6th Avenue, complete with grading, paving, curbs and
gutters and other contingencies approved, with Mayor and Clerk to sign
subdivision map if it meets with staff approval on motion Councilman
Berry, seconded Councilman DePasquale, car.
Citrus Belt Div. League of Calif. Cities meeting in Victorville on May 13
to be attended by all who can, also attendance of Mayor's & Councilmen's
Institue in Santa Monica May 17-19.
The request of Conwell & Marabedian to close the a~~ey that runs east &
west through block 9, referred to Planning Commission for recommendation
and Council to investigate also.
The request of the Eighth Grade for dance on June 5th read, with fees
being waived on motion Councilman Berry, seconded Councilman DePasquale, car.
The request of the Little League for waiving of carnival fees and Permission
to use city property May 20-24 was granted on motion Councilman Yarborough,
seconded Councilman DePasquale, car.
Mona Leese letter read for information of council.
This being the time for selection of mayor, the clerk opened nominations
for Mayor. Councilman Stewart nominated Councilman Bartlett, Councilman
Berry nominated Councilman Yarborough. Motion Councilman Yarborough,
seconded Councilman Stewart, car., nominations were then closed.
Councilman Bartlett was re-elected as Mayor on the following roll call vote:
Councilmen Stewart, Bartlett, DePasquale for Councilman Bartlett.
Councilmen Yarborough & Berry for Councilman Yarborough.
Nominations were then opened for the office of Mayor Pro Tem. Councilman
Stewart nominated Councilman DePasquale, Councilman Berry nominated
Councilman Yarborough. Motion Councilman Bartlett, seconded Councilman
Stewart, car., nominations were then closed. Councilman DePasquale was
elected Mayor Pro Tem on the following roll call vote:
Councilmen Stewart, Bartlett, DePasquale for Councilman DePasquale.
Councilmen Yarborough & Berry for Councilman Yarborough.
Attorney Dougherty's letter re. the Baisley rezoning was read for informati~
of council. Ordinance #419, rezoning Baisley property for hospital passed
on the second; reading on motion Councilman Berry, seconded Councilman
Stewart, car.
Letter of appreciation to be sent to the Calif. Water & Telephone Co. for
their article on Elsinore in their bi-monthly magazine.
Motion Councilman Berry, seconded Councilman Yarborough, car., permit and
water fees to be waived for the construction of the mineral water and
domestic water line projects

Motion Councilman DePasquale, seconded Councilman Berry, car.,
$10.00 deposit to be required at time of signing for mineral
water connection, deposit to be returned if service dis-
continued.
