HomeMy WebLinkAbout04-27-1964 City Council MinutesCOUNCIL MEETING APRIL 27, 1964 X95 The City Council of the City of Elsinore met in regular session on April 27, 1964 and was called to order at 7:30 P.M. with Mayor Bartlett presiding. Invocation was delivered by Rev.. Thompson and the Pledge of Allegiance was led by Councilman Berry. Rell call found all five councilmen present. City Manager Guler t; City Attorney Dougherty also. in attendance. The minutes of April 13, 1964 were approved as read on motion Councilman Berry, seconded. Councilman-.Stewart, car. Motion Councilman DePasquale, seconded Councilman Yarborough, car., that Mayor Bartlett's attendance at the Mayor's Conference in New York, as approved by a 3-2 vote at the meeting of 4/13/64 be amended to preclude the City of Elsinore bearing any part of the expense, be canceled. The minutes of the April 21 adjourned meeting and April 21 special meeting were approved as read. Warrants were approved & ordered paid on motion Councilman Stewart, seconded Councilman DePasquale, car. The request of John's Ambulance Service fora franchise, referred to City Attorney on motion Councilman Yarborough, seconded Councilman Stewart, car. George Wood letter regarding closing of Irwin Ave. & relignment of Avenue 6 referred to City Manager for further negotiations on motion Councilman Yarborough, seconded Councilman Berm car. John Merrifield spoke relative to the Costs of the proposed change, indicating it was his belief the City should consider sharing the cost of additional engineering incurred by Mr. Wood in attempting to comply with the City's request to realign Avenue 6. Councilman DePasquale indicated that he opposed the proposition of the City bearing such engineering costs. Ordinance #41g, carried over on the second reading, for City Attorney's recommendation & approval of Council as to deeding of 25' strip for street widening, on motion Councilman Yarborough, seconded Councilman Stewart, car. City Attorney Dougherty read his letter of 4/23/64 to Attorney General Mosk asking for an opinion of the action taken on 4/21/64 for the selec- tion of Mayor. He suggested that no further action be taken until May 11, 1964, motion Councilman Yarborough, seconded Councilman Stewart, car, action carried to meeting of May 11, 1964 on the following roll call vote: Ayes: Stewart, Yarborough, Bartlett Noes: Berry, DePasquale Motion Councilman Berry, seconded Councilman Yarborough, car., approval granted to forward Street Needs Study as prepared by City Engineer Del Crane to the State Div. of Highways. Motion Councilman Stewart, seconded Mayor Bartlett, car., Rupert Lucas unanimously reappointed to the Planning Commission fora four year term. Lee Backstrand's letter of 4/22/64 to Councilman DePasquale read. Rev. Thompson gave a short eulogy. Motion Councilman Yarborough, seconded Councilman Stewart, car., letter of condolence and flowers to be sent to Senator Backstrand's funeral and family. Councilman Yarborough's proposal & motion to rename the City Park, the John F. Kennedy Memorial Park was withdrawn after discussion~e `~~~i Approval for John Merrifield and ano~heci-member of the Plan. Com. is Councilman Berry to attend a Planning Commission seminar in San Francisco.on May.7 & 8, was approved on motion Councilman Yarborough, seconded Councilman De Pasquale, car. Tuition of $20 per person and expenses to be paid by City. John Merrifield gave a short report on the school site proposal for information only, no council action has taken.
