Mayor Magee called the meeting to order at 7:06 p.m. PLEDGE OF ALLEGIANCE Mayor Magee led the Pledge of Allegiance. ROLL CALL PRESENT: Mayor Magee Mayor Pro Tern Johnson Council Member Hickman Council Member Manos Council Member Tisdale Also present: City Manager Yates, City Attorney Leibold, City Clerk Bloom, Administrative Services Director Riley, Community Development Director Taylor, Planning Manager MacHott, Interim Public Works Director Eskandari, Police Chief Kennedy- Smith, Fire Chief Barr, and Deputy City Clerk Gutierrez. PRESENTATIONS / CEREMONIALS • Proclamation declaring Lake Elsinore as a Relay for Life City Mayor Magee presented the Proclamation declaring Lake Elsinore as a Relay for Life City to Sandra Tordoff and Robin Shannon. PUBLIC COMMENTS — NON- AGENDIZED ITEMS — 1 MINUTE None Regular City Council Minutes Meeting of October 8, 2013 CONSENT CALENDAR (1) Approval of Minutes Page 2 of 5 Recommendation: It is recommended that the City Council approve the Minutes of the Regular City Council Meeting of September 24, 2013. (2) Warrant List dated September 26, 201 Recommendation: It is recommended that the City Council receive and file the Warrant list dated September 26, 2013. (3) Award of Contract — Traffic Striping and Pavement Marking Maintenance Work Recommendation: It is recommended that the City Council authorize the City Manager to execute a maintenance contract agreement with Orange County Striping Service Inc. for Maintenance of street striping and markings for a term of one (1) year commencing from the date of execution for an amount not to exceed $100,000. There is no rate increase associated with the extension of this contract. (4) Purchase Authorization of Mobile Technology Equipment to Support Emer enc Operations Center (EOC) Recommendation: It is recommended that the City Council A) Waive the formal bidding process per Municipal Code Section 3.08.070(F); and B) Authorize the City Manager to sign and issue a Purchase Order for the amount of $68,895.00; for the purchase of mobile technology equipment, to outfit the City of Lake Elsinore EOC. (5) Resolution Approving CFD No. 2006 -5 (Parks, Open Space and Storm Drain Maintenance) Annexation No. 5 Boundary Map and Resolution Dissolving CFD No. 2006 -9 (Trieste) Recommendation: It is recommended that City Council adopt Resolution No. 2013- 060 approving the boundary map for Annexation No. 5 to CFD No. 2006 -5 (Parks, Open Space and Storm Drain Maintenance) and adopt Resolution No. 2013 -061 dissolving CFD No. 2006 -9 (Trieste). Motion by Council Member Manos, seconded by Mayor Pro Tern Johnson, to approve the Consent Calendar, passed by unanimous vote. PUBLIC HEARING(S None APPEAL(S) None Regular City Council Minutes Page 3 of 5 Meeting of October 8, 2013 BUSINESS ITEM(S) (6) Traffic Signal Installation at Summerhill Drive and Via Scenica Recommendation: It is recommended that the City Council A) Authorize the design and construction of a traffic signal at the intersection of Summerhill Drive and Via Scenica; B) Authorize the appropriation of $250,000 from the Traffic Impact Fee fund to Capital Improvement Program, Project #4423; and C) Authorize the City Manager to execute all related contracts. Interim Public Works Director Eskandari provided an overview to City Council. Council Member Manos spoke about an accident that his family witnessed at that intersection. He stated that it is a dangerous intersection and expressed his support for this project. Council Member Hickman spoke about the dangerous condition and traffic issues at the intersection of Summerhill and La Strada. He stated that location needed a light as well. Council Member Tisdale stated that there are other streets throughout the City that have similar issues. He asked that developers be required to install traffic signals for developments on hills. Council Member Tisdale thanked staff for their work. Council Member Hickman asked for a condition that requires the developer to install traffic signals as the second phase of Tuscany Hills is developed. Mayor Magee informed that this project was approved in 1989 over the objections of City staff and that Council is