SUBJECT: DESIGNATION OF CITY'S AGENT TO PROCESS FEMA AND CAL -
EMA GRANT APPLICATIONS.
BACKGROUND
As a result of storm damage in December of 2010, the Governor of California and the
President of the United States declared several counties in the state as storm disaster
areas. Included in this list was the County of Riverside. The State Offices of Emergency
Services (CaIEMA) and Federal Emergency Management Agency (FEMA) have
requested applications for funding assistance from the agencies that repaired storm
related damages. When the applications for reimbursement are approved, funds will be
disbursed to the local agencies.
DISCUSSION
As a part of the FEMA storm damage reimbursement application, the agency's
governing body, the City Coucil, is required to designate one person as an agent for the
City. Historically in this program, the disbursement of funds was designated to that
agency's Director of Finance. Attached is Cal EMA form 130 which identifies the
primary and two support staff members to act as the City's agent. For the City of Lake
Elsinore the primary agent is the Director of Administrative Services supported by the
Director of Public Works and the Public Works Superintendent.

FISCAL IMPACT
The City of Lake Elsinore has submitted an application for reimbursement in the amount
of $130,000 for materials and resources used by the City. A copy of the list of damages
is enclosed in this report.

It is recommended that the City Council approve Cal EMA Form 130 designating James
Riley, Administrative Services Director as the Authorized Agent to process Federal and
California Emergency Management Agency Grant Applications. Support staff is
identified to be Ken Seumalo, Director of Public Works and Rick DeSantiago, Public
Works Superintendent.
