CALL TO ORDER
The Regular Meeting of the City Council was called to order by
Mayor Winkler at 7:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilman Buck.

Manager Shear and City Clerk Kasad.
PRESENTATIONS/CEREMONIALS

A. Proclamation = Red Ribbon Week = Judge vic Saradarian.
Mayor Winkler commented on drug problems in the area and the
work of the Red Ribbon Program to resolve them. He then read
the proclamation and presented it to Judge vic Saradarian, who
currently serves as the Area Chairman for the Substance Abuse
Council's Red Ribbon Campaign, Chairman of Drug Suppression in
Schools Committee for Riverside County and Vice Chairman of
Riverside county Advisory Committee on Drug Abuse.
Judge Saradarian accepted the Proclamation and commented on
the efforts and accomplishments of the 4 year old Red Ribbon
Campaign.
B. Proclamation = ~ Rowe - Lake Elsinore Valley Little Leaque
Proqram.
Mayor Winkler read the Proclamation honoring Ed Rowe for his
work with the Lake Elsinore Valley Little League and his
efforts toward maintaining Swick & Matich Field. Mr. Rowe
thanked the City Council for this recognition and expressed
his enjoyment of the work he has done.
City Manager Molendyk commented on assistance Mr. Rowe has
provided during the Fourth of July celebrations held at the
field.
PUBLIC COMMENTS
Terry Barrett, 18921 Grand Avenue, advised that she is a 17 year
old who is not involved in drugs or alcohol and requested that
Council work to bring activities into the Community for kids like
her. She suggested things such as movie theaters, skating rinks,
dances, etc.

Art Chaskin, 18949 Grand Avenue, expressed further concern with
the lack of activities for kids locally. He requested information
regarding what new activities might be coming to the area.

Mayor Winkler requested that staff contact Mr. Cha~kin regarding
upcoming recreational opportunities. .
George Alongi, expressed concern with ongoing prostitution
problems on Main Street and ongoing destructive mischief in and
around a home at Davis and Chaney Streets. He requested that
Council direct the police department to deal with these concerns.

CONSENT CALENDAR
The following items were pulled from the Consent Calendar for
further discussion and consideration:
Item Nos. 7 and 9.
Mayor Winkler advised that he would be abstaining from vote on
item No. 13.

TO APPROVE THE BALANCE OF THE CONSENT CALENDAR AS PRESENTED.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADOPTING COUNCIL POLICY NUMBER 400-10 REGARDING
PUBLIC WORKS/CAPITAL IMPROVEMENT PROJECTS.
8. Approved Traffic Control Resolutions relating to No Parking
Zones and Loading Zones. Adopted Resolution Nos. 89-51 and
89-52.

10. Awarded Contract for Machado Street Landscaping project to
William Murray General Engineering in the amount of $78,021.00.
11. Approved Amendment to Supplemental Agreement for Community
Development Block Grant Fund Transfer from the Community
Center Project to the Yarborough Park project.
12. Approved Acquisition of Property for City Park Expansion; Staff
was authorized to execute the necessary documents and proceed to
purchase the proposed parcels for the appraised value. Further
approved transfer of $40,000 from the Lakepoint Park Project to
allow for the immediate purchase of the parcels for the
expansion of City Park.
13. Approved Exclusive Planning and Negotiating Agreement - Arvida
Company, subject to approval of the City Attorney. (The vote on
this item was recorded as 4 Ayes with Mayor Winkler abstaining.)
14. Approved Public Hearing Date of October 10, 1989 for the
following:
a) vestinq Tentative Tract Map 23848 = Cottonwood Hills.
A request to subdivide 455 acres of land to create 669
lots. Land uses will include residential densities
ranging from Low Density (R-l) to High Density (Multi-
Family), 212 acres for open space, 14.1 acres of
Neighborhood commercial, and 15 acres for schools and
parks. The project is located Railroad Canyon Road in the
approximate center of the Cottonwood Hills Specific Plan
Area.
b) Tentative Tract Map 24856 = Capital Formation Concepts.
A request to subdivide 18.49 acres into 75 residential
lots. The project is located north of Mountain Street,
west of Robb Road.
c) Tentative Parcel Map 24752 = Brookstone Development.
A request to subdivide a 21.47 acre parcel into three (3)
lots within Phase II of the Shoppers Square Shopping
Center. The project is located on the north side of
Casino Drive between Railroad Canyon Road and Malaga.
d) Tentative Parcel Map 25005 = Hunsaker ~ Homestead.
A proposal to subdivide 436 gross acres into 8 parcels,
ranging in size from 35 acres to 88 acres. The project
is located in the Tuscany Hills Specific Plan Area,
situated east of Interstate 15 north of Railroad Canyon
Road and west of Canyon Lake.