now fixing a problem that should have been addressed. The City is taking on a cost that should have been the obligation of the developer. Mayor Magee stated that the traffic signal issue was brought up at the Lake Elsinore Citizens Committee meeting in February and reminded the public that City Council does listen to their concerns. Mayor Magee thanked City Manager Yates for his work. Motion by Council Member Manos, seconded by Council Member Hickman, to authorize the design and construction of a traffic signal at the intersection of Summerhill Drive and Via Scenica; authorize the appropriation of $250,000 from the Traffic Impact Fee fund to Capital Improvement Program, Project #4423; and authorize the City Manager to execute all related contracts. Interim Public Works Director Eskandari informed City Council that this project should be completed within eight months. The motion passed by unanimous vote. Regular City Council Minutes Page 4 of 5 Meeting of October 8, 2013 PUBLIC COMMENTS — NON -AGENDIZED ITEMS — 3 MINUTES John Larson announced the Shake -Out Expo on Saturday, October 19th from 10:00 a.m. to 3:00 p.m. at the Diamond Stadium. Mr. Larson informed about the various demonstrations and hands on activities relating to emergency preparation. CITY ATTORNEY COMMENTS None CITY MANAGER COMMENTS City Manager Yates announced the City Wide Clean -Up on Saturday, October 19th at the Diamond Stadium from 6:30 a.m. to 12:30 p.m. CITY COUNCIL COMMENTS Council Member Manos spoke regarding the traffic conditions throughout the day at Railroad Canyon, Grape Street, and Summerhill Drive through Diamond Drive and then on to Mission Trail. He asked that staff research the traffic issues at those locations. He reported that the Oktoberfest was a success and announced the Field of Screams at the Storm Stadium, as well as International Walk to School Day on Wednesday, October 9th Council Member Hickman invited the public to International Walk to School Day at Tuscany Hills. He announced the City Wide Clean -Up on Saturday, October 19th at the Storm Stadium. Council Member Hickman also announced the football game at Lakeside High School vs. Temescal High School on Friday, October 11th and asked the public to be cautious. Council Member Tisdale stated that the Federal Government had shut down due to lack of negotiations. He reminded the public that the people most impacted are veterans and military families. Council Member Tisdale encouraged the public to write to their local Congress, Senate representatives and the President to put a stop to the Federal shutdown. Mayor Pro Tern Johnson thanked staff and City Attorney Leibold for their hard work. She talked about her attendance at a brake safety demonstration by PureForge for law enforcement motorcycles. Mayor Pro Tem Johnson stated that she is excited that the City of Lake Elsinore is the the first to participate in an alliance to protect law enforcement officers. Mayor Magee announced that the the County of Riverside approved a reduction of development impact fees and a neighboring city had approved an increase of development impact fees. He stated that this City needs to make sure that it stays competitive while providing improvements and infrastructure. He asked City Manager Yates to proceed with caution with the fees study. He also announced that the County approved a pit bull ordinance that requires all pit bull owners, in the unincorporated county areas, to spay or neuter their dogs after they are four (4) months old. Mayor Magee asked staff to work with Animal Friends of the Valleys and other cities in alliance with JPIA to join this ordinance Regular City Council Minutes Page 5 of 5 Meeting of October 8, 2013 and adopt it. Lastly, Mayor Magee congratulated Ms. Helen Majeski's on her 100th Birthday and requested that a birthday card be signed by City Council and sent to her. ADJOURNMENT Mayor Magee adjourned the meeting in honor of Helen Majeski at 7:33 p.m. to the next regularly scheduled meeting to be held on Tuesday, October 22, 2013, at the Elsinore Valley Municipal Water District (EVMWD) Boardroom located at 31315 Chaney Street, Lake Elsinore, California.