7. Establishment of Po1icv relative to Seismic .Hazard
Identification and Reduction Program. Reso1u~ion No. 89-50.

City Manager Mo1endyk advised that further study is needed
relating to this item, and requested that it be continued.
Council concurred to continue this item.

9. Resolution No. 89-53 ~ Relating to Issuance of Bonds for
Summerhill Bridqe Assessment District.
City Attorney Harper advised that this item had already been
addressed and action would not be necessary.
PUBLIC HEARINGS
31. Tentative Parcel Map 24465 ~ Frank ~ Avres ~ Son.
A request to subdivide 1.8 acres into two (2) lots, located
on the north side of Collier Avenue in an M-1, Limited
Industrial District.
Planning Manager Thornhill detailed the request and showed the
proposed tentative map.
The City Clerk reported no written comments or protests.
Mayor Winkler opened the pUblic hearing at 7:19 p.m. asking
those in favor of Tentative Parcel Map 24465 to speak. No one
spoke.
Mayor Winkler asked those in opposition to speak. Hearing no
one, the public hearing was closed at 7:19 p.m.
Councilman Washburn advised that he will be abstaining from
vote on this item.

MOVED BY BUCK, SECONDED BY STARKEY AND CARRIED BY A VOTE OF 4 TOO
WITH WASHBURN ABSTAINING TO ADOPT NEGATIVE DECLARATION 89-28;
ADOPT FINDINGS LISTED BELOW:
Findings
1. The project will not have a significant impact upon
the environment.
2. The proposed project, as conditioned, complies with
the goals, objectives and standards of the M-l
Zoning District.
3. The proposal, as conditioned, meets the City'S
subdivision standards.
4.
The proposed subdivision is consistent with the
Findings established in the state Subdivision Map
Act requirements.

access, parking and maintenance easement between the

recorded between the lots prior to Final Map

Enqineerinq Conditions
5. All Public Works requirements shall be complied with
as a condition of development as specified in the
Lake Elsinore Municipal Code at the time a building
permit is issued.
6. Dedicate underground water rights to the city
(Municipal Code, Title 16, Chapter 16.52.030).
Document can be obtained from the Engineering
Department.
7. Dedicate sufficient property along Collier Avenue
frontage to provide for a half street of 43 feet of
right-of-way and half roadway width of 38 feet.
8. Pay all Capital Improvement and Plan Check fees
(Municipal Code, Title 165, Chapter 16.34;
Resolution No. 85-26).

Submit a letter of verification Will-Serve letter to
the City Engineering Department, from the applicable
water district, stating water and .sewer arrangements
have been made for this project prior to applying
for building permits.
10. Provide fire protection facilities as required in
writing by Riverside County Fire Protection.
11. Provide street lighting and indicate on street
improvement plans as required by the City Engineer.
12. Work done under encroachment permit for off-site
improvements shall be delineated on street
improvement plans and be approved and signed by the
City Engineer prior to issuance of building permits.
13. Drainage easement shall be reserved on the map to
convey off-site and on-site drainage to public
facility.
14. Developer shall accept and provide for storm run-off
from 24 inch pipe under freeway.

15. The developer shall cause to be recorded an
irrevocable reciprocal parking, circulation and
landscape maintenance easement in favor of all lots
of Tentative Parcel Map 24465, subject to the
approval of the Director of Community Development.
In addition, CC & R's shall be approved by the City
Attorney and Director of Community Development which
enforce standards of building maintenance,
participation in landscape maintenance, prohibition
of outside vehicle or material storage.

16. Prior to issuance of building permits or recordation
of map, developer shall enter into an agreement with
the City to mitigate drainage impacts by paYment of
a drainage mitigation fee. Whereas~the City is in
the process of developing a Master Plan of Drainage
for this area, and the final plan has not yet been
adopted but the previously completed'Master Plan of
Drainage for the West End indicates a fee of $4,000
per acre is in order, the developer shall deposit ....
$4,000 per acre which may be partially returned if
the indicated drainage fee is lower.
17. Parcell shall have a 30 foot access to Collier
Avenue (flag lot configuration) .
BUSINESS/DISCUSSION ITEM
51. Determination of Substantial Conformance of Revised Tentative
Map 22912 (Premier Homes) - City council/Redevelopment Agency
Directives. Continued from September 12, 1~89.
Planning Manager Thornhill detailed prior considerations and
direction, as well as prior work with developer and residents in
the area of this tract. He advised that staff has met with the
residents since the last City Council meeting and they are all
in agreement with the plan as currently proposed.
Councilman Washburn commented on the cooperation which has taken
place between the residents, Premier Homes and the City to
resolve concerns. He further commented on the future potential
of annexation of this neighborhood.
Mayor Winkler commended staff for their efforts in mitigating
the neighborhood concerns and thanked Premier Homes for their
efforts.

City Manager Molendyk advised that with this approval, the City
has committed to share the cost of a portion of the landscaping
with Premier Homes. He also thanked staff, the residents and
Premier for the working cooperation which occurred.

TO FIND THE PROPOSED REVISIONS TO APPROVED TENTATIVE TRACT MAP 22912
TO BE IN SUBSTANTIAL CONFORMANCE WITH THE APPROVED MAP.
BUSINESS ITEMS
52. Designation of Voting Delegate/Alternate for League of
California cities Annual Conference.
City Manager Molendyk advised that the City will have a
delegation attending this conference and as part of the Annual
Meeting a voting delegate and alternate are necessary from each
participating city. .
Mayor Winkler advised that since he will be attending the
conference, he would be willing to serve as voting Delegate.
Councilman Washburn agreed to serve as the Alternate.

AMENDING SECTIONS 17.54.030 AND 17.56.030 OF CHAPTERS 54 AND
56 RESPECTIVELY, OF TITLE 17 OF THE LAKE ELSINORE MUNICIPAL
CODE RELATING TO HEALTH CLUBS, RACQUETBALL AND INDOOR TENNIS
COURTS, (ZONE CODE AMENDMENT 89-2 - CITY OF LAKE ELSINORE).

CITY MANAGER COMMENTS
City Manager Molendyk requested clarification as-to whether~the
meeting on October 7 would be a Study Session Qr a Speci~l Meeting.
Mayor Winkler advised that it would be a Joint study Session with
the Public Safety Committee. Mayor Winkler remL~ded Council that
this Study Session would be on October 7 at 9:00 a.m. at the Chamber
of Commerce office.
CITY COUNCIL COMMENTS
Councilman Buck thanked staff for repair of sprinklers and clean-up
of facilities at the Senior Center.
Councilman Washburn inquired whether the stolen benches from
Lakepoint Park had been recovered. He thanked the students and Mr.
Chaskin for their interest in the City and future recreational
activities and for being present to express this interest.
Councilman Starkey also thanked the students for their attendance at
the meeting and their interest in the City. He further thanked Mr.
Alongi for his input with regard to the prostitution problems on
Main Street.
Councilman Starkey inquired whether the problems with "B:lg Rig"
parking had been resolved. Public Services Director Kirchner
advised that ordinances are already in place and the Sheriff's
Department has been requested to pursue enforce~ent of those
ordinances.

Councilman Dominguez advised that progress is occurring in the
Downtown area and detailed the tree trimming, sidewalk repair,
street repair, etc. which is continuing. He also commented on the 6
new police officers we will have the first part of next year.
Councilman Buck requested that staff direct the Sheriff's Department
to-resolve the parking problems at Dexter and Central overpass and
side street area.
Mayor Winkler commented on the need for a movie theater locally and
advised that staff is working with private enterprise to pursue this
possibility. He further commented on work toward increased
recreational activities in the City. He also advised that the

Community Center will soon be upgraded and possibly it will be
better for dances.
City Manager Molendyk advised that the City will ~obably be
preparing its first recreation brochure in January~ He also advised
that the Sheriff's Target Team is working in the M~in Street area to
reduce prostitution and related problems, in addition to the City's
Zoning Enforcement people who are pinpointing the downtown area.
